जनताको आवाज प्रतिनिधित्व गर्ने संसद लगातार अवरुद्ध छ । राजनीतिक दलहरुबीच लेनदेनमा कुरा नमिल्दासम्म सदन खुल्ने संकेत देखिएको छैन । यो परिस्थितीमा नेपालमा पहिलो पटक संसद कहिले र कसरी अवरुद्ध भएको थियो पढ्नु होस् यो कथा ।
रिपोर्टिङका क्रममा २०५४ सालयता संसद्मा नियमित पुग्दा लेखकले मन्त्री उपस्थित नभएपछि धेरै पटक संसद् चल्न नसकेको देखेको छ । संसद्को दायाँतर्फको अगिल्लो लहरमा मन्त्री नदेखेपछि सत्ता पक्षका सचेतकहरु असिनपसिन भएर मन्त्रीलाई फोन गर्न व्यस्त भएका धेरै घटनाको साक्षी लेखक आफै हो । २०६४ मा निर्वाचित पहिलो संविधान सभा र २०७० को दोस्रो संविधान सभा र त्यसपछिका दुई संसद पनि अछुतो रहन सकेनन् । बैठक चलिरहेका बेला संसद् भवनमा अधिकांश सिट खाली हुनुलाई हिजोआज सामान्य मान्न थालिएको छ ।
तर, पहिलो संसद्को कार्यकालभर बैठक सुरू हुनुअगि ग्यालरी बैठकभित्र छिरेका सांसदहरु बैठक नसकिउन्जेल बाहिरिँदैनथे । प्रधानमन्त्री बीपी स्वयंले संसद्लाई निक्कै महत्व दिएका थिए । उनी सम्भव भएसम्म प्रायः सबै बैठकमा सहभागी हुन्थे र सांसदका प्रश्नको जबाफ आफै दिन्थे । विपक्षी र सत्ता पक्षबीच हिजोआज जस्तो कटुता थिएन । बैठकमा सधैं ९० प्रतिशतभन्दा बढी सांसदको हाजिरी हुन्थ्यो । डेढ वर्ष चलेको संसद् एक दिन मात्र विपक्षीहरुले बहिष्कार गरेका थिए । विपक्षी दलका नेता भरतशमशेरले भनेका छन्, “सभामुखलाई घेर्ने, नारा लगाएर कार्यविधि अड्काउने, अर्काले बोल्दा अवरोध गर्ने वा कुनै प्रकारले संसद् चल्न नदिने प्रचलन पटक्कै थिएन । एक पटक मात्र विरोधी सांसदहरुले कारण देखाएर संसद् बहिष्कार गरे । त्यो पनि केवल आधा घण्टाको निमित्त । मुलुकमा संसदीय अभ्यासको प्रारम्भ २०१६ असार १६ गतेबाट भयो । त्यसको ठीक एक महिनापछि साउन १६ गते एक दिन मात्र विपक्षीहरुले संसद् बहिष्कार गरे । निर्माण तथा सञ्चार मन्त्री गणेशमान सिंह प्रतिनिधि सभामा सरकारको नीति तथा कार्यक्रममाथिको बहसका क्रममा सांसदहरुले उठाएका प्रश्नको जबाफ दिँदै थिए ।
उनले विपक्षी गोरखा परिषद््का नेता मृगेन्द्रशमशेर राणातर्फ औंल्याउँदै भने, “पारिपट्टि (देब्रेतिरका विपक्षी) लहरका सदस्यहरुको १०४ वर्षे कालो शासनले देश उठ्न सकेको छैन ।” सिंहको त्यो भनाइमा विपक्षीहरुले आपत्ति जनाउँदै फिर्ता गर्न माग गरे । मन्त्री सिंहको प्रतिवाद गर्दै गोरखा परिषद्का बेनीबहादुर कार्कीले सत्ता पक्षका उपप्रधानमन्त्री सुवर्णशमशेर राणातिर सङ्केत गर्दै भने, “आफ्नो साथमा बस्ने सदस्यहरुको मुख पनि हेर्दा हुन्छ नि मन्त्रीजी !” मन्त्री नै व्यक्तिगत आक्षेपमा ओर्लिएको भन्दै उनले आक्षेप लगाउने त्यो भनाइ फिर्ता गर्न मन्त्री सिंहसँग माग राखे । तर सिंहले ‘म फिर्ता लिन्नँ, भन्न पाउने मेरो पनि अधिकार छ’ भन्ने जबाफ दिएपछि विपक्षीले संसद् बहिष्कार गरेका थिए ।
