नेपालमा सरकारले बजेट प्रस्तुत गर्न थालेको सात दशक वढी भयो । राणाकालसम्म देशको आम्दानी प्रधानमन्त्रीको निजी सम्पक्ति सरह हुन्थ्यो । शासकको तजविजमा खर्च गरिन्थ्यो । २००७ सालमा प्रजातन्त्र स्थपाना भएपछि २००८ मा तत्कालीन अर्थमन्त्री सुवर्ण शमशेर राणाले पहिलो पटक वजेट पेश गरे । संसदमा वजेट प्रस्तत गर्ने तयारी भैरहदा मुलुकको पहिलो बजेट कस्तो थियो त ?
दाजुभाइ, दिदीबहिनी
आज तपाईहरूसँग जुन विषयमा केही भन्न लागेको छु, सो नेपालको निम्ति केही नविन भएता पनि सारा जनताको निम्ति साह्रै नै चाखलाग्दो र मार्मिक छ। अरू मुलुकहरूमा वर्षेनी बजेट पेश गर्न साधारण कुरा हो तापनि हाम्रो नेपालको निम्ति यो अपूर्व कुरा हो भन्ने अत्युक्ति होओइन।
राणा शासनकालमा राज्य सञ्चालनमा दुनियाँको केही हात थिएन र मुलुकको आम्दानी–खर्च विषय कसैलाई पत्ता हुँदैनथ्यो भन्ने कुरा तपाईंहरू सबैलाई विदितै छ। अब त देशमा प्रजातन्त्रात्मक र दुनियाँ प्रति जवाफदेही सरकार खडा भएकोले राष्ट्रको आम्दानी के कति हुन्छ रु केमा खर्चहुन्छ भन्ने कुराको ज्ञान दुनियाँले सरकारबाट पाउने हक छ। प्रजातान्त्रिक सरकारको पहिलो अर्थमन्त्रीको हैसियतबाट आज नेपालको इतिहासमा सर्वप्रथम बजेट तपाइहरूको सामुन्ने पेश गर्न पाउँदा म आफूलाई गौरवान्वित सम्झन्छु। अरु देशहरूमा झै निर्वाचन प्रणालीमा र यहाँ श्रेस्ता गर्न र बजेट इष्टिमेट तयार गर्न प्रथा हाम्रो मुलुकमा थिएन।
कर्जा नाछेड्नु जम्मा नजोड्नु भन्ने निर्देश सबैलाई विदितै छ। हाम्रा र यहाँ श्रेष्ताहरूमा आधुनिक ढङ्गले आम्दानी–खर्च बिभिन्न रकमहरू छुट्याइएको थिएन। यसैले रकम–रकमको आम्दानी–खर्च सङ्कलित हिसाब तयार गरी बजेट पेश गर्न हामीले धेरै बाधा र कठिनाइको सामना गर्न परेको। यस्तै गाह्रो काम भएको हुनाले प्रस्तुत बजेटमा धेरै त्रुटी हुन सक्छ। तर म आशा गर्छु, तपाईहरू ती विघ्नवाधाहरूको विचार गर्न हुने नै छ। बजेट पेश गर्न यतिको विलम्ब हुन गएकोमा मलाई अपसोच छ। त्यसका अनेक कारणहरू छन्। एकतन्त्रीय र सामन्तवादको ठाउँमा उत्तरदायित्वपूर्ण र जनता प्रति जवाफदेही सरकार खडा हुनु सानो परिवर्त होइन। यस्तो परिवर्तन साथ–साथै रहेका मुलुकमा अनगिन्ती विघ्नबाधा र समस्याहरू आइपर्न इतिहाससिद्ध कुरा हो। हाम्रो नेपाल पनि यसबाट नबच्नु स्वाभाविकै हो।
प्रस्तुत बजेट २००८ साल मात्रको हो। तर आर्थिक व्यवस्था गर्दा दुई–चार वर्षपछिसम्मको विचार पुर्याउनपर्दा यो बजेटको साथसाथै सर्वधारणका सन्मुख राखिने आर्थिक कार्यक्रममा आगामी केही वर्षका निम्तिको मुलुकको सामाजिक, आर्थिक र सांस्कृतिक विकासका योजना रेखाङ्कित गरिएको छ। अर्को बजेट आगामी बैसाख अगावै पेश हुनेछ र सो एक वर्षको निम्ति मात्र नभई खारिएका योजनाहरूका आधारमा केही वर्षका निम्ति हुनेछ भन्ने आशा राख्दछु। अन्तिम सरकार खडा हुनुअघि सरकारी खर्च भई बाँकी रहन आउने राष्ट्रको सबै आम्दानी महाराजको निजामती धन सम्भ्किइन्थ्यो। राज्यकोष र महाराजको व्यक्तिगत धनमा स्पष्ट भेद थिएन। न त यहाँ श्रेस्ता गर्दा सामान्य हिसाब र विशेष हिसाबको भेद राखिन्थ्यो। यी कारणहरूमा थप मुलुकमा भएको सशक्त आन्दोलनबाट अन्तरिम सरकार खडा भएपछि पनि मुलुकका विभिन्न भागमा कायम रहेका अव्यवस्थित परिस्थिति र केही जिल्लाहरूसँग सम्पर्क राख्ने कठिनाइले गर्दा अघिको आर्थिक स्थिति यथार्थ निरुपण गर्नबहुतै मुस्किल पर्यो।
त्यस्तै २००७ सालको कूल आम्दानी खर्चको यकिन हुन सकेन। २००८ सालको निम्ति अङ्क सङ्कलन गर्नपनि यिनै आधारहरूको सामना गर्न परेकोले प्रस्तुत बजेटमा देखाइएको आम्दानी–खर्चको अङ्कहरू ठीक–ठीक छन् भन्न सकिँदैन। फगत शासनमा कुनै योजना वा कामका निम्ति खर्चको निकासा हुँदा सो योजनालाई कार्यान्वित गर्न वा खर्चगर्न विभाग जिम्मा निकासा भएको रुपैयाँ एकमुष्ट दिइन्थ्यो। यसको परिणाम स्वरुप खर्च नभई बाँकी रहेको रुपैयाँ तालुकवालाहरुको तजबिजमा रहन्थ्यो। अर्थ मन्त्रालयबाट बराबर ताकिता गर्दा पनि यर्ता बाँकी रकमहरूको राम्रो विवरण पाउन सकिएन। यसको अर्थ नतिजा मन्त्रालयहरू र विभिन्न विभागका तालुकवालाहरूले मन्त्रिमण्डल अथवा अर्थ मन्त्रालयको स्वीकृति विना खर्च गर्न पाएन।
ती अधिकारहरूबाट उनीहरूले पाएका र खर्चभएका सबै रुपैयाँको हिसाब नआएकोले अर्थ मन्त्रालयले यो वर्षमा आजसम्म भएको खर्चको निश्चय गर्नसकेको छैन। यो वर्षमा उठ्ती हुनुपर्न आम्दानी मध्ये कति उठिसकेको छ, कति उठ्न बाँकी छ, त्यो पनि किटान हुनसकेको छैन। यसकारण मन्त्रिमण्डलले स्वीकृत गरेको प्रस्तुत बजेट गत आठ महिनाको मोटामोटी हिसाब र बाँकी चार महिनाको आम्दानी–खर्चको अनुमानको आधारमा तयार भएको एउटा अनुमानमात्र हो भन्ने बुझ्नु हुने नै छ। तर जहाँसम्म हुन्छ, पाइएका श्रोतबाट बजेटका अङ्कहरू रुजु गरिएका छन्।
२००७ सालको आर्थिक स्थिति:२००७ सालको कूल आम्दानी २९०,८१,००० (दुई करोड नब्बे लाख एकासी हजार) खर्च २४६,२७,००० (दुई करोड छयालिस लाख सत्ताइस हजार) र बचत ४३,९४,००० (त्रिचालीस लाख चौरानब्बे हजार) देखिन्छ। गत सालको सशक्त आन्दोलन र गडबडीले गर्दा के–कति बचत दाखिला हुन सक्यो, यकिन हुनसकेको छैन्। तर एकाउन्टेन्ट जनरलद्वारा हिसाब खडा गराउने कोसिस भइरहेछ।
