एक सय चार वर्षसम्म चलेको राणा शाही अन्त्य भएसंगै २००७ साल फागुन ३ गते मुक्ति सेनाका अधिकृतहरु विमानवाट काठमाण्डौ उर्त्रिए । त्यही दिन बीपी कोइराला, मातृकाप्रसाद कोइराला, सुवर्ण शमशेर राणा लगायतका नेता र पूर्णसिंह ठाकुर, जी.बी.याकथुम्वा लगायत मुक्तिसेनाका कमाण्डहरु सवार अरु दुई वटा जहाज पनि गौचरण हवाई मैदानमा ओर्लिए । ‘नेपाली कांग्रेसका नेताहरु हवाई जहाजवाट गौचर विमानघाटमा ओर्लदा उनीहरुको भव्य स्वागत भयो । वीर विश्वेश्वर जिन्दावाद को नाराले आकाश गुन्जियो ।’
‘क्रान्तिका नायक थिए, पैतिस छत्तिस वर्षका बीपी । उनी अलि चञ्चल पनि थिए । क्रान्ति स्वभाव पनि चञ्चल हुन्छ । त्यो बोलको ब्रिटिस अर्काइभमा सुरक्षित दस्तावेजमा वेलायति दुतावासले बीपीको वारेमा गरेको रिपोट यस्तो छ ‘यो मान्छे यति चञ्चल र तीक्ष्ण बुद्धिको छ, यो राजनीतिमा बस्यो भने खलबल गर्छ, यसलाई पढ्नलाई छात्रवृत्तिमा बोलाऊ । बीपी स्वदेश आएको भोलीपल्ट फागुन ४ गते राजा स्वदेश फर्किदै थिए । त्यति वेला त्रिचन्द्र क्याम्पसमा आईएससी पढ्दै गरेका इञ्जिनीयर शंकरनाथ रिमालले भनेका छन् ‘डकोटा जहाजबाट त्रिभुवन ओर्लिए पछि मोहनशमशेरले स्वागत गरे । हामी विद्यार्थीलाई राजाको स्वागत गर्न पहिलो लहरमा राखिएको थियो । मोहनशमशेरले हाम्रो अगाडीवाट राजालाई लिएर आउदा हामीले नारा लगायौ –त्रिभुवन जिन्दावाद, मोहनशमशेर मुर्दावाद ।’
देशद्रोहीको आरोपमा राजगद्दीबाट निस्काशित त्रिभुवन पुन राजाका रुपमा स्थापित भए । विश्व इतिहासमा यस्तो घटना दुर्लभै हुन्छ ।
अनी २००७ साल फागुन ६ गते शनिवारका दिन श्री ३ महाराज मोहन शमशेरले ‘तत्कालीन राजा सुरेन्द्रवाट आफ्ना पूर्खा जंगवहादुर राणा शासन सत्ता सञ्चालन गर्न कार्यकारी अधिकार दिइएको पञ्जापत्र राजा त्रिभुवनलाई नारायणहिटी दरवारमै गएर फिर्ता गरे (गौतम्, २०५५ ः ४८६)।’ राजाको नाममा राणाले शासन गरेको १०४ वर्ष पुरा भएको थियो । निर्णय राणा प्रधानमन्त्री गर्थे । राजाको लालमोहर लगाए पछि मात्र त्यो सदर हुन्थ्यो । अन्तिम राणा प्रधानमन्त्री मोहनशमेरले सिंहदरवारमा रहेको लालपेटी (बाकसभित्र पञ्जापत्र र लालमोहर थियो) को सा“चो र तीन चा“द नारायणहिटीमा बुझाए पछि विधिवत रुपमा राणाको अधिकार कटौती भयो । राणा प्रधानमन्त्रीहरुको निवास सिंहदरवार नेपाल सरकारको सचिवालयका रुपमा रहने घोषणा गरियो ।
२००७ साल फागुन ७ गते राजावाट राणा शाहीको अन्त्य र प्रजातन्त्र स्थापनाको घोषणा हुदै थियो । नेपालकको इतिहासमा पहिलो पटक सत्ता हस्तान्तरणका लागि आयोजित समारोहमा राणा र कांग्रेसका तर्फवाट पा“च पा“च सदस्यलाई समावेश गरी मन्त्रीमण्डल गठनको तयारी भैरहेको थियो । त्यस अघिका प्रधानमन्त्रीहरु अकालमा पारिएका थिए । वा धपाइएका । तर क्रान्ति पछिको अन्तरिम सरकारमा सहमति वमोजिम मोहनशमशेर प्रधानमन्त्री भए । कांग्रेसको नेतृत्व गर्दै गृहमन्त्री बीपी दोस्रो वरियतामा रहने तयभयो ।
राजज्यौतिषले तय गरेको साइतमा सपथको औपचारिक समारोह प्रारम्भ भयो । पुरानो प्रथा तोडिएर मुलुक नया युगमा प्रवेश गर्दै थियो । राजालाई सलामी दिए पछि प्रधानमन्त्रीलाई दिइयो । श्री ३ का रुपमा मोहनशमशेरको त्यो अन्तिम सलामी थियो । अनी राजा त्रिभुवनले ‘आफ्ना जिजुबुबा श्री ५ सुरेन्द्रका तर्फबाट मुलुकको शासनभार श्री ३ जंगवहादुर राणाको परिवारलाई दिइएको अधिकार फिर्ता लिएको घोषणा गरे । अनी अव उप्रान्त जनताले निर्वाचित गरेको एक बैधानीक सभाले तर्जुमा गरेको गणतन्त्रात्मक विधान अनुसार मुलुकको शासन सञ्चालन हुने घोषणा गरे ।’
राजाको घोषणा पत्रमा लालमोहर लगाउने प्रकृया पुरा गरियो । अनी उनले प्रधानमन्त्री मोहन शमशेरलाई सपथ गराए । प्रधानमन्त्री पदको सपथ लिने उनी मुलुककै पहिलो प्रधानमन्त्री वने । संसदीय व्यवस्था भएका मुलुकमा राष्ट्राध्यक्षले प्रधानमन्त्री र प्रधानमन्त्रीले मन्त्रीहरुलाई सपथ गराउने चलन छ । तर कांग्रेसले जसका विरुद्व क्रान्ति गरेको थियो मन्त्रीहरुले उनैसंग सपथ लिन नपरोस् भन्नका लागि राजासंग अलग अलग सपथ लिने व्यवस्था पहिल्यै मिलाइएको थियो । सधै कुर्ता सुरुवाल र सेरवानी लगाउने बीपी पहिलो पटक दौरा सुरुवालमा सजिएका थिए । आफ्नो नाम वोलाइए पछि दुई हात जोडेर टाउको निहुराउदै उनले राजालाई नमस्कार गरे । अनी सपथ लिए ।
अव पालो आयो दरवारको तौर तरिका वुझेका सुवर्णको । उनले त झन आधा शरिर झुकाएर राजाको दर्शन गरे । बीपीले राजा सामु टाउको झुकाएको समेत मन नपराएका गणेशमानलाई सुवर्णले आधार शरिर झुकाएको देखे पछि त झन कांग्रेसको इज्जतै फाले भन्ने पर्यो । त्यसैले आफ्नो पालामा उनी शिर र शरिर झुकिहाल्ला की भनेर वढी नै सचेत थिए । राजा सामु टाउको निहुराउदा कांग्रेस र क्रान्तिको शिर झुक्छ भन्ने वुझाई उनको थियो ।गणेशमानले ठाडै दुई हात जोडेर नमस्कार गरे । अनी राजासंग सपथ लिए ।
