२०६५ मा पहिलो पटक राष्ट्रपति चयन गर्दा शेरवहादुर देउवा त्यो पदमा जान चाहन्थे । मनोनयन गर्नका लागि चाहिन्छ भनेर कोटको खल्तीमै नागरिकता वोकेर हिडेका थिए । तर उनले अवसर पाएनन् । यद्यपी देउवाको दल नेपाली कांग्रेसले जित्ने अवस्था थिएन । अर्कोतिर सभापति तथा प्रधानमन्त्री गिरिजाप्रसाद कोइरालाले उठ्न आग्रह गर्दा रामचन्द्र पौडेलले सकृय राजनीति गर्ने भनेर मानेनन् । खासमा पौडेल हार्ने चुनाव लड्न चाहदैनथै । अहिले उनी राष्ट्रपति हुन वल गरि रहेका छन् । परिस्थिती चाँही देउवाको पक्ष तर्फ मोडिदै छ ।

राष्ट्रपतिका लागि मनोनयन दर्ता गर्ने दिन नजिकिँदै गर्दा प्रधानमन्त्री कोइरालाले प्रभावशाली नेताहरूलाई छलफलका लागि बालुवाटारमा बोलाए । त्यो दिन बिहानै बालुवाटार पुगेका नेताहरूलाई उनले भने – शेरबहादुर देउवा, रामचन्द्र पौडेल, डा. रामशरण महत र डा. रामवरण यादवमध्ये एक जनालाई उमेदवार बनाउनुपर्ने भयो । तपाईँहरु आपसमा छलफल गर्नुस् कसलाई बनाउने ? देउवा बोलेका थिएनन् । पौडेलले आफू अझै सक्रिय राजनीतिमा रहने बताए । डा. महतको पालो आयो । सेनासँग समेत राम्रो सम्बन्ध भएका उनलाई नै उमेदवार बनाउने कोइरालाको चाहना थियो । महत स्वयंलाई भने उठ्ने मन थिएन ।
छलफल चलिरहँदा आमोदले भने – ‘गिरिजाबाबु अहिलेको अवस्थामा डा.रामवरण यादवलाई बनाउन उचित हुन्छ । एक त तराई कांग्रेसको आधार क्षेत्र हो । हामीले तराईबाट मुलुककै पहिलो राष्ट्रपतिको उम्मेदवार बनायाैँ भन्दा त्यसको म्यासेज राम्रो जान्छ र राजनीतिमा पछिसम्म पनि सकारात्मक प्रभाव पर्छ । अहिले यसै पनि चुनाव जित्ने अवस्था छैन । फेरि डाक्टर यादवलाई उठाउँदा तराईको मत तान्न सहज हुन्छ । उहाँले जति मत लिन सक्नुहुन्छ अरूले सक्ने अवस्था छैन । मधेसी भए पनि उहाँको राष्ट्रिय व्यक्तित्व बनिसकेको छ ।’ कोइरालालाई आमोदको कुरा मन परिरहेको थिएन । लगत्तै डा. महतले भने ‘अहिलेको अवस्थामा आमोद दाले भन्नु भएको कुरा मलाई पनि ठीक लाग्छ गिरिजाबाबु ।
यस प्रसंगमा डा. महतले लेखकलाई भनेका छन् – गिरिजाबाबुको चाहना मलाई बनाउने थियो । मैले भने अहिलेको अवस्थामा म उमेदवार हुँदा पार्टीलाई लाभ हुँदैन । जित्न पनि कठिन छ । पार्टीले उठ्नै पर्छ भन्यो भने त मैले नाईनास्ती गर्न मिल्दैन तर मेरो विचारमा डा. यादव नै अहिलेका लागि उपयुक्त व्यक्ति हुनुहुन्छ । प्रायः सबैले यादवको नाम लिएपछि कोइराला एक्लो भए । तैपनि उनको भित्री मनमा चाँही डा. महतलाई बनाउँदा सेनाले शान्ति प्रक्रियामा सहयोग गर्छ भन्ने थियो । नेताहरु बसिरहेकै थिए । कोइराला आफ्नो बेडरुमतिर लागे । कांग्रेसका कोषाध्यक्ष रामकृष्ण ताम्राकारले दोस्रो तहका नेताहरूलाई भने ‘हैन तपाइँहरूले के भन्नु भयो बूढा त रिसाउँदै गए ।
आमोदले भने– गिरिजाबाबुलाई सम्झाउनुपर्छ ।
आमोदले त्यो क्षण बारे लेखकलाई यसरी वताए – त्यसपछि म गिरिजाबाबुको कोठामा गएँ । सुजातामात्र थिइन् । मैले भने –‘गिरिजावावु हाम्रो तराईमा बिग्रिएको छ । यो जित्ने चुनाव पनि होइन । रामवरणलाई उठाऊँ । अब समय छैन । निर्णय गरिदिनुस् गिरिजाबाबु ।’ सुजाताले भनिन् ‘कहाँ आमोद दा पनि रामवरणजीको नाम ल्याउनुहुन्छ । मैले भने ‘तिमी कुरा बुझ्दिनौ । कुरा यस्तो हो । हेर आखिर तिमी हामीले तराईमा राजनीति गर्नुपर्छ । रामवरणलाई दिँदा भोलिको राजनीतिका लागि पनि सहज हुन्छ । उनले नाईँ भनिन् ।’ आफ्नो कुरा सकिएपछि सुजाता ‘सानोबुवा म हिँडे भनेर बाहिरिइन् ।’
प्रधानमन्त्रीका सहयोगीले आमोदलाई चिया दिए । त्यतिन्जेल उनी उभिएकै थिए । चियाको कप हातमा लिएपछि मात्र कोइरालाले भने – बस । आमोदले धेरै बेर सम्झाएपछि कोइरालाले भने ‘यार तिमीहरू भन्छौ मलाई पत्यार लाग्दैन ।’
त्यस दिनको कुराकानी आमोदले सम्झिए –‘मैले भने, के गर्ने ? गिरिजाबाबुलाई दिन उनीहरू तयार भएनन् । कि त हामी कसैलाई नउठाऊँ । त्यो पनि राम्रो भएन । उठाऊँ यसभन्दा राम्रो कार्ड हामीसँग अरू छैन ।’ अनि बल्ल गिरिजाबाबुले भन्नुभयो ‘ल ठीकै छ । तिमी त्यसो भन्छौ भने ।’ त्यही बेला माओवादीले माधव नेपाललाई राष्ट्रपति नमान्ने र रामराजाप्रसाद सिंहलाई अघि बढाउने निर्णय गरेको खबर आइपुग्यो ।
तैपनि कोइराला आफैँ उठ्ने कि भन्ने तयारीमा थिए । लामो समय बालुवाटारमै बसेर शासन चलाएका उनी त्यो दिन अकस्मात सिंहदरबार पुगे । आमोदले सुनाए –आफूले भन्नुपर्ने सबै कुरा भनिसकेको थिएँ । तैपनी साथीहरूले सिंहदरबार जान कर गरेकाले गएँ । माधव नेपाललाई धोका दिएपछि एमाले माओवादीसँग क्रुद्ध थियो । यसबीच कोइरालाले एमाले महासचिव झलनाथ खनालको सहयोग मागे । मौखिक वचन दिए पनि लिखित संझौता गर्न खनाल तयार नभएकाले उनी उमेदवारी दिन हच्किए ।
यस प्रसंगमा कांग्रेस नेता रामकृष्ण ताम्राकारले लेखकसँग भनेका थिए – म र आमोद दाइ प्रधानमन्त्रीको आराम गर्ने कोठामा पुग्दा शेरबहादुर देउवा, विमलेन्द्र निधिलगायत केही साथी थिए । गिरिजाबाबु रामचन्द्र जी र कृष्ण सिटौलालाई देखाएर भन्दै हुनुहुन्थ्यो ‘तपाईहरूले मलाई बेबकुफ बनाउने । हामीतिर हेरेर भन्नुभयो, हेर त उहाँहरूले अझै पनि मलाई बबेकुफ बनाउन खोज्नु भएको छ । म बेबकुफ छु ? एमालेले तत्काल गिरिजाबाबुलाई समर्थन गर्ने निर्णय दिएको भए उहाँ आफैँ उठ्नुहुन्थ्यो कि ? तर उधारो निर्णयमा जान चाहनु भएन । राष्ट्रपति बन्ने बाटोमा माओवादीले तगारो हालेपछि कोइरालाले भनेका थिए –‘माओवादीले धोका दिए म पनि देखाइदिन्छु ।’
माधव नेपाललाई माओवादीले नमान्ने निर्णय गरेको थाहा पाउनेबित्तिकै देउवा पकेटमा नागरिकता हालेर उमेदवारी दिने तयारीका साथ सिंहदरबार पुगिसकेका थिए । यस सन्दर्भमा डा. महतले लेखकलाई सुनाए –शेरबहादुरजी मसँग भन्दै हुनुहुन्थ्यो राष्ट्रपति भनेको सानो पद होइन । सानो पद होइन । संविधान सभा भवनमा राष्ट्रपतिका लागि मनोनयन गर्ने समय आधाघन्टामात्र बाँकी थियो । विमलेन्द्र निधि मनोनयन पत्र ठिक्क पारेर डा. यादवका साथ त्यहाँ पुगेका थिए । निधिले भने ‘गिरिजाबाबु अब समय पनि छैन । डाक्टर सापको मनोनयन दर्ता गराऊँ ।’
त्यहाँ उपस्थित धेरैलाई लाग्यो –कतै बूढाले आफैँ उमेदवारी दिने पो हुन् कि ? सहमतिबेगर कोइराला अघि बढ्नु हुन्न भन्ने पक्षमा धेरै थिए । कतै बूढाले आफैँ उमेदवार हुने भन्छन् कि भन्ने ठानेर हतार हतार आमोदले भने ‘के गर्ने गिरिजाबाबु अब डाक्टर सापलाई हाल्न लगाउनु पर्यो ।’ आमोदले डा. यादवको नाम लिएपछि देउवाको अघि किन अर्गेलो हुने भन्दै रामकृष्ण ताम्राकार उनलाई चिमोट्दै थिए ।
अनि कोइरालाले भने – ल ! लक्ष्मण घिमिरे (प्रमुख सचेतक) लाई फोन लगाऊ र रामवरण जीलाई नोमिनेसन गर्न लगाऊ । निधिले हतार हतार डा. यादवलाई संविधान सभा भवनतिर कुदाए । डा. यादव राष्ट्रपतिको उमेदवार भए तराईमा निधि कांग्रेसको एक्लो नेता हुने । त्यसैले उनी डा. यादवको पक्षमा एक सूत्रीय अभियानमा लागेका थिए । विसं २०६५ साउन ५ गते पहिलो चरणमा रामराजाप्रसाद सिंह, डा. यादव र एमालेका रामप्रित पासवानबीच प्रतिश्पर्धा भयो ।
निर्वाचित हुन आवश्यक २९८ मत कसैले पाउन सकेन । साउन ६ गते हुने दोस्रो चरणको चुनावमा पासवान बाहिरिए । सिंह र डा. यादवबीच प्रतिस्पर्धा भयो । ६०१ सदस्यीय संविधानसभामा राप्रपाका ४ बाहेक सबै सदस्यले मतदानमा भाग लिए । डा. यादवले ३०८ र सिंहले २८२ मत पाए । २६ मतको अन्तरमा डा. यादव विजयी भए । जनताको छोरा देशको पहिलो राष्ट्रप्रमुख भएर इतिहास रचे ।
