संघीय संसदले दुई पटक पारित गरी पठाएको नेपाल नागरिकता –पहिलो संशोधन विधेयक २०७९ लाई प्रमाणिकरण नगरेपछि राष्ट्रपति विद्यादेवी भण्डारी चरम विवादमा तानिएकी छन् । संविधानको धारा ११३ वमोजिम संसदले दोस्रो पटक पारित गरी भदौ २० गते पठाएको विधेयक राष्ट्रपतिले १५ दिन अर्थात असोज ४ गते राती १२ वजे भित्र प्रमाणिकरण गरिसक्नु पर्ने थियो । विधेयक प्रमाणिकरण नगरी राष्ट्रपतिले संविधानको उल्लंघन गरेकी छन् । संविधानको रक्षक र पालकबाटै संविधान उल्लंघन भएकाले उनलाई पदमा वसि रहने अधिकार नरहेको बताएका छन् ।
