सुरक्षा संवेदनशीलताका कारण तिनताका प्रहरी महानिरीक्षक (आईजी) अच्युतकृष्ण खरेलले हरहमेसा वाकीटकी साथमै राख्ने गर्थे । कहा“बाट कति बेला, सिपाहीमाथि आक्रमण भयो र यति मारिए भन्ने खबर आउने हो भन्ने त्रास भइरहन्थ्यो । यस्तै सूचना लिन र आवश्यक आदेश दिनमै व्यस्त हुन्थे उनी ।
एकातिर बन्दुकको बलमा संसदीय प्रजातन्त्र समाप्त पार्ने लक्ष्यका साथ माओवादीले चलाएको विद्रोह चुलिँदै थियो भने अर्कातिर माओवादीको विश्वास जित्न दरबारले प्रहरीलाई आवश्यक पर्ने हतियार किन्न दिएको थिएन । त्यति बेलासम्म सेना दरबारको र प्रहरी सरकारको भन्ने बुझाइ दरबारियाहरुको थियो । विसं २००७ को क्रान्तिमा राणाविरुद्ध लडेको नेपाली कांग्रेसको मुक्ति सेनालाई रक्षा दल हुँदै प्रहरी संगठन बनाइएकाले सुरुदेखि नै दरबारले यो शक्तिलाई पूर्ण विश्वास गर्नसकेको थिएन । त्यसैले प्रहरीलाई हतियार किन्न सरकारले दिएको बजेट सेनालाई दिने र सेनाले प्रयोग गरेको आधुनिक हतियार प्रहरीलाई उपलब्ध गराउने सहमति पनि बल्लतल्ल बनेको थियो ।
प्रहरीका लागि छुट्टाइएको रकम लगे पनि हतियार दिन भने सेनाले आलछाल गरिरह्यो । प्रहरी दोस्रो विश्वयुद्धमा प्रयोग भएको थी्र नट थ्री राइफलका भरमा लडिरहेको थियो । माओवादीलाई देखाएर संसद्वादी र संसद्वादीलाई देखाएर माओवादी तल लगाएर २०४७ सालको संविधानमा गुमेको अधिकार पुनःस्थापना गर्ने दरबारको दाउ थियो । आफूविरुद्ध सेना प्रयोग हँुदैन भनेर दरबारले आश्वस्त पारेपछि माओवादीको मनोबल बढेको थियो । यस प्रसंगमा तत्कालीन गृह सचिव पद्मप्रसाद पोखरेलले २०७१ पुष ३ गते लेखकलाई सुनाए — ‘माओवादीले प्रहरी चौकीमा आक्रमण गरेर हायलकायल पारिसकेको थियो । हतियारविना लड्नु पर्दा प्रहरी हतोत्साहित थिए । माओवादीको मनोबल बढेको थियो भने दरबार माओवादीका कारण राज्यको सुरक्षा गम्भीर संकटमा परेको बहानामा प्रजातन्त्र समाप्त पार्ने दाउमा थियो ।’

विसं २०५७ असोज १ गतेको कुरा हो ।
रुकुमतिरबाट ठूलो संख्यामा माओवादी डोल्पा सदरमुकाम आक्रमणका लागि हिँडेको सूचना खरेलसम्म आइपुग्यो । त्यस्तै सूचना तत्कालीन गृहमन्त्री गोविन्दराज जोशी र सचिव पद्मप्रसाद पोखरेललाई पनि थियो । सम्भावित दुर्घटना रोकथाम बारे तीनै जनाबीच छलफल भयो । यस प्रसंगमा तत्कालीन गृहमन्त्री गोविन्दराज जोशीले २०६६ पुष २० गते लेखकलाई सुनाए — ‘मैले आफैँ फोन गरेर मध्यपश्चिम हेर्ने डीआईजी राजेन्द्रवहादुर सिंहसहित उच्च प्रहरी अधिकारीलाई सतर्क रहन निर्देशन दिएँ । उनले भनेका थिए — ‘मन्त्री ज्यू, दसैँअघि कुनै हालतमा आक्रमण हुँदैन ।’
अर्को दिन प्रशासन संयन्त्रमार्फत मन्त्री जोशीले खबर पाए — ‘नेपाल राष्ट्र बैंक, नेपालगन्ज कार्यालबाट डोल्पा लैजानु पर्ने ३ करोड रुपैया स्थानीय बैंक शाखालाई जानकारी नदिएरै लगिएको छ ।’ जोशीको मनमा चिसो पसिसकेको थियो । आफ्नै संयन्त्रको सूचनामा मन्त्री, सचिव र आईजीपी आश्वस्त हुन सकेनन् ।
यसबीच असोज ३ गते प्रमुख जिल्ला अधिकारी (सीडीओ) परशुराम आर्यालले कुनै पनि बेला माओवादी आक्रमण हुनसक्ने भन्दै तत्काल थप सुरक्षा व्यवस्था मिलान गृह मन्त्रालयलाई आग्रह गरे ।
अनि गृह मन्त्रालय र मातहतका निकायबाट डीआईजी सिंहको खोजी भयो तर दुई दिनसम्म पनि सम्पर्क हुन सकेन । प्रहरीको नियमअनुसार जिल्ला प्रमुखले कार्यक्षेत्र छोड्दा समेत आईजीलाई जानकारी गराउनु पथ्र्यो । यस प्रसंगमा तत्कालीन आईजी अच्युतकृष्ण खरेलले लेखकलाई सुनाए — ‘यता हामी डीआईजी सिंहको खोजीमा छौँ । उत उनी माथिल्लो निकायको जानकारीविनै कर्णाली अञ्चल हेर्ने एसएसपी ज्ञानेन्द्र राईलाई समेत साथमा लिएर कर्णाली एयरको हेलिकप्टरमा मनासरोवर पुगिसके छन् । अब कुन बेला माओवादीले आक्रमण गर्छन् र प्रहरी मारिएको खबर सुन्नुपर्ने हो भनेर म रातभर सुत्न सकिन ।’
गृह प्रशासनले हारगुहार गरेपछि माओवादीको सम्भावित आक्रमणबाट डोल्पा सदरमुकाम दुनैलाई जोगाउन प्रधानमन्त्री गिरिजाप्रसाद कोइराला स्वयंले तत्कालीन प्रधानसेनापति प्रज्ज्वलशमशेर राणालाई पूर्व सहमतिबमोजिम प्रहरीलाई तत्काल ५०० थान एसएलआर उपलब्ध गराउन निर्देशन दिए । तर, असोज छ गते राणाले शसस्त्र प्रहरी बल गठन नभएकाले हतियार दिन नमिल्ने खवर पठाए ।
सेनाले सहयोग नगर्ने, हेलिकप्टर पनि नदिने बुझेर गृहमन्त्री जोशी र आईजीपी खरेलले सल्लाह गरे — ‘यो तहमा सूचना पाइसकेपछि भ्रममा बस्नु हुँदैन ।’ पूर्वआईजी खरेलले ती दिन सम्झिए — ‘प्रहरीले नेपालगन्ज विमानस्थलमै ब्यारेक बनाएर हरहमेसा ‘स्पेसल फोर्स’ तैनाथ राखेको थियो ।
सेनाले हतियार नदिएपछि हतारहतार ४८ जनाको थप प्रहरी टोली नेपालगन्ज र रुकुमबाट दुनै पठाए । इजरायल सरकारले प्रहरीलाई तीनवटा अटोमेटिक राइफल उपहार दिएको थियो । तर त्यति बेलासम्म प्रहरीलाई अटोमेटिक हतियार बोक्ने इजाजत थिएन । तैपनि मैले प्रहरीको बर्दीमा सिलाएर ती हतियार नेपालगञ्ज पठाइएको थियो । हामीले थप प्रहरी पठाएकै दिन असोज ८ गते राति अचानक माओवादीले दुनैमा भीषण आक्रमण गरिहाले ।’
ब्याकअप फोर्सका लागि पुगेका प्रहरीले दुनैको वस्तुस्थिति बुझ्न पाएकै थिएनन् । त्यसमाथि उनीहरु थाकेर लखतरान थिए । माओवादीले त्यही राति दुनैमा आक्रमण गरे । बम हान्नासाथ निद्रामा रहेका प्रहरी अत्तालिएर उठे । अन्धाधुन्द बन्दुक चलाए ।
आक्रमणको सूचना पाउनासाथ राति नै गृहमन्त्री जोशीले सीडीओ र डीएसपीलाई सम्पर्क गर्न खोजे । राम्रोसँग कुरा नहुँदै सम्पर्क विच्छेद भइहाल्यो । घटनाका सम्बन्धमा गृहमन्त्री जोशीले लेखकलाई सुनाए — ‘सीडीओका बडिगार्ड मारिए । पछि सीडीओ चाहिँ मसँग भन्छ म खाट मुनि लुकेर बाँचे । डीएसपी भागेर बाँचे भन्छ । यो सबै घटनाले देखाउँछ । माओवादीले मिलोमतोमा दुनै आक्रमण गरेको हो ।’
व्याकअप फोर्सका रुपमा गएको प्रहरीले सिमित हतियारको वलामा लगातार ७ घण्टा लड्यो । भोलिपल्टका प्रायः सबै दैनिक पत्रिकामा दुनैमा माओवादीको भीषण आक्रमण, पन्ध्र प्रहरीको मृत्यु, ४८ घाइते, ४७ थान हतियार लुटियो भन्ने सामाचार छापियो । जिल्ला कारागारका ११ सुरक्षागार्डलाई अपहरण गरी १९ कैदी भगाइए । नेपाल बैंक लिमिटेडबाट ६ करोड रुपैयाँ लुटियो । प्रमुख जिल्ला अधिकारी र प्रहरी प्रमुखको निवास ध्वस्त भयो । घटनामा प्रमुख जिल्ला अधिकारीका पाँचमध्ये तीन बडीगार्ड मारिए ।
भूमिगत भएको पाँच वर्षमा माओवादीले गरेको त्यो नै पहिलो सबैभन्दा ठूलो घटना थियो । त्यत्रो घटना हुँदासमेत आधा घन्टाको पैदल दूरीमा रहेको ब्यारेकबाट सेना निस्किएन । यद्यपि, जिल्ला सुरक्षा समितिको बैठकमा माओवादीहरु सदरमुकाम नजिकैको जंगलमा आएर बसेका छन् कुनै पनि वेला आक्रमण गर्न सक्छन् भन्ने सूचना सीडीओलाई सुलीगाढ गुल्मका मेजरले नै दिएका थिए ।
दुनै घटनाका सम्बन्धमा पूर्व आईजी खरेलले लेखकलाई सुनाए — ‘एउटा डीआईजी मनसरोवर जाँदा आईजीपीलाई नसोधी जान्छ ? त्यही बेला दुनैमा आक्रमण हुन्छ ? यो घटनालाई सामान्यरुपमा लिन सकिँदैन ।’
घटनालगत्तै दुई सय दक्ष प्रहरी परिचालन गरिएकाले माओवादी सदरमुकाम छोडेर बाहिरिए । सदरमुकाम कब्जा गर्ने उनीहरुको पहिलो प्रयास धेरै समय भने टिक्न सकेन ।
रातभर दुनैमा आक्रमण भयो । बिहानै प्रधानमन्त्री कोइराला आफैँ गृह मन्त्रालय पुगे । तनावपूर्ण वातावरण थियो । कोइराला एकपछि अर्को चुरोट सल्काउँदै अलिकति धुवा तान्दै निभाउँदै फेरि अर्को सल्काउँदै थिए । दुनै घटनाका बारेमा संक्षिप्त छलफल भयो । अनि गृहमन्त्रीसहित उनी प्रधानमन्त्री कार्यालय पुगे ।
प्रधानमन्त्रीले त्यहीँबाट राजाका प्रमुख सचिव पशुपतिभक्त महर्जनलाई फोन लगाए । उनको जवाफ सुनेर कोइराला चकित भए । महर्जनले सुनाए ‘सरकार त दुनै सवारी होइबक्सँदै छ ।’ कोइरालाको अनुहार हेर्नासाथ गृहमन्त्री जोशीले केही गडबड छ भन्ने बुझिहाले ।
त्यसपछिको घटनाक्रम जोशीले लेखकलाई यसरी सुनाए ।
जोशी : के भयो र गिरिजाबाबु ?
कोइराला : सरकारको जानकारीविनै राजा दुनै जाने रे !
जोशी : म आफैँ दुनै जाँदै छु । राजा किन जानु पर्यो ? गए पनि म फर्केपछि जाँदा हुन्छ ।
त्यो क्षण स्मरण गर्दै जोशीले लेखकलाई सुनाए — ‘वास्तवमा भन्ने हो भने त्यो बेलासम्म म दुनै जाने कुनै कार्यक्रम तय भएको थिएन । तर, राजा जाने भन्ने थाहा पाएपछि मैले तत्काल जान्छु भनिदिएँ ।’
जोशीलाई डोल्पा जान अनुमति दिएर कोइराला दरबारतिर लागे । त्यस दिन राजासँग भएको कुराकानी बारे पूर्वप्रधानमन्त्री कोइरालाले २०६४ साल साउनमा लेखकलाई सविस्तार सुनाएका थिए । राजाले सुरुमै भने ‘पीएम यत्रो ठूलो घटना भयो । एकपटक म आफैँ दुनै जान्छु ।’ कोइरालाले भने — ‘अहँ सरकार, त्यहाँ जाने काम छैन । कौन सा ठूलो कुरा भएको छ र सरकार त्यहा“ जानु पर्ने ? सरकार त्यहाँ पुगेर मरेको मान्छे बाँच्ने होइन । क्षतिपूर्ति दिने काम हामी गरिहाल्छौँ ।’ अनि राजा गएनन् ।
प्रधानमन्त्री कोइराला दरबारमै हुँदा राजाले प्रधानसेनापतिलाई त्यहीँ बोलाए । राजाको उपस्थितिमा प्रधानमन्त्री र प्रधानसेनापतिबीचमा छलफल भयो । सेनाले तुरुन्त घेराबन्दी गर्ने र लुटिएका हतियार खोस्ने कुरा तय भयो । यस प्रसंगमा कोइराला सरकारका मन्त्री जयप्रकाश प्रसाद गुप्ता अख्तियारको थुना मेरो सम्झना पुस्तकमा लेख्छन् —‘राजाले सेनापतिलाई भनेका थिए । सेनाको पूर्ण परिचालनका विषयमा पछि कुरा गरौँला, अहिले तत्काल माओवादीलाई घेरेर निशस्त्र गर्ने काममा लाग्नु पर्यो ।’
परन्तु, दुनै आक्रमण गरी आरामका साथ फर्किएका माओवादीलाई रोक्ने र चेक गर्ने काममा भने सेना लागेन । राजा, प्रधानममन्त्री र सेनापतिबीच कुराकानी भएको दिन असोज १० गते गृहमन्त्री जोशी हेलिकप्टरमा दुनैको निरीक्षणका लागि जाँदै थिए । दुनै छेउछाउका डाँडाभर हुलका हुल माओवादी देखेपछि उनले प्रधानसेनापति राणालाई फोन गरे — ‘चिफ साप, यत्रो क्षति भएको छ । डाँडाभरी माओवादी छन् । घेराउ गरी यीनीहरुलाई उम्किन दिनु भएन । लुटिएका हतियार, रकम फिर्ता गराउनु पर्यो ।’ सुरुमा सेनाले पहल गरेन पछि त्यस क्षेत्रमा माओवादी नभएकाले आक्रमण गर्नु नपर्ने रिपोर्ट दियो ।
पूर्व गृहमन्त्री जोशीले लेखकलाई सुनाए — ‘जे जस्तो बहाना गरे पनि प्रहरीलाई असफल साबित गर्ने, देशभर संकटकाल घोषणा गर्न लगाउने, अनि सुरक्षाको जिम्मेवारी सेनालाई दिएर सत्ता लिने हतारो दरबारलाई थियो । दुनै (आक्रमण) त्यसैका लागि रचिएको षड्यन्त्र हो ।’
दुनैबाट फर्किनासाथ गृहमन्त्री जोशीले पत्रकार सम्मेलन गरी ‘माओवादी विद्रोह नियन्त्रण गर्ने सरकारी प्रयासमा सेनाले भाँजो हालिरहेको खुलासा गरिदिए । सेनाले १७ करोड लिएर पनि प्रहरीलाई एसएलआर नदिएकाले समयमै दुनैमा कमान्डो पठाउन नसकिएको र घटना भएको बताए ।’
गृहमन्त्री जोशीले माओवादी विद्रोह नियन्त्रणमा दरबार र सेना बाधक बनेको खुलासा गरिदिएपछि परिस्थिति झनै जटिल बनेर आयो ।
त्यति बेलै आईजीपी खरेलले जोशीलाई सोधेका थिए — ‘मन्त्रीज्यू अलि कडा भएन पत्रकार सम्मेलन । जोशीले भने हेर्नुस् यस्तो अवस्थामा दरबार र सेनाको भूमिका सार्वजनिक गरिएन भने कहिले गर्ने ?’ आफू ‘एक्सपोज’ भएपछि दरबारले माओवादी विद्रोह नियन्त्रणमा प्रधानमन्त्रीलाई साथ दिइरहेका गृहमन्त्री जोशी, सचिव पद्मप्रसाद पोखरेल र आईजीपी खरेललाई आक्रमणको निसाना बनायो ।
दुनै घटना बारे ब्रिफ गर्न दरबार गएका प्रधानमन्त्री कोइरालालाई राजा वीरेन्द्रले भने — ‘पीएम, प्रहरी असफल भएसक्यो । यसले माओवादी हराउन सक्दैन । गृहमन्त्री, गृह सचिव र आईजीपी हटाउनुस् म सेना परिचालनका लागि सहयोग गर्छु ।’ राजासँग भएको यो वार्तालाप पूर्वप्रधानमन्त्री कोइरालाले लेखकलाई सुनाएका हुन् ।
दरबारबाट फर्किएलगत्तै कोइरालाले मन्त्रिपरिषद् बैठक बोलाए । अनि आफ्ना प्रियपात्र जोशीको राजीनामा मागे । त्यस बैठकमा सहभागी मन्त्री जयप्रकाश प्रसाद गुप्ता लेख्छन् — ‘प्रधानमन्त्रीले भन्नुभयो, दरबारको यस्तै चाहना छ, तपाइँले दु.ख नमानी राजीनामा दिनोस् ।’
त्यो दिन प्रधानमन्त्री र गृहमन्त्रीबीच भएको वार्तालाप यस्तो थियो ।
कोइराला : राजाले सहज मानेनन् । कि तपाईले छोड्नु पर्ने भो कि मैले ? म दसैंपछि तपाईलाई नै गृहमन्त्रालयमा ल्याउँछु ।
जोशी : गिरिजाबाबु तपाईँले राजीनामा दिए पनि मैले दिए पनि म त जान्छु नै । तपार्इँलाई मैले राजीनामा दिए समस्या समाधान हुन्छ भन्ने लाग्छ ?
कोइराला : सोचेर भन्नुस् न ।
त्यति नै बेला जोशीले राजीनामा गर्ने मानसिकता बनाइसकेका थिए । भोलिपल्ट सभामुख तारानाथ रानाभाटको कार्यकक्षमा प्रधानमन्त्री र गृहमन्त्रीको भेट भयो ।
कोइराला : के सोच्नुभयो त ?
जोशी : राजीनामा दिन्छु तर ४ बजे पत्रकार सम्मेलन गर्छु । त्यसपछि मात्र लागू हुनेगरी राजीनामा सार्वजनिक गरिदिनु होला ।
त्यही बेला जोशीले कोइरालासँग भनेका थिए ‘तर यति गर्दा पनि गिरिजाबाबु तपाइँलाइ छ महिनाभन्दा बढी टिक्न दिँदैनन् नि ।’
