प्रधानमन्त्रीका रूपमा राजा ज्ञानेन्द्रसँगको अन्तिम वार्तालाप कोइरालाले लेखकलाई यसरी सुनाएका थिए ।

कोइराला : (झनक्क रिसाउँदै) जनताको कुरा के गर्ने सरकार । सरकारको क्रेडिबिलिटी कम छ । एम्बिसन हाई छ । जनता सरकारलाई के भन्छ म पनि भन्दै हिँडौँ । दाजु–भाउजूलाई मारेर गद्दीमा पुगेको भन्छन् ।
झन्डै साढे दुई दशक लामो पत्रकारिता जीवनमा मुलुकको राजनीतिक रङ्गमञ्चमा भएका अनेकौँ ऐतिहासिक घटनाक्रमलाई नजिकबाट नियाल्ने मौका मिल्यो । खासगरी तत्कालीन राजा वीरेन्द्र र उनको वंश नाश हुने गरी २०५८ जेठ १९ मा भएको दरबार हत्याकाण्ड, गद्दीको उत्तराधिकारी भएलगत्तै राजा ज्ञानेन्द्रले कार्यकारी अधिकार आफ्नो हातमा लिएर प्रजातन्त्रमाथि गरेको ‘कु’ (२०६१ माघ १९), २०६२–२०६३ को जनआन्दोलन, विघटित प्रतिनिधि सभाको पुनस्र्थापना, राजाका अधिकार कटौती गर्दै २०६३ जेठ ४ मा भएको प्रतिनिधि सभा घोषणा, विद्रोही नेकपा माओवादीसँग भएको बृहत् शान्ति सम्झौता (२०६३ मङ्सिर ५), संविधान सभा निर्वाचन, गणतन्त्र स्थापना (२०६५ जेठ १५) र जेठ २९ मा शाहवंशका अन्तिम राजा ज्ञानेन्द्र नारायणहिटी राजदरबार छाडेर सामान्य नागरिकका रूपमा नागार्जुन सर्दासम्मका ऐतिहासिक घटनाक्रको रिपोटिङ गर्ने अवसर पाइयो ।
मुलुकले गणतन्त्रतर्फको यात्रा तय गर्दै थियो । त्यो महायात्राका सारथि हुनुहुन्थ्यो, उमेरले साढे आठ दशक नाघ्नुभएका वयोवृद्ध प्रधानमन्त्री गिरिजाप्रसाद कोइराला । प्रजातन्त्रका लागि कसैसँग सम्झौता नगर्ने छविका प्रधानमन्त्री कोइराला आफ्नो साढे छ दशकको राजनीतिक जीवनकै शिखर बिन्दुमा हुनुहुन्थ्यो । संयोगले त्यो कालखण्डमा कान्तिपुर टेलिभिजनले मलाई लगातार दस वर्षसम्म कोइरालाको रिपोटिङ गर्ने जिम्मेवारी दिएको थियो । पाका नेता कोइराला शान्ति प्रक्रियाको नेतृत्व गर्दै माओवादीलाई प्रजातान्त्रिक धारमा ल्याएर संविधान सभा चुनावमार्फत गणतन्त्रतर्फको यात्रा तय गरिरहेका थिए । तिनैताकाको कुरा हो, मैले कान्तिपुर टेलिभिजनका लागि कोइरालासँग लामो अन्तर्वार्ता लिने अवसर पाएँ । जुन कान्तिपुर टेलिभिजनमा छ महिनासम्म प्रसारण भयो ।
त्यस क्रममा मैले सोधेको थिएँ– गिरिजाबाबु तपाईको मनमा राजा फाल्नुपर्छ भन्ने भावना कहिलेदेखि आयो ? कोइरालाले भन्नुभएको थियो– २०४६ सालको जनआन्दोलनबाट प्रजातन्त्र स्थापना भएपछि बनेको संविधानले राजाका अधिकार कटौती ग-यो । त्यही बिन्दुबाट राजा वीरेन्द्र प्रजातन्त्रवादी शक्तिलाई फुटाउने, एकआपसमा जुधाउने र गुमेको शक्ति पुनस्र्थापना गर्ने रणनीतिमा सक्रिय भए । म प्रधानमन्त्री हुँदाका कैयाँै पटक राजासँग बाझाबाझ भएको छ ।
प्रजातन्त्र कमजोर बनाउने दरबारिया रणनीतिअन्तर्गत माओवादीको जन्म भएको र त्यसलाई भारतले मलजल गरेको बताउनु हुन्थ्यो उहाँ । कोइरालाले भन्नुभएको थियो– प्रजातन्त्र माथि ‘कु’ गर्ने दरबारको योजना वीरेन्द्रकै पालादेखि बनेको हो । माओवादी विद्रोह उत्कर्षमा पुगेका बेला सरकार असफल भएको देखाएर ‘कु’ गर्ने रणनीति थियो । त्यही विषयमा राजा वीरेन्द्र र उनका भाइ ज्ञानेन्द्रबीच द्वन्द्व चर्किएको थियो । ज्ञानेन्द्र छिटो सत्ता हातमा लिनुप-यो भन्ने । वीरेन्द्रचाहिँ हतार गर्नुहुन्न, बिस्तारै बिस्तारै गर्नुपर्छ भन्ने मान्यता राख्थे । त्यही विवाद चलिरहँदा दरबार हत्याकाण्ड भइहाल्यो ।
यस प्रसङ्गमा माओवादी अध्यक्ष पुष्पकमल दाहालले पनि लेखकसँग भन्नुभएको छ– राजा वीरेन्द्रसँग ‘फेस टु फेस’ भेटेर अघि बढ्नेबारे सम्पर्कसूत्रमार्फत मेरो कुराकानी भइरहँदा दरबार हत्याकाण्ड भइहाल्यो । यसरी राजा र हाम्राबीचमा सहमति हुन पाएन । कोइरालाले भन्नभएको थियो– हुन त राजा वीरेन्द्र भएको भए पनि एक दिन प्रजातन्त्र माथि ‘कु’ त हुन्थ्यो हुन्थ्यो तर यति छिट्टै राजसंस्था अप्ठेरोमा पर्ने अवस्था नआउन सक्थ्यो ।
हत्याकाण्ड नै गणतन्त्रको प्रस्तानबिन्दु रहेको धेरैको बुझाई छ । राजा वीरेन्द्रको वंशनाश भएपछि जनता माझ बदनाम छवि बनाएका उनकै माइला भाइ ज्ञानेन्द्र राजा बने । आमजनता उनलाई दाजु–भाउजूको हत्या गरी गद्दीमा पुगेको भन्ने ठान्थे । जनताको चर्को आलोचनाका बीच जोखिम मोलेर प्रधानमन्त्री कोइरालाले ज्ञानेन्द्रलाई गद्दी दिलाएका थिए । जनआक्रोश यति चुलिएको थियो कि हनुमानढोकास्थित नासल चोकमा गद्दी आरोहण गरी नारायणहिटी दरबार फर्किंदा ज्ञानेन्द्रले बाटोभरि जनताको अवरोध सामाना गर्नुप-यो । कडा सुरक्षा पहराका बीच उनको विरोधमा नाराबाजी मात्र भएन, सवारी खुलाउन लाठीचार्ज र अश्रुग्यासको प्रयोग गर्नुप-यो ।
त्यति अलोकप्रिय हुँदाहुँदै सत्तामा आएको दिनदेखि नै उनी सत्ता हातमा लिनेतर्फ केन्द्रित हुन थाले । कोइरालाले लेखकसँग भन्नुभएको थियो– जीवनमा चार राजा (त्रिभुवन, महेन्द्र, वीरेन्द्र र ज्ञानेन्द्र) भोगेँ तर ज्ञानेन्द्र सबैभन्दा रफ खालका थिए । शक्ति हत्याउनेबाहेक अन्यत्र ध्यान नभएका । ज्ञानेन्द्र गद्दीमा आसीन भएको ढेड महिना नपुग्दै माओवादीले रोल्पाको होलेरी चौकीमा आक्रमण गरी ७२ प्रहरीको अपहरण गरे । त्यो घटनामा प्रधानमन्त्री कोइराला सेना परिचालन गर्न चाहन्थे । राजाले निर्वाचित प्रधानमन्त्रीलाई सहयोग गरेनन् । सेना परिचालन गर्ने सरकारको निर्णय कार्यान्वयन हुन दिएनन् । बरु प्रधानमन्त्री कोइरालालाई अपमानित गरी राजीनामा गर्न बाध्य बनाए । प्रधानमन्त्रीका रूपमा राजा ज्ञानेन्द्रसँगको अन्तिम वार्तालाप कोइरालाले लेखकलाई यसरी सुनाएका थिए ।

त्यही घटनाले जीवनभर संवैधानिक राजतन्त्रका हिमायती कोइरालालाई गणतन्त्रबारे सोच्न बाध्य बनाई दियो । जबकी उहाँका राजनीतिक गुरु (दाजु) बीपीले भन्नुभएको थियो– राजसंस्था एउटा सम्मानित संस्था हो । जतिसुकै अप्ठेरो अवस्था आई परे पनि त्यसका विरुद्धमा नजानू । दाजुको त्यही वचनका कारण कोइरालाले दरबारको चरम अपमान सहेर भए पनि राजाको विरोध गरेका थिएनन् तर होलेरी घटनाले उहाँलाई संवैधानिक राजतन्त्रको विकल्पमा सोच्न बाध्य बनाई दियो । त्यस प्रसङ्गमा कोइरालाले लेखकसँग भन्नुभएको थियो– माओवादीले दिनहुँ दुर्गमका गाउँमा कांग्रेस कार्यकर्ता मारेको खबर आउँथ्यो । म त्यहाँ पुगेर उनीहरूको अन्तिम संस्कारमा भाग लिन चाहन्थेँ तर सुरक्षा निकायबाट खबर आइहाल्थ्यो, हजुर त्यहाँ गई दिनुभएन । हामीलाई सुरक्षा दिन गाह्रो हुन्छ ।
कार्यकर्ताका लागि जस्तोसुकै जोखिम उठाउन तयार हुने कोइरालाका लागि निरीह बनेर बस्नु पर्दाको त्यो क्षण अत्यन्त पीडादायी थियो । एकातिर राजाले गरेको अपमानबाट प्रतिशोधको भावना जागृत भइरहेको थियो । अर्कातिर राज्य र माओवादी विद्रोहीको हिंसा र प्रतिहिंसाको चपेटामा आमजनता परिरहेका थिए । पूर्वप्रधानमन्त्री कोइरालाले भन्नुभएको थियो– पार्टीको विधानबाट संवैधानिक राजतन्त्र हटाउने निर्णय लिनुअघि म कैयाँै रात सुत्न सकिनँ । मेरो अन्तरआत्माले भन्यो । तिमीले कसका लागि राजनीति गरेको ? राजाका लागि ? वा जनताका लागि । अनि बीपीले भन्नुभएको कुरा सम्झिएँ । यदि तिमी कठिन घडीमा छौ र निर्णय लिन कठिन भइरहेको छ भने देशको एक मुठ्ठी माटो हातमा लिनु । अनि के गर्दा मुलुक र जनताको हित हुन्छ सोच्नु । अनि निर्णय लिनु, जनता मारिएका मारियै छन् । प्रजातन्त्र सङ्कटमा परिसक्यो । यस्तो अवस्थामा संवैधानिक राजतन्त्र जोगाउने कि मुलुक र जनता भनेर नै म त्यो कठोर निर्णयमा पुगेँ ।
त्यही बिन्दुबाट संवैधानिक राजतन्त्रबारे कोइरालाको मोह भङ्ग भयो । हिंसाको अन्त्य गरेरै छाड्ने सङ्कल्पका साथ उहाँले पार्टी केन्द्रीय समितिको बैठकबाट सभापतिको हैसियतमा माओवादीसँग वार्ता गर्ने जिम्मेवारी लिनुभयो । सरकारले आतङ्ककारी घोषणा गरेको माओवादीसँग सहमतिको हात अघि बढाउनुभयो । दिल्लीमा पुगेर सरकारले आतङ्ककारी घोषणा गरेका माओवादी नेता पुष्पकमल दाहाल र बाबुराम भट्टराईलाई भेट्नुभयो । सात संसद्वादी दलहरूलाई साथमा लिएर माओवादीसँग बाह्रबुँदे सम्झौता गर्नुभयो । माओवादीलाई शान्तिपूर्ण राजनीतिक मार्गमा अवतरण गराउनुभयो । बाह्रबुँदे सहमतिमार्फत संसदवादी र माओवादीले संयुक्त नारा तय गरे– निरङ्कुश राजतन्त्रको अन्त्य र पूर्ण प्रजातन्त्रको स्थापना । कोइरालासँग भएको छलफल स्मरण गर्नुहुँदै माओवादी अध्यक्ष प्रचण्डले लेखकसँग भन्नुभएको छ– पहिलो भेटमा मैले भनेको थिएँ–गिरिजाबाबु हामी शान्तिपूर्ण प्रतिस्पर्धामा आउन तयार छौँ । तपाईंहरू गणतन्त्रमा आउनुप-यो । त्यो बेला उहाँले भनेको सम्झिन्छु– अहिल्यै गणतन्त्र नभनौँ । अन्तमा जाने त्यहीँ हो । त्यसैले बाह्रबुँदे सहमतिलाई हामीले गणतन्त्र भन्ने व्याख्या ग¥यौँ । उहाँहरू पूर्ण प्रजातन्त्र भन्न थाल्नुभयो । बाह्रबुँदे सहमतिपछि कोइरालाको नेतृत्वमा सात संसद्वादी दलले चलाएको आन्दोलन (२०६२–२०६३) उत्कर्षमा पुग्यो । राजा ज्ञानेन्द्र सत्ता विघटित प्रतिनिधि सभा पुनस्र्थापना गर्न बाध्य भए ।
पुनस्र्थापित प्रतिनिधि सभाको पहिलो बैठक (२०६३ साल वैशाख १५) राजाको प्रतीक राजदण्ड हटाएर सुरु भयो । अनि जेठ ४ गते प्रतिनिधि सभाले एउटा विशेष घोषणामार्फत राजा ज्ञानेन्द्रलाई अधिकारविहिन बनाएर नारायणहिटी दरबारको खोपीमा सीमित गरिदियो । दरबारसँगको सम्बन्ध विच्छेद गरी शाही नेपाली सेनालाई मन्त्रिपरिषद्को मातहतमा ल्याइयो र त्यसको नाम परिवर्तन गरी नेपाली सेना बनाइयो । संसद्को घोषणाबमोजिम राजसंस्था निलम्बन भएकाले राष्ट्राध्यक्षको काम प्रधानमन्त्री कोइरालाले गर्न थालिसक्नु भएको थियो ।
एकातिर देश गणतन्त्रतर्फ उन्मुख हुँदै थियो, अर्कातिर राजा ज्ञानेन्द्र राजसंस्था जोगाउन अन्तिम बल गरिरहेका थिए । जनतामा राजा र युवराज (पारस) को छवि राम्रो थिएन । बेला ‘बेबी किङ’ अर्थात् राजाका नाबालक नाति हृदयेन्द्रलाई राजा बनाउने चर्चा सुरु भयो ।
राष्ट्रिय पञ्चायतका पूर्वअध्यक्ष विश्वबन्धु थापाले ‘बेबी किङ’ को प्रस्ताव आफ्नो आईडिया भएको लेखकलाई बताउनुभएको छ । आफूसँगको सल्लाहबमोजिम नै प्रधानमन्त्री कोइरालाले विराटनगरबाट राजा र युवराजले गद्दी त्यागे ‘बेबी किङ’ राख्न सकिने अभिव्यक्ति दिएको थापाको भनाइ छ ।
त्यो अभिव्यक्तिपछि पनि प्रधानमन्त्रीले विभिन्न सम्पर्क स्रोतमार्फत राजासँग संवाद गर्न खोज्नुभएको थियो । नाति हृदयेन्द्रलाई राजा बनाएर राजतन्त्र जोगाउन सकिन्छ भन्ने बुझाई कोइरालाको थियो ।
तर राजा ज्ञानेन्द्रले त्यो प्रस्तावलाई ठाडै अस्वीकार गरिदिए । ‘बेबी किङ’ राजतन्त्र उन्मूलनको पहिलो कदम हो भन्ने बुझाई राजा ज्ञानेन्द्रको थियो । दरबारविरुद्वको त्यो षड्यन्त्रमा भारतीय हात रहेको र भारतीयहरूको इसारामै त्यो प्रस्ताव आएको उनले ठाने । थापाले भन्नुभएको छ– त्यतिखेरको अवस्था कस्तो थियो भने माओवादी र एमाले दुवै राजा फाल्ने पक्षमा थिए । कांग्रेसले निर्णय गर्न बाँकी थियो । म गिरिजाबाबुलाई भेट्न गएँ । तपाईंहरू बीपीको लाइन मान्छौँ भन्नुहुन्छ, बीपीको लाइन त मेलमिलाप हो । उहाँ राजा फाल्ने पक्षमा हुनुहुन्थ्यो भनेर सम्झाउने प्रयास गरेँ तर गिरिजाबाबु भन्न थाल्नुभयो– यो राजाले बीपीलाई थुन्यो । मलाई अनेक मुद्दा लगाउन खाजेको छ । कहिले के, कहिले के भन्छ । छोडिदेउ राजाको कुरा । गिरिजाप्रसाद कोइरालाले मात्रै मानेको भए पनि राजतन्त्रको पक्षमा वातावरण बन्ने अवस्था थियो ।
संविधान सभाको पहिलो बैठकले (२०६५ साल जेठ १५) गणतन्त्र घोषणा गर्नुअघि नै राजालाई गद्दी त्याग गराउन सकिन्छ कि भन्ने कोइरालाको प्रयास सफल भएन । राजा ज्ञानेन्द्र कुनै हालतमा ‘बेबी किङ’ स्वीकार्न तयार भएनन् । यस प्रसङ्गमा बीपीका माइला छोरा श्रीहर्ष कोइरालाले राजतन्त्रका बारेमा प्रधानमन्त्रीसँग आफूले गरेको छलफलको विवरण लेखकलाई यसरी सुनाउनु भएको छ । श्रीहर्ष : सानोबुवा, राजा हटायो भने साहै्र गाह्रो हुन्छ । हजुरको टाउकोमा सबै जिम्मेवारी आउँछ । सम्हाल्न सकिन्छ त ?
प्रधानमन्त्री : हेर यिनीहरू (भारतीय) ले मलाई आएर दबाब दिइरहेका छन् । दबाब दिनेहरूले नेपालको यथार्थ बुझेकै छैनन् । राजतन्त्र गयो भने जुन बबाल आउनेवाला छ, त्यसलाई थाम्न निकै चुनौती आई पर्नेछ । बीपीले राजाको विरोध नगर्नु भनेका कारण प्रधानमन्त्री कोइरालाको भित्री मनमा राजतन्त्र उन्मूलन नहोस् भन्ने नै थियो । त्यसले राजा र युवराजले गद्दी त्यागे ‘बेबी किङ’ राख्न सकिने सन्देश उहाँले ज्ञानेन्द्रसम्म पु-याउनु भयो ।
कोइरालाका तर्फबाट राजा ज्ञानेन्द्रसँग संवाद गर्ने एक पात्र हुनुहुन्थ्यो सोल्टी होटलका मालिक प्रभाकरशमशेर राणा ।
प्रभाकर शमशेरमार्फत भएको संवादपछि प्रधानमन्त्री राजा फाल्ने अन्तिम निष्कर्षमा पुग्नु भयो । राजासँग कुरा गरेपछि प्रभाकरले प्रधानमन्त्रीसँग भन्नुभएको थियो, गिरिजाबाबु म केही गर्न नसक्ने अपस्थामा पुगेँ । सरकार (राजा) र म सोल्टी होटलमा पिउँदै कुरा गर्दै थियौँ । सरकारबाट आफ्नो हातको ग्लास भुइँमा झारिबक्सियो । सिसा फुटेर चकनाचुर भएपछि हुकुम भयो– प्रभाकर बरु म यसरी नै चकनाचुर भएर जान्छु, तर यिनीहरूसँग झुक्दिनँ । त्यो घटनापछि राजाप्रति प्रधानमन्त्री कोइराला झन्झन् आक्रामक हँुदै जानुभयो । यस प्रसङ्गमा तत्कालीन अर्थमन्त्री डा. रामशरण महतले भन्नुभएको छ– बेबी किङका लागि दरबार तयार नभएपछि राजा हटाउने रणनीति गिरिजाबाबु आफैँले कार्यान्वयन गर्नुभयो, त्यसबारे हामीसँग सेयर गर्नुभएन ।
यसरी राजा ज्ञानेन्द्रको हठका कारण मुलुक गणतन्त्रमा गयो । संविधान सभाको पहिलो बैठकले २०६५ जेठ १५ मा मुलुकलाई सङ्घीय लोकतान्त्रिक गणतन्त्रसहित राजतन्त्र अन्त्यको घोषणा गर्दै २३८ वर्ष लामो शाहवंशीय राजतन्त्रलाई बिदा गरिदियो ।
