नेपाली जनताले जनप्रतिनिधि चयनको अभ्यास थालेको साढे पाँच दशक भयो । जनतालाई आफ्ना प्रतिनिधि चुन्ने अधिकार भने राणा प्रधानमन्त्री पद्मशमशेरले दिएका थिए २००४ मा । काठमाडौं म्युनिसिपालिटिको निर्वाचन गराएर । देशमा भएको त्यो पहिलो चुनावमा महिलाले भने मतदानको अधिकार पाएनन् । त्यसैले त प्रजातान्त्रिक अभ्यासको जग वसाउने श्रेय प्रधानमन्त्री पद्मशमशेरलाई नै जान्छ ।
त्यो चुनाव घोषणा गर्नू अघि पद्मशमशेरले शासन व्यवस्थामा के कस्तो सुधार गर्न सकिन्छ भनेर मुख्य मुख्य भारदारहरूसंग राय लिने काम पनि गरेका थिए । विशेष गरी निर्वाचित र मनोनीत सदस्य भएको सभा गठन गर्ने आफ्नो चाहना बारे उनीहरुको राय लिने काम गरे । भारदारहरुसंगको परामर्शपछि २००४ जेठ ३ गते निर्वाचनका बारेमा विधिवत् घोषणा गर्दै पद्मशमशेरले भनेका थिए “निर्वाचित भएका र सरकारबाट तोकिएका सदस्यहरूको सभा खडा भई काम चल्नुपर्छ भन्ने हाम्रो राय छ । यो संस्थाको अधिकार र कार्य प्रणाली, संख्या, सदस्यहरू र तिनलाई छान्ने, निर्वाचकहरूका बारेमा हाल छलफल हुँदैछ । सदा र देशभरीका जिल्ला इलाका निर्वाचित म्युनिसिटिपालिटी डिस्ट्रिक्ट बोर्ड खडा गरी स्थानीय अधिकार सुम्पिदिनेछौँ । यस विषयमा स्थानीय संस्थाहरूलाई दिइने अख्तियार र सिमाहरू उनले काम चलाउनलाई चाहिने आम्दानी उठाउने बन्दोबस्त इत्यादि कुराहरूमा पनि सुधार समितिले आयोजना गर्दैछन्।”
महाराजको त्यही घोषणा वमोजिम २००४ साल जेठ २९ गते काठमाडौँको शहरी क्षेत्रका जनताले आफ्नो प्रतिनिधि आफैं छान्नका लागि मताधिकारको प्रयोग गरे । काठमाडौँमा मात्र निर्वाचित म्यूनिसिपलिटी खडा गरियो । नेपालको निर्वाचन इतिहासमा त्यही चुनावलाई हालसम्मकै पहिलो र ऐतिहासिक निर्वाचन मानिन्छ ।
पद्मशमशेर संसदको स्थापना गर्न चाहन्थे । २००४ माघ १३ गते नेपालको पहिलो लिखित संविधान जारी गर्दा उनले यस विषयमा पनि महत्वपूर्ण घोषणाहरू गरे । विशालनगर स्थित दरवारबाट प्रधानमन्त्रीको हैसियतमा देशवासीलाई संवोधन गर्दै महाराज पद्मशमशेरले भनेका थिए –
“यति लामो अवधि भरी दुनियालाई राज्य व्यवस्थामा सरिक गराउने प्रयत्न हुदै नभएको होइन । तर समय नआई पुगेकोले ती सबै प्रयत्न विफल भए । जस्तो कि सम्बत् १९०८ मा बसन्तपुरमा पार्लियामेन्टरी कचहरी खडा भयो । सरकारलाई बेलायती थिति बेस लागि यहाँ पनि प्रजाहरूको सम्मति सरिक गराई सोही पार्लियामेन्टरी विधान चलाउनका इच्छा भयो । तर दुनियाहरूले पहिले बहु नायक भई बिग्रेको यो नेपाललाई देसी चाला झिकि डुबाउन लागे भन्ने प्रष्ट नामञ्जुरी देखाएकोले सो पार्लियामेन्टरी योजना छोड्न करै लाग्यो । फेरि १९७५ सालमा सोही मुराद लिइ पहिलो खुड्किलाको स्वरूपमा म्युनिसिपालिटिमा निर्वाचनको प्रथा चलाउनको चेष्टा भयो । तर शहरमा सदस्यको चुनाव हुँदा बहुतै हलचल भयो । शहरका बासिन्दामा परस्पर मेल र सहयोग भई रहेको ठाउँमा साम्प्रदायिक झगडा र अशान्ति पैmलियो र सरकार आफैले सदस्य चुनि काम चलाउने प्रबन्ध भयो ।” “केन्द्रिय सभाका लागि प्रतिनिधि चुन्ने विषयमा एक मौलिक योजना तयार भएको छ । पाश्चात्य देशको चुनावको ढंगलाई परम्परादेखि चलिआएको हाम्रो संस्कृतिलाई सुहाउने पञ्चायती प्रणालीमा ढाल्नाको उद्योग भएको छ । उमेर पुगेका सबैलाई चुनावको हक दिइएको छ । तर यसमा सरकारले एक कुरामा विशेष ध्यान दिनुपर्ने देखिन्छ । मूलुकभरका असल, लायक र जेहेन्दार निर्वाचित प्रतिनिधि आई सरकारलाई मद्दत गरुन् भन्ने अभिलाषा सरकारको छ । तर यो निर्वाचनको सिलसिलाले गर्दा मूलुकमा भैंm झगडा र अशान्ति पैmलियो बडो नराम्रो कुरा हुन जानेछ । सो सरकारले कदापि हुने दिने छैन । मूलुकलाई दल पद्धतिको भुमरीमा धकेलि उम्मेद्वारको योग्यता भन्दा दल वा समूहको जोडले निर्वाचनमा जाने प्रथालाई सरकारले कुनै पनि हालतमा प्रोत्साहन दिने छैन । निर्वाचन पद्धतिले गर्दा सबभन्दा योग्य व्यक्तिलाई अगाडि ल्याउन मद्दत हुने हुनाले सो प्रारम्भ गरेको हो । तर त्यसका साथ साथै चुनाव गर्दाको अधिक खर्च, दिक्कत, पीर र कलहलाई पनि संगै संगै हाम्रो राजनीतिक जीवनमा घुस्न दिनु हुँदैन । केन्द्रमा दुई सभा हुनु पनि एक सर्व स्वीकृति सिद्धान्त हो । संसारका प्रायः सबै देशमा दुई सभा भएका व्यवस्थापक समुदायहरू रहेको सबैले थाहा पाएकै छन् । हाम्रा दुवै सभाहरूमा नियुक्त सदस्यहरू पनि राखिएका छन्।”
