तत्कालीन प्रमुख निर्वाचन आयुक्त सूर्यप्रसाद श्रेष्ठले लेखकलाई सुनाए – ‘गणनामा म आफैँ रातभर गएर बसेको पनि थिए । किसुनजीको हारले मलाई पनि ‘सक’ भयो । प्रधानमन्त्री नै हारेपछि सक हुनु स्वाभाविकै हो । पछि म उहाँलाई भेट्न गएँ । आफू हारेको कुरालाई एकदमै सहजरुपमा लिनुभयो । म हारेँ सूर्यप्रसादजी केही छैन भन्नुभयो । चुनाव हो हारजित हुन्छ । के फरक पर्यो ? प्रधानमन्त्री आफैँ हार्ने चुनाव कति निष्पक्ष भएछ भन्नुभयो ।
नेपालमा यस्ता पनि प्रधानमन्त्री थिए, जो आफैले गराएको चुनावमा पराजित भए । सत्ता हस्तान्तरण गरेर खुसी खुसी प्रधानमन्त्री निवासबाट वाहिरिए , एउटा छाता, माटाको सुराही र किताव राख्ने टिनको पुरानो वाकिस लिएर । यि तिनै सामान थिए, जुन उनी अन्तरिम सरकारको प्रधानमन्त्रीका रुपमा वालुवाटार छिर्दा साथमा लिएर गएका थिए ।
मन पोलेको त थियो होला नै । तर उनले आफ्नो पिडा जनतालाई देखाएनन् बरु हाँसेर भनिदिए – लोकतन्त्रमा सधै कसैको जीत र हार हुदैन । तानशाहले मात्र सधै जित हासिल गर्छन् । प्रजातन्त्रको सुन्दर पक्ष नै त्यही हो । प्रधाननमन्त्रीको हैसियतमा म आफैले गराएको चुनावमा पराजित भए । अव बुझ्नुस् निर्वाचन कति निश्पक्ष भए छ त ?
तीस वर्षे पञ्चायती व्यवस्था अन्त्यलगत्तै (२०४७) नेपाली कांग्रेसका संस्थापक नेता कृष्णप्रसाद भट्टराईको अध्यक्षतामा बनेको शक्तिशाली अन्तरिम सरकारसंग कार्यपालिकाका अतिरित्त व्यवस्थापिकाको समेत अधिकार थियो । एक वर्ष भित्र संविधान जारी गरी संसदीय चुनाव गराउने कार्यादेश पाएको भट्टराई सरकारले विसं २०४७ कात्तिक २३ मा संविधान जारी गरेर २०४८ वैसाख २९ गतेका एकै चरणमा चुनाव गराउने गरी मिति घोषणा ग-यो । जनआन्दोलनका सहयात्री कांग्रेस र नेपाल कम्युनिस्ट पार्टी ९एमाले० बीचको प्रतिस्पर्धा चरममा पुगेको थियो । विसं २०१५ पछि मुलुकमा पहिलो पटक संसदीय निर्वाचन हुदै थियो । त्यसैले जनता पनि उत्साहित थिए । प्रधानमन्त्री भट्टराई र एमाले महासचिव मदनकुमार भण्डारीबीचको प्रतिस्पर्धाका कारण आम नेपालीको सर्वाधिक चासो थियो – काठमाडौं क्षेत्र नं १ मा ।
त्यो चुनावमा प्रधानमन्त्री भट्टराईले गृहमन्त्री योगप्रसाद उपाध्याय चुनावी अभियानको सारथि बनाएका थिए भने अधिवक्ता श्रीहरी अर्याल थिए सहसंयोजक । त्यस विच अर्याल कृयामा वस्नु पर्ने अवस्था आई लाग्यो र अधिवक्ता राधेश्याम अधिकारीलाई सहसंयोजक वनाइयो । उनले काठमाडौं क्षेत्र नं १ को रिर्पोट सुनाए –किसुनजी, तीस हजार मत नल्याउँदासम्म किसुनजीले जित्ने सुनिश्चित हुँदैन । हामीले जति बुझ्दा पनि तपाई मत चौबीस पच्चिस हजारभन्दा माथि जान सकिरहनु भएको छैन । एकदमै धरमर छ । अवस्थामा सुधार नगरे हार्न सक्ने खतरा छ । ’’ त्यति बेला प्रधानमन्त्री भट्टराई बेडरुममै गृहमन्त्रीसँग कुरा गर्दै थिए । त्यो क्षण स्मरण गर्दै अधिकारीले लेखकलाई सुनाए – म बोली भ्याएकै थिइन, योगप्रसादजीले भन्नथाले – हेर्नुस् किसुनजी ४० हजार मत मेरो खल्तीमा छ । अब त्यसमाथिको भोटका लागि मात्र उहाँहरुको प्रयत्न सुरु हुन्छ । गृहमन्त्रीको कुरा सुनेर प्रधानमन्त्री मज्जाले हाँसे । अधिकारीले लेखकलाई सुनाए – के बुझेर हाँस्नुभयो थाहा भएन । वाह , चालीस हजार भोट भन्नुभयो । अनि योगप्रसादजी भन्न थाले ‘अरे किसुनजी जब भगवान देता है तो छप्पर फाड्के देता है । तपाईलाई अहिले हराउने को छ ?’’
निर्वाचन परिचालन समितिका संयोजक गृहमन्त्री स्वयं बोलिसकेपछि अधिकारी मौन भए । मनमनै लाग्यो – सामान्य साथी गुहारेको त हो नि मैले । गृहमन्त्री बलियो सूचना भएर नै बोले होलान् नी । तै पनि मन चिसै थियो । एक कप चिया खाएर उनी बाहिरिए । चुनावी अभियान जारी रहँदा एमाले नेताहरुले काठमाडौं – १ मा प्रधानमन्त्री भट्टराईविरुद्व महासचिव भण्डारीको उमेदवारी फिर्ता लिने र त्यसका लागि कांग्रेसले सुनसरीमा एमाले अध्यक्ष मनमोहन अधिकारीलाई छोडिदिनु पर्ने प्रस्ताव ल्याएका थिए । पूर्वप्रधानमन्त्री माधवकुमार नेपालले ‘किसुनजी’ नामक सन्त नेता कृष्णप्रसाद भट्टराई प्रतिष्ठानले प्रकाशित गरेको पुस्तिकामा लेखेका छन् – ‘‘त्यो प्रस्ताव हामीले अन्तरिम सरकारका मन्त्री मथुराप्रसाद श्रेष्ठको घरमा मदन भण्डारी, कृष्णप्रसाद भट्टराई, म र प्रकाश काफ्ले भएर राखेका थियौँ ।’’ भट्टराई गृहमन्त्रीको रिपोर्टमा ढुक्क थिए । मतदानको अघिल्लो दिन वैशाख २८ गते बिहानै बालुवाटार पुगेका राधेश्याम अधिकारीले प्रधानमन्त्री भट्टराईलाई सोधेका थिए – ‘‘किसुनजी जितेर प्रधानमन्त्री हुनुभयो भने भविष्यमा के के गर्नुहुन्छ ?’’ हँसिलो मुद्रामा रहेका भट्टराईले अधिकारीलाई बेडरुममै लिएर गए । तकिया देखाउँदै भने – ‘‘हेर्नुस् यो तकियामुनि नेपालका सबै समस्या थिचेर म सुत्छु । तपाईलाई थाहा छ रु अनिमात्र मलाई पुरा निद्रा लाग्छ । नेपालमा यति धेरै समस्या छन् कि तपाई कल्पना गर्न समेत सक्नुहुन्न । तर, मेरो लक्ष्य चाहिँ देशका ७५ वटै जिल्लामा सडक र बत्ती पुर्याउने छ । त्यति काम सरकारको हो । बाँकी जनता आफैँले गर्छन् ।’’
वैशाख २९ गते । चुनाव हुने दिन । चुनाव परिचालन कमिटीका सहसंयोजक अधिकारीले भने – ‘किसुनजी मत हालेपछि तपाइँले सबै बुथमा पुगेर मतदातालाई हात हल्लाई दिनुभयो भने पनि राम्रो सन्देश जान्छ । भेट्नै पाएनौ भन्ने धेरैको गुनासो छ ।’’ प्रधानमन्त्रीले भने – ‘‘हैन राधेश्यामजी तपाई जानुस् । बरु मतदान गरेपछि म तपाइँलाई चाबहिलसम्म लगेर छोडिदिन्छु । जानु । इट डज नट लुक नाइस् , म गएको राम्रो देखिन्न म जान्न’ ।’’ प्रधानमन्त्रीकै मोटरमा अधिकारी मीनभवनसम्म पुगे । त्यहीँ भट्टराईले मत खसाले । मतदातातिर फर्किएर ‘भी’ सेपमा औँला देखाए । बीबीसीका पत्रकार मार्क टलीलाई अन्तवार्ता दिँदै भने – ‘हामी ‘थम्पिङ मेजरिटी’ ल्याएर जित्छौँ ।’’ अनि रत्नराज्य स्कूल बानेश्वर, मित्रपार्क हुदै चावहिल पुगेपछि भट्टराई बालुवाटारतिर लागे । मतदान अवधिमा कांग्रेसी उत्साहित थिए । चुनाव सकियो, गाउँबाट काउन्टिङ सुरु हुँदा प्रधानमन्त्री हारिरहेका थिए । कांग्रेसीहरु चाहिँ बानेश्वरको गणना त सरु होस्, जिती हाल्नुहुन्छ नि भन्दै ढुक्क थिए । ग
णना अन्तिम चरणतिर आइपुग्दा प्रधानमन्त्री हार्ने करिब करिब निश्चित भइसकेको थियो । गणनास्थल राष्ट्रियसभा गृह पुगेका कांग्रेसी सबै निराश देखिए । भट्टराईलाई जिताउन हरतरहले सक्रिय हुनेमध्येका एक भरतशमशेर राणा पनि त्यहीँ थिए । विसं २०१५ सालको संसद्मा विपक्षी दलका नेता राणाले २०१७ सालको ‘कु’पछि आफ्नो दल राष्ट्रिय गोर्खा परिषद्लाई कांग्रेसमा विलय गराएका थिए । पञ्चायती व्यवस्थाविरुद्व भएको सशस्त्र क्रान्तिमा हतियार किन्नेदेखि कमाण्ड सञ्चालनको भूमिका उनले निवार्ह गरे ।
राणाले अधिकारीसँग भने – ‘‘किसुनजी हार्ने हुनुभयो । बमसम पड्काएर भए पनि भाँडभैलो पार्नू पर्छ ।’’ राणाको कुरा सुनेर अधिकारी तर्सिए । उनले भने – ‘‘म यो पक्षमा छैन । हामी देशभर जितिरहेका छौं । राम्रो रिजल्ट आइरहेको छ ।’’ त्यसपछि राणा मतगणना स्थल राष्ट्रियसभा गृहवाट बाहिरिए । क्षणभरमै परिणाम घोषणा भइहाल्यो । एमाले महासचिव मदनकुमार भण्डारीसंग प्रधानमन्त्री भट्टराई पराजित भए । कार्यवाहक सभापति तथा प्रधानमन्त्री भट्टराईको पराजयले बहुमत स्थान जिते पनि कांग्रेसजनका लागि चुनाव खल्लो भयो । नित्य गीता पाठ गर्ने भट्टराई ‘कर्म गर फलको आशा नगर’ भन्ने त्यसको सारबाट दीक्षित थिए । चुनाव हार्नु उनका लागि नयाँ घटना थिएन । त्यसअघि २०१५ सालमा पनि उनी पराजित भएका थिए ।
अन्तिम परिणाम घोषणा भएपछि सहसंयोजक अधिकारी निराश मुद्रामा बालुवाटारतिर लागे । चुनावमा खटिएका कार्यकर्ताको मनोबल बढाउँदै भट्टराईले भने – ‘‘केही छैन चुनावमा हारजित त हुन्छ ।’’ त्यति बेला चालीस हजार मत मेरो पकेटमा छ भन्ने गृहमन्त्री सानो मुख लगाएर छेउमा बसिरहेका थिए । प्रधानमन्त्री आफैँ पराजित भएको घटना सबैका लागि अप्रत्याशित थियो । तत्कालीन प्रमुख निर्वाचन आयुक्त सूर्यप्रसाद श्रेष्ठले लेखकलाई सुनाए – ‘गणनामा म आफैँ रातभर गएर बसेको पनि थिए । किसुनजीको हारले मलाई पनि ‘सक’ भयो । प्रधानमन्त्री नै हारेपछि सक हुनु स्वाभाविकै हो । पछि म उहाँलाई भेट्न गएँ । आफू हारेको कुरालाई एकदमै सहजरुपमा लिनुभयो । म हारेँ सूर्यप्रसादजी केही छैन भन्नुभयो । चुनाव हो हारजित हुन्छ । के फरक पर्यो र?
प्रधानमन्त्री आफैँ हार्ने चुनाव कति निष्पक्ष भएछ भन्नुभयो ।’’ भट्टराई हारेपछि चुनाव अनुगमनमा खटिएका एक कर्मचारी ‘हार्ट एट्याक’ भएर मरे ।’’ पराजयबाट भट्टराईभन्दा उनका कार्यकर्ता र शुभचिन्तक बढी दुखी भए । तीमध्येका एक पूर्वमन्त्री राजेन्द्र खरेलले लेखकलाई सुनाए – ‘‘कल्पनै थिएन, किसुनजीले हार्नुहुन्छ भन्ने । जुन दिन हार्नुभयो, जीवनमा पहिलोपटक त्यति धेरै रोए, अनी बेस्सरी रक्सी पिएँ । पाँच सात दिन पिएरै बसेँ । अनिमात्र किसुनजी कहाँ गए । बडो चिन्ता मानेर बस्नु भएको रहेछ । आफ्नो नियतिलाई दोष दिनु भयो ।’’ भट्टराईको पराजय बारे बीबीसीका पत्रकार मार्क टलीले लेखेको प्रसंग ‘किसुनजी’ पुस्तकमा पत्रकार विजयकुमारले उल्लेख गरेका छन् । टलीले लेखेका थिए – ‘‘मलाई राम्ररी थाहा छ । एक पत्रकारका रुपमा मैले पक्ष र विपक्षमा भेदभाव गर्नु हुँदैन । तर म यो स्वीकार नगरी बस्न सक्दिन कृष्णप्रसाद भट्टराईको पराजयले मलाई उदास बनाएको छ । मेरो नजरमा उनी दक्षिण एसियाका एक असाधारण नेता हुन् ।’’
