गणेशमान सिंह र वीर अस्पतालको कोठा नं १४

राजा वीरेन्द्रका एडीसी सुन्दरप्रताप राना लेख्छन् – त्यो उद्दण्ड भिड दरबारभित्र पस्न खोजेको भएर रोक्नसक्ने उपाय केही थिएन । केहीगरी त्यो भिड भित्र पसिहाल्यो भने प्रारम्भिक रोकथामसम्म गर्नका लागि भनेर दुईवटा उजी सब मेसिनगन निकालेँ । त्यसमा गोली भरेँ । वास्तवमा हतियारले केही हुने थिएन । तैपनि म अंगरक्षकको कर्तव्य निर्वाह गर्दै थिएँ ।

पहिलो जनआन्दोलन (२०४६) उत्कर्षमा पुगेका बेला आन्दोलनका सर्वोच्च कमान्डर गणेशमान सिंह वीर अस्पतालको कोठा नम्बर – १४ मा थिए । तीस वर्षसम्म चलेको पञ्चायती व्यवस्थाविररुद्ध  सडकमा जनता उर्लेका थिए । तिनताका दरबारको बुझाइ थियो – ‘‘एक कम्युनिस्ट बराबर १० कांग्रेस र एक कांग्रेस बराबर २० पञ्चको शक्ति समान हुन्छ ।’’ 

कांग्रेस र कम्युनिस्टलाई भिडाएर टिकेको पञ्चायतको जरो हल्लियो । पञ्चहरु अत्तालिए । सरकारी सञ्चार माध्यमको व्यापक दुरुपयोग भयो । सरकारी रेडियो र टेलिभिजनबाट आन्दोलनकारीलाई ‘‘विदशीको बुई चढेका राष्ट्रघाती, भेडाको छाला ओढेका व्बाँसा, मुठ्ठीभरका अराष्ट्रिय तत्त्व’’ भन्ने भन्दै समाचार प्रकाशन प्रसारण हुन थाले ।’’

देशभर आन्दोलन उत्कर्षमा पुगेपछि राजा राजा वीरेन्द्र वार्ताकै माध्यमबाट बहुदलीय व्यवस्था दिने तहमा पुगे । मरिचमान सिंह नेतृत्वको सरकारलाई राजीनामा गर्न लगाएर लोकेन्द्रबहादुर चन्दलाई प्रधानमन्त्री नियुक्त गरे । विसं २०४० मै प्रधानमन्त्री भइसकेका चन्द शपथ नलिँदै आन्दोलनको “सेफल्याण्डिङ” गर्ने गृहकार्यमा जुटिसकेका थिए । 

 

 

नेपाली कांग्रेसका सर्वोच्च नेता गणेशमान सिंह, कार्यवाहक सभापति कृष्णप्रसाद भट्टराई र महामन्त्री गिरिजाप्रसाद कोइराला उनीहरुकै निवासमा नजरबन्दमा राखिएका थिए । कम्युनिस्ट नेताहरु पनि केही भूमिगत थिए भने केही जेलमा । 

प्रधानमन्त्री चन्दले सबैभन्दा पहिले सरकार वार्ताको माध्यमबाट जनआन्दोलनलाई संम्बोधन गर्न चाहन्छ भन्ने सन्देश वीर अस्पतालको १४ नम्बर कोठामा रहेका गणेशमान सिंहसम्म पुर्‍याए । 

 

प्रधानमन्त्रीका सन्देश वाहकलाई सिंहले स्पष्ट शब्दमा भनिदिए – बहुदलीय व्यवस्था स्थापनाको घोषणा नभएसम्म म राजालाई भेट्दिन, प्रधानमन्त्रीसँग कुरा पनि गर्दिन । 

पञ्चायतविरुद्ध सडकमा ओर्लिएका जनतामा ठूलो आक्रोश थियो । हजाराैंको भिड दरबारतिरै जानुपर्छ भन्ने मानसिकतामा देखिन्थ्यो । 

चैत्र अन्तिम साताको कुरा हो । अच्युतकृष्ण खरेल (पछि प्रहरी महानिरीक्षक) प्रहरी कमान्डरको हैसियतमा दरबार मार्ग क्षेत्रमा खटिएका थिए । उनले लेखकलाई सुनाएका छन् – भिड नियन्त्रण गर्नसक्ने अवस्थै रहेन । अनि स्वयं फिल्डमा खटिएको प्रहरी कमान्डरले मैले नै झुट बोल्नु पर्‍यो । तपाईंहरु दरबारतिर अघि नबढ्नुस् । वीर अस्पतालको छतबाट गणेशमान जीले सम्बोधन गर्दै हुनुहुन्छ उतै जानुस् ।’’ 

अनि दरबारतिर जान लागेका हजाराैं जना दरबारमार्गस्थित राजा महेन्द्रको सालिक नजिकबाट टुँडिखेलतिरै फर्किए । प्रहरीले राहतको सास फेर्न पायो । 

त्यसदिन खुल्लामञ्चमा आन्दोलनकारीको सभा थियो । वीर अस्पतालको छतबाट गणेशमान सिंहले हात हल्लाएर अभिवादन गर्दा आन्दोलनकारीमा उत्साह झनै थपियो । नजरबन्दमा परेपछिका ५० दिनमा सिंह  पहिलोपटक सार्वजनिकरुपमा देखापरेका थिए । 

टुँडिखेलमा जम्मा भएका आन्दोलनकारीको एउटा समूहमा कसैले भनिदियो – लौ साथी हो, अब दरबारतिर जानुपर्छ । ठूलो हुल रानीपोखरी हुँदै दरबारमार्गतिर लम्कियो । केही युवा महेन्द्रको सालिक तोडफोड गर्न उक्लिए । भिडमा रहेका केहीले राजदण्ड निकाले, महेन्द्रको सालिकमा जुत्ताको माला लगाई दिए । सालिकको श्रीपेच भाँच्ने प्रयास गरे । अन्नपूर्ण होटलअगाडि जुलुस रोक्न,  दरबारको सुरक्षार्थ स्वचालित हतियारधारी सैनिक तैनाथ थिए । त्यसभन्दा अगाडि प्रहरी घेरा थियो । आन्दोलनकारीहरु प्रहरी घेरा तोडेर ५० मिटरमात्र अगाडि बढेका भए सेना फायरिङ खोल्न तयार भएर  बसेको थियो । प्रहरीले जुलुस दरबारतिर अघि बढे बाध्य भएर गोली चलाउनुपर्ने माइकिङ गरिरहेको थियो । जति गर्दा पनि उत्तेजित भिड रोकिएन । 

क्षणभरमै गोली चलेको आवाज सुनियो ‘सुन्धाराको एउटा सानो गेष्ट हाउसमा काम गर्ने २१ वर्षीय बुद्वि खनाल ढले । अर्को एक जनाले दौडिँदै रुमालले  खनालको रगत पुछि दिए र जोडले चिच्याए – हेर्नुस्, सबै जनाले हेर्नुस् । यो प्रजातन्त्रका लागि बलिदान गर्ने वीरको रगत हो ।

त्यस दिन काठमाडौंको सबै चोक गल्लीमा नारा जुलुस थियो । सबैतिर बाटो अवरुद्व । हरसम्भव बाटो खोल्ने प्रहरीको प्रयास सफल हुन सकेन । 

त्यसै दिन बिहान १०.३० बजे दरबारमा प्रधानमन्त्री चन्दको शपथ ग्रहण कार्यक्रम थियो । बाटो अवरुद्व भएकाले पाँच बजेलाई सारियो । साइतमा शपथ हुन सकेन । यस घटना बारे वरिष्ठ फोटो पत्रकार गोपाल चित्रकारले लेखकलाई सुनाए – म गोर्खापत्रका लागि फोटो खिच्न भनेर एक घन्टाअघि नै दरबार पुगेको थिएँ । तर, आन्दोलनकारीले सबै वाटो अवरुद्व गरेछन् । सुरक्षाकर्मीले प्रधानमन्त्रीलाई दरबारसम्म ल्याउने वातावरण बनाउनै सकेनन् भनेर शपथको समय सरेको जानकारी दिइयो । हामी फर्कियाैँ ।
यस प्रसंगमा राजाका प्रमुख सचिव रेवतीरमण खनाल लेख्छन् – दरबारमार्गमा ठूलो जुलुस आयो, प्रधानमन्त्रीको शपथ ग्रहण समारोहमा सहभागी हुन संवैधानिक निकायका पदाधिकारीसमेत दरबार आउन सकेनन् ।

राजाका एडीसी सुन्दरप्रताप रानाले लेखेका छन् – त्यस दिन दिउँसो २.३० बजे चिफ एडीसी जर्नेल शान्तबहादुर मल्लका साथ राजा वीरेन्द्रले नारायणहिटी दरबारको कौसीमा गएर रत्नपार्क र दरवारमार्ग क्षेत्रमा उर्लिएको मानवसागर हेरेका थिए ।

जनआन्दोलनको सबैभन्दा उत्कर्षको दिन थियो – चैत्र २४ गते । दरबारमार्ग अघिल्तिर हजारौं मानिस जम्मा भइसकेका थिए ।

प्रधानमन्त्री चन्द शपथ लिएर फर्किएपछि पनि राजाले फेरि दरबार मार्गतिर नजर लगाए । नारावाजी कायमै थियो । राजा वीरेन्द्र अनि पञ्चायतका पिता ‘महेन्द्र’को सालिक प्रदर्शनकारीले भत्काई सकेका थिए । 

चैत्र २४ गते बेलुका शपथ लिएदेखि नै चन्द सरकारले वार्ताका लागि अग्रसरता लियो । त्यही बेलुका सिंहदरबारमा चन्दले मन्त्रीहरु पशुपतिशमशेर राणा, नैनबहादुर स्वाँर र अच्युतराज रेग्मीलाई सपथ गराएलगत्तै सुरु भयो मन्त्रिपरिषद् बैठक ।

सरकारले आन्दोलनकारीसँग वार्ता अघि बढाउने अनि काठमाडौं र पाटनमा कफ्र्यु अवधि बढाउने निर्णय गर्‍यो । आन्दोलनकारीसँग पञ्चायती संविधानबाट निर्दलीय शब्द झिक्ने र संवैधानिक राजतन्त्र कायम गर्ने विषयमा सहमति जुटाउने म्यान्डेट राजाबाट सरकारले पाएको थियो । 

त्यसैका आधारमा मन्त्रीद्वय राणा र रेग्मी वार्ताका लागि नेताहरु भेट्न खटिए भने अर्का मन्त्री स्वार शान्ति सुरक्षा व्यवस्था मिलाउन सेना र प्रहरीसँग समन्वय गर्न थाले । त्यस दिनको स्मरण गर्दै मन्त्री स्वारले लेखकसँग भनेका थिए – त्यो दिनको जस्तो तनाव जीवनमा कहिल्यै भएन । देशरभर आन्दोलन । सीमित साधन स्रोत र प्रहरी जनशक्तिको कमी । कफ्र्यु लगाउनेबाहेक अर्को विकल्प थिएन । लगाइयो । तैपनि अवस्था सामान्य भएन । ठाउँठाउँमा कर्फ्युको अवज्ञा भयो ।

त्यही राति राणा र रेग्मीले कांग्रेस कार्यवाहक सभापति कृष्णप्रसाद भट्टराई र महामन्त्री गिरिजाप्रसाद कोइरालासँग भेटी राजा संविधान संशोधन गरी निर्दलीय व्यवस्था हटाउन तयार रहेकाले वार्तामा आउन आग्रह गरे । भट्टराई र कोइराला दुवैले सर्वोच्च नेता गणेशमान सिंहसँग छलफल गरी निर्णय लिने बताए । 

चैत्र २५ गते नजरबन्दमा रहेका नेताहरुलाई गणेशमान सिंहलाई राखिएको वीर अस्पतालको १४ नम्बर कोठामा ल्याइयो । त्यति बेला पनि सिंहले दरबारले बारम्बार धोका दिएको भन्दै बहुदल घोषणा नभएसम्म राजालाई नभेट्ने र वार्तामा पनि नबस्ने अडान दोहोर्‍याए । 

उनको भनाइ थियो – आन्दोलनका दुईवटा माग छन् । एउटा बहुदलीय व्यवस्थाको पुनःस्थापना, अर्को संवैधानिक राजतन्त्र ।

राजाले निर्दल हटाइएको भने पनि बहुदल आएको हो कि होइन ? जनतालाई हामीले सिधा सिधा भन्नुपर्छ कानुनी कुरा गरेर हुँदैन । कार्यवाहक सभापति भट्टराई र कोइराला निर्दलीय व्यवस्था हटाए राजासँग वार्तामा जानुपर्छ भन्ने पक्षमा थिए तर गणेशमान सिंहलाई सम्झाउन सकिरहेका थिएनन् । 

अन्तिममा केही नलागेपछि भट्टराईले गणेशमान सिंहकी पत्नी मंगलादेवी श्रेष्ठलाई भने – भाउजु गणेशमानजीले मान्दै मान्नु भएन । एकपटक दुर्गेशमान सिंहलाई बोलाएर सम्झाउन लगाउनु पर्‍यो, मनाउन सकिन्छ कि । केही समयपछि सेनाको भ्यानले दुर्गेशमानलाई गणेशमान सिंहको कोठा (वीर अस्पताल) मै  ल्याई पुर्‍यायो । 

सिंह परिवारका सदस्य दुर्गेशमानले लेखकलाई भने – बिहान १० बजेको कुरा हो । म र गणेशमानजी छाैँ ।  बीबीसीका एक जना संवाददाता झ्याल चढेर कोठामै आइपुगे । अन्तर्वार्ता लिन भनेर । महसुर रहेछन् ।  

त्यस दिन गणेशमान र दुर्गेशमानबीच चारपाँच घन्टा छलफल चल्यो । दुर्गेशमानले राजा वीरेन्द्रसँग केही दिनअघि भएको आफ्नो वार्तालाप सुनाए । राजाले भनेका थिए – हेर दुर्गेश तिमी पनि बाहिर पढेको, म पनि । आई स्ट्रङ्ली फिल द्याट मोनार्की गेट स्ट्रोङ्गर विथ डेमोक्रेसी । टेक माई वड्स । म यो वचनबाट कहिले पनि पछि हट्दिन ।

त्यो दिन दुर्गेशमान र गणेशमानबीच भएको वार्ताको अंश । 

दुर्गेशमान : अनियन्त्रित रुपमा आन्दोलन जान दिनु हुन्न । राजासँग के लिएर हुन्छ आन्दोलन टुङग्याउनु उचित हुन्छ । 

गणेशमान : राजाबाट बारम्बार धोखा भएको छ । कसरी विश्वास गर्ने ? 

दुर्गेशमान : राजा प्रजातन्त्रवादी छन् । गर्छन् । कुरा त गर्नु पर्‍यो नि । 

गणेशमान : ए दुर्गेश तँ पढेको छस् । विद्वान् छस् तर राजनीति बुझ्न बाँकी छ बुझिस् । 

दुर्गेशमान : किन ? 

गणेशमान : हेर, हामीले अडान लियाैँ भने यो ठकुरीले दुई घन्टाभित्र बहुदल दिएरै छोड्छ ।

दुर्गेशमान : (मन मनै गणेशमान बहुलाए कि क्या हो ?)

गणेशमान : निर्दल हटाए भनेको के हो ? बहुदल आयो भनेको हो की आएको होइन भनेको हो ? जनतासँग प्रष्ट बोल्नुपर्छ । 

दुर्गेशमान : (म निराश भएँ । यस्ता जिद्दी गर्ने हो नेता भएर ।)

केही समयपछि प्रधानमन्त्री चन्द र अच्युतराज रेग्मी वीर अस्पतालको क्याबिन नम्बर १४ मा आइपुगे । 

त्यो दिन चन्द र सिंहबीच भएको वार्तालाप मन्त्री अच्युतराज रेग्मीले लेखकलाई यसरी सुनाएका छन् । 

चन्द : गणेशमान जी सरकारबाट हुकुम भयो गणेशमान जीको त्यही इच्छा छ भने बहुदलीय व्यवस्था स्थापना भएको छ भन्ने शब्द राखे पनि हुन्छ । 

गणेशमान : त्यति भए त भइहाल्यो नि । 

त्यो क्षण गणेशमानसँगै रहेका भतिजा दुर्गेशमानले लेखकलाई सुनाए – गणेशमान जी, किसुन जी, गिरिजाबाबु र ममात्र छाैँ । कुरा मिल्यो भनेर खुसी भयाैँ । 

त्यसको केही बेरपछि वाम मोर्चाका नेताहरुलाई पनि सेनाको भ्यानमा राखेर वीर अस्पतालको कोठा नम्बर १४ मै ल्याइयो । 

तिनमा सहाना प्रधान, मनमोहन अधिकारी, सिद्धिलाल सिंह, आरके मैनाली, लीलामणि पोखरेललगायत थिए । लामो छलफलपछि राजासँग सिधै वार्ताको टेबलमा बस्ने सहमति भयो । चैत्र २६ गतेको दिन थियो । सिंहले आफ्नो स्वास्थ्य ठीक नभएकाले कार्यवाहक सभापति कृष्णप्रसाद भट्टराई र महामन्त्री गिरिजाप्रसाद कोइरालालाई प्रतिनिधिका रुपमा खटाए । वाम मोर्चाका तर्फबाट सहाना प्रधान र राधाकृष्ण मैनाली । 

नारायणहिटी दरबारको मंगल सदन (बैठक कक्ष) मा राजा वीरेन्द्र सोफामा बसिरहेका थिए । उनको दायाँ र बायाँ चार चार वटा मेच राखिएको थियो । दाहिनेपट्टि आन्दोलनकारी नेता र बायाँतिर प्रधानमन्त्रीसहित चार मन्त्री बसे । राति १० देखि ११ बजेसम्म वार्ता चल्यो । 

विसं २०२७ सालमा नेविसंघको उद्घाटन गर्दा विघटित संसद्का सभामुख भट्टराईले भनेका थिए – बहुदल आउने कुरामा बाहेक म राजासँग भेट्दिन । नभन्दै २० वर्षसम्म उनले राजालाई भेटेनन् । एकैपटक २०४६ साल चैत्र २६ गते बहुदलीय व्यवस्था घोषणा गर्नुअघि राजाले बोलाएको छलफलका लागिमात्र उनी दरबार पुगेका थिए । 

त्यस दिनको कुराकानी पनि उनैले आरम्भ गरे । 

कृष्णप्रसाद भट्टराई : सरकार निर्दलीय पञ्चायती व्यवस्थाको शासन लामो भइसक्यो । यसले जनताका इच्छा आकांक्षालाई धेरै दमन गर्‍यो । पञ्चायत विघटन गरी बहुदल घोषणा गरिबक्सनु पर्‍यो । 

सहाना प्रधान : सरकार पञ्चायतको पूर्ण विघटन जनताको माग बनेको छ । यो माग सम्बोधन हुनुपर्छ । 

राधाकृष्ण मैनाली : सरकार पञ्चायती व्यवस्था सम्पूर्णरुपमा विघटन नहुने हो भने हामीले आह्वान गरे पनि आन्दोलन रोकिँदैन । 

राजा : संविधान सुधार कमिटी बनाऊँ । कांग्रेस र वाम मोर्चालाई मिलाएर मन्त्रिपरिषद् बनाऊँ । 

वार्तामा गिरिजाप्रसाद कोइराला एक शब्द पनि बोलेनन् । त्यसपछि राजाले गोजीबाट एउटा सानो कागज निकालेर पढे – पञ्चायती संविधानबाट निर्दलीयता हटाएर पार्टीमाथिको प्रतिबन्ध फुकुवा गरिबक्सेका छौँ ।

यसरी २०१७ साल पुष १ गते सेनाको बलमा राजा महेन्द्रले सुरु गरेको निरंकुश पञ्चायती व्यवस्था २९ वर्षपछि उनकै छोरा वीरेन्द्रको कार्यकालमा समाप्त भयो । 

त्यही राति नेपाल टेलिभिजनमा बहुदल घोषणाको समाचार पढेर घर फर्कँदै गरेका दुर्गानाथ शर्माको मोटर सिंहदरबार गेटमै सेनाले रोक्यो । शर्माले लेखेका छन् – मैले भने कर्फ्यु  त हटिसक्यो । सैनिक गार्डले भन्यो – तपाईंले समाचार पढी सक्नुभयो तर कफ्र्यु हटाइएको सूचना सम्बन्धित निकायबाट आएकै छैन । सेनाले त आदेश नपाउँदासम्म बाहिर निस्कनेलाई बन्दुक हान्छ नै । इन्द्रचोक, असनतिर कैयाैं मानिस मरिसके । बरु तपाईंले दरबारमा यो खबर पुर्‍याई दिनुपर्‍यो, छिट्टै । नत्र धेरै मान्छे मर्छन् ।
फरक्क फर्किएर नेपाल टेलिभिजन पुगेपछि शर्माले  अध्यक्ष निर शाहलाई भने – सर, कम्युनिकेशन ग्याप भएछ । कफ्यु हटेको सूचना डिउटीमा बसेका सुरक्षाकर्मीसम्म  पुगेको रहेनछ । टेलिभिजनमा कफ्र्यु हट्यो भन्ने समाचार सुनेर जनता खुसीयाली मनाउन बाहिर आए । तर, सुरक्षाकर्मीले कफ्र्यु तोडेको भन्दै बन्दुक तेस्र्याए । समयमा सूचना नदिँदा कतिपय निर्दोष व्यक्तिको हत्या भयो ।

त्यो बेलाका डीआईजी पूर्वप्रहरी निरीक्षक अच्युतकृष्ण खरेलले लेखकलाई सुनाएका छन् – राति ११ बजेतिर राजा वीरेन्द्रबाट निर्दलीय व्यवस्था अन्त्य गरी बहुदल घोषणा भयो । कर्फ्यु हटाउने निर्देशन भने आएको थिएन । उपत्यकाका ७२ सुरक्षा पास्टमध्ये सबैमा रेडियो सेटको सुविधा थिएन ।
