पुराना कम्युनिस्ट नेता चित्रबहादुर केसीका शब्दमा रुपमा जे देखिए पनि सार चाहिँ नेताहरुले एक अर्काको नेतृत्व स्वीकार गर्न नसक्नु नै फुटको मुख्य कारण रहँदै आएको छ । 

 

नेपालमा कम्युनिस्ट पार्टी विभाजनको कुनै लेखाजोखा छैन । उनीहरु कति चिरा भए ? कारण के थियो ? मिल्न र फुट्न अनेकौं शब्द जाल प्रयोग गर्न कम्युनिस्ट नेताहरु खप्पिस छन् । पुराना कम्युनिस्ट नेता चित्रबहादुर केसीका शब्दमा रुपमा जे देखिए पनि सार चाहिँ नेताहरुले एक अर्काको नेतृत्व स्वीकार गर्न नसक्नु नै फुटको मुख्य कारण रहँदै आएको छ । 

मेरा मित्र तिलक पाठक भन्ने गर्छन्–  नेपालमा कम्युनिस्ट पार्टी विभाजनका धेरै कारणहरुमध्ये एकपटक माओकी कान्छी पत्नीलाई हेर्ने दृष्टिकोण पनि एउटा बुँदा बनेको थियो । 

नेपालमा कम्युनिस्ट पार्टीका नाममा कति दल बने, कति बेला विभाजित भए । गणना सहज छैन ।

इतिहासमा पहिलोपटक केपी ओलीको नेतृत्वमा संसद्मा दुई तिहाइको समर्थन पाएको कम्युनिस्ट सरकार बन्यो । जनता माझ गरिएका वाचा पूरा गर्नुको साटो आन्तरिक विवादमै रुमल्लियो । अन्ततः नेकपा फेरि फुटको संघारमा पुगेको छ । 

यो आलेख नेपालका राजनीतिक दलमा फुटको सुुरुआतबारे केन्द्रित रहनेछ । 

राणाविरुद्ध जनतालाई आन्दोलित बनाउन विसं १९९३ मा देशको पहिलो राजनीति दल प्रजापरिषद् गठन भयो । विसं १९९७ मा चार सहिदलाई मृत्युदण्ड र टंकप्रसाद आचार्य, रामहरी शर्मा, गणेशमान सिंहलगायतका राजबन्दीहरुलाई थुनेपछि तत्कालीन राणा शासकहरुले विरोधी उन्मूल भएको मानेर खुसीयाली मनाए राणाविरुद्ध अब कसैले चुँसम्म बोल्न सक्नेछैनन् भन्ने विश्वासका साथ ।

तर, त्यसको छ वर्ष पूरा हुँदा नहुँदै बीपी कोइरालाको पहलमा नेपाली राष्ट्रिय कांग्रेस गठन गयो । जेलमा रहेका प्रजापरिषद्का सभापति टंकप्रसाद आचार्र्य अध्यक्ष र बीपी कार्यवाहक अध्यक्ष भए । त्यही पार्टीको नेतृत्वमा २००३ सालको अन्त्यतिर विराटनगरमा मजदुर आन्दोलन भयो ।

राणाविरुद्ध पहिलोपटक नेपालमा संगठितरुपमा नारावाजी भयो । बीपी कोइराला, गिरिजाप्रसाद कोइराला, मनमोहन अधिकारीसहितका नेताहरुलाई पक्राउ गरी तीन साता पैदलै हिँडाएर काठमाडौं ल्याइयो । 

बीपी थुनामा परेपछि उनकै दाजु मातृका कार्यवाहक अध्यक्ष भए । तर, बीचैमा उनले राजीनामा गरे । अनि २००४ साल साउन पहिला साता कार्यसमितिले डा. डिल्लीरमण रेग्मीलाई एक वर्षका लागि कार्यकारी सभापति बनायो । 

यसबीच काठमाडौं जेलमा रहेका बीपीको स्वास्थ्य बिग्रँदै थियो । उनको रिहाइका लागि राणा सरकारमा दबाब बढाउन गणेशमान सिंह र कृष्णप्रसाद भट्टराई महात्मा गान्धीको शरणमा पुगे । 

क्यान्सर पीडित बीपीको स्वास्थ्य गम्भीर हुँदै थियो । महात्मा गान्धीको कडा पत्र पुगेपछि राणा सरकारले २००४ साल भदौको मध्यतिर उनलाई रिहा गर्‍यो । अनि उनी उपचारका लागि बम्बै गए । फर्किएपछि एकथरीले उनलाई पार्टी अध्यक्षका रुपमा काम गर्न आग्रह गरे । उनको अनुपस्थितमा कार्यवाहक अध्यक्षको जिम्मेवारी पाएका डा. डिल्लीरमण रेग्मीले पद छोड्न मानेनन् । बरु सन् १९४७ नोभेम्बर २२ मा एक वक्तव्य जारी गरी कार्यसमितिले समर्थन गरेमात्र बीपी अध्यक्ष हुन सक्ने बताए । गणेशमान सिंह, कृष्णप्रसाद भट्टराई, बालचन्द्र शर्मा, रुद्रप्रसाद गिरी र नगेन्द्र रेग्मी बीपीको पक्षमा र पुष्पलाल श्रेष्ठ, देवीप्रसाद सापकोटा, प्रेमबहादुर कंसाकार, कृष्णप्रसाद रिमाललगायतका नेता रेग्मीको पक्षमा थिए । दुवै पक्षका छुट्टाछुट्टै बैठक भए । एक अर्काविरुद्ध वक्तव्यवाजी हुन थाले । विवाद चर्किँदै जाँदा नोभेम्बर २४ मा रेग्मी समूहले वनारसमा र भोलिपल्ट बीपी समूहले जयनगरमा छुट्टाछुट्टै कार्यसमिति बैठक बोलाए । 

अनि सुरु भयो आरोप प्रत्यारोपको शृङ्खला ।  औपचारिकरुपमै पार्टीमा विभाजनको रेखा कोरियो । त्यस्तो अवस्थामा कार्यकर्ताको मनोबल कमजोर भई आन्दोलनमा शिथिलता आउनु स्वाभाविकै थियो ।  विवाद चुलिएका बेला बीपी पक्षका नेता गणेशमान सिंहले सत्य के ? शीर्षकको पर्चा निकाले । जवाफमा डिल्लीरमण पक्षले सत्य यो नामक अर्को पर्चा । 

बीपी र डिल्लीरमण दुवैका बीच मेलमिलाप गरी पार्टीमा एकता कायम गराउन रुद्रप्रसाद गिरी, केदारमान व्यथित र पुष्पलाल श्रेष्ठ प्रयासरत थिए । नेतृत्वलाई दबाब दिन उनीहरु आमरण अनशनको तयारी गर्दै थिए । तीनै जनाले संयुक्त अपील प्रकाशित गरी एक महिनाभित्र एकता नभए आफूहरुले विभाजित कांग्रेसलाई सहयोग नगर्ने चेतावनी पनि दिए । 

एक महिनाभित्र दुवै अध्यक्षले आआफ्नो कार्यसमितिमा राजीनामा दिने, संयुक्त प्रतिनिधिहरुको सम्मेलन बोलाउने, स्थापनाकालमा अध्यक्ष बनाइएका र जेलमा रहेका टंकप्रसाद आचार्यका बारेमा सम्मेलनले निर्णय गर्नुपर्ने, बीपी र रेग्मी दुवै संयुक्त कांग्रेसको कार्यसमितिमा रहने, पार्टी फुटेका बेला भएका सबै निर्णय रद्द गर्ने प्रस्ताव गिरी, श्रेष्ठ र व्यथितले राखेका थिए । तर, पार्टी एकताको वातावरण बन्न सकेन । बरु दुवै पक्ष एक अर्काविरुद्ध पर्चा आक्रमणमा उत्रिए । अन्ततः राष्ट्रिय कांग्रेसको विभाजन भयो । नेपाली राजनीतिमा पहिलोपटक राजनीतिक दल फुटेको त्यही घटना थियो । 

यो फुटपछि राष्ट्रिय कांग्रेसका एक नेता पुष्पलाल श्रेष्ठले २००६ सालमा नेपाल कम्युनिस्ट पार्टीको स्थापना गरे । 

यस सन्दर्भमा पुष्पलालका कान्छा भाई विजयलालले २०७६ भदौ तेस्रो साता बालुवाटारस्थित निवासमा लेखकलाई सुनाए – दाइ सहिद गंगालालको प्रेरणाले माल्दाइ (पुष्पलाल) राजनीतिमा लाग्नुभयो । अन्तिम भेटमा दाइ गंगालालले माइला पुष्पलाललाई भन्नुभएको रहेछ– भाइ हेर रुसमा कोही ठूलो कोही सानो छैन रे ! जनतालाई खान लाउन समस्या छैन रे ! हामी पनि त्यस्तै शासन व्यवस्थाका लागि लड्नुपर्छ । दाइको त्यही प्रेरणाबाट पुष्पलालले नेपालमा कम्युनिट पार्टी स्थापना गरे । 

विसं २००७ सालको क्रान्तिमा नेपालका कम्युनिस्टहरुको खासै भूमिका थिएन । विसं २०१५ को संसद्को चुनावमा पनि यो पार्टी चार स्थानमै सीमित भयो । 

विसं २०१७ साल पुस १ गते राजा महेन्द्रले जननिर्वाचित सरकार र संसद् भंग गर्दा केही कम्युनिस्ट त्यसको विरोधमा थिए । धेरैले शाही कदमको समर्थनमा दिपावली गरे । तिनताका भारतमा अध्ययनरत कोइराला परिवारका एकमात्र कम्युनिस्ट सदस्य कमल कोइराला अखिल भारतीय नेपाली विद्यार्थी फेडेरेसनको महामन्त्री थिए । बनारसमा एमएको जाँच दिने तयारीमा रहेका उनलाई कम्युनिस्ट नेता शम्भूराम श्रेष्ठको तार आइपुग्यो । दरभंगामा कम्युनिस्ट पार्टीको प्लेनम हुँदैछ । तपाईँ आउनु पर्‍यो ।

कमल अप्ठेरोमा परे । यस प्रसंगमा कमलले लेखकलाई सुनाए– जाँच दिनु छ । उता बोलाइ रहेछन् । महेश्वरकुमार उपाध्याय पनि यस्तो राष्ट्रिय संकटको घडीमा पढाइभन्दा यही ठूलो हो भन्न थाले । नजाऊँ भर्खर महामन्त्री चुनिएको दुई तीन महिनामात्र भएको छ । म दरभंगा गएँ । 

बाटोमै कमलको भेट भयो भरतराज जोशीसँग । जो नेपाली विद्यार्थी फेडेरेसन काठमाडौंका महासचिव थिए । जोशीले भने–  ल तपाइँ जाँच छोडेर आउनुभयो, यहाँ त नेताहरु राजदूत र मन्त्री हुने चक्करमा छन्, बडाहाकिम दामोदर शमशेर लामो समयदेखि यहीँ अड्डा जमाएर बसेकाछन् र दरबारका तर्फबाट हाम्रा नेताहरुसँग पदको बार्गेनिङ गर्दै छन् । 

कमलले लेखकलाई सुनाए– मलाई एकदम रिस उठ्न थाल्यो । यो के हो ? कस्तो ठूलो गद्दारी हुन लाग्यो भनेर ।  तनावकै बीच कमल दरभंगा पुगे । पुष्पलाल, तुलसीलाल, शम्भुराम, केशरजंग रायमाझी, कमर शाह, विष्णुबहादुर मानन्धर, मोहनविक्रम सिंह, कृष्णराज वर्मा, नरबहादुर कर्मचार्य सबै नेता छन् । 

विराटनगरमा पक्राउ परेकाले त्यो सम्मेलनमा मनमोहन अधिकारी थिएनन् । विसं २०१७ पुष १ को शाही ‘कु’ अघि कम्युनिस्ट नेताहरुको अन्तर्राष्ट्रिय सम्मेलनमा भाग लिन रुस पुगेका महासचिव डा. केशरजंग रायमाझी उतैबाट सिधै दरभंगा पुगेका थिए । 

यस प्रसंगमा पुराना कम्युनिस्ट नेता विष्णुबहादुर मानन्धरले लेखकलाई सुनाए–  प्लेनम त बोलाइयो तर बैठक बस्दैन । दामोदर शमशेर सर्किट हाउसमा अड्डा जमाएर बसेको छ । सरकारी ठूला पाहुन बस्ने गेस्ट हाउस हो त्यो । ऊ त्यहाँ बसेर कम्युनिस्ट नेताहरुसँग ‘बार्गेनिङ’ गरिहेको छ । एकपटक तपाईँहरुले राजालाई भेट्नुस् । 

मानन्धरले लेखकलाई बताएअनुसार दामोदर शमशेर भन्दै थिए रे–  मन्त्रीमण्डमा लिन र राजदूत बनाउन सरकार राजी होइबक्सिन्छ । एकपटक भेटेर कुरा गर्नुपर्‍यो हजुरहरुले ।  त्यही बेला निर्मल लामाले आफ्ना कमरेडहरु माझ भनेका थिए रे यी रायमाझीहरुले ठूलो गद्दारी गर्दैछन् ।

एक महिनाको अलमल पछि बल्लबल्ल बैठक सुरु भयो । त्यहाँ पनि तीनवटा मत आए । महासचिव रायमाझी पक्ष मरेको संसद् ब्युताउने हैन चुनावमार्फत संसदीय व्यवस्था पुनर्बहाली गराउनुपर्छ भन्नेमा थियो ।  विघटित संसद् पुनःस्थापनाको पक्षमा पुष्लाल, तुल्सीलाल, शम्भुराम, हिक्मत सिंहहरु देखिए भने मोहनविक्रम सिंह संविधान सभाको चुनाव हुनुपर्छ भन्नेमा । 

रायमाझी र पुष्पलाल पक्षबीच तानातान भइरहँदा मोहनविक्रम एक्लै थिए ।  रायमाझी र पुष्पलाल पक्ष दुवै एक अर्कालाई हराउने रणनीतिमा लागे । आफू हार्ने डरले एउटा पक्षले मोहनविक्रमको प्रस्ताव संविधान सभाका पक्षमा मतदान गर्‍यो ।  यसरी रायमाझी पक्ष हार्‍यो ।  

संविधान सभाको नारा पास भयो । केन्द्रीय समितिको बहुमतले भन्यो — प्लेनमको निर्णय हामी मान्दैनौ । त्यो पक्षले संसदीय व्यवस्थाका लागि संघर्ष गर्नुपर्ने अडान छोडेन । पुष्पलाल र रायमाझी पक्षबीच यही बिन्दुमा असहमति बढ्दै गयो । दामोदरशमशेर मार्फत रायमाझीलगायतका नेता काठमाडौं ल्याइए । 

उनीहरुले राजालाई भेटे । त्यसपछि महासचिव रायमाझी पूर्णरुपले दरबारको पक्षमा लागि परे ।  यस प्रसंगमा बाम नेता विष्णुवहादुर मानन्धरले लेखकसंग भनेका छन् यो घटना पछि पुष्पलाल पक्षले रायमाझी दरबार गएर नराम्रो काम भयो भन्ने निष्कर्ष निकाल्यो । 

अर्कोतिर त्यही घटनापछि मोहनविक्रम सिंह, निर्मल लामाहरुले पुष्पलाललाई ‘गद्दार’ भने । पुष्पलालका भाइ विजयलाल भन्छन्–  निर्मल लामाले त दाइको निधनका बेला म त्यो पाप पखाल्छु भनेर गल्ती स्वीकार गरे तर मोहनविक्रमले अहिलेसम्म यस विषयमा बोलेको सुनेको छैन । 
यो घटनाले कम्युनिस्ट पार्टीमा विभाजनको रेखा कोरिदियो  ।

रायमाझीलाई दरबारिया र पुष्पलाललाई गद्दारको आरोप लगाउन थालियो । विवाद चुलिँदै गएपछि पुष्पलाल महाधिवेशन बोलाउने तयारीमा लागे । पार्टी विधानमा दुई तिहाइ जिल्ला कमिटीले संयुक्तरुपमा माग गरे महाधिवेशन बोलाउन सकिन्छ भन्ने प्रावधान थियो । तर पुष्पलालले तल्लो कमिटीमार्फत महाधिवेशन बोलाए । दुई तीन महिना समय राखेर महाधिवेशन गरौँ । जुन लाइन पास हुन्छ त्यहीलाई मानेर जाऊँ भन्ने प्रस्ताव नेतृत्वका तर्फबाट आएको हो । तर पाटीलाई दरबारिया लाइनमा लैजाने रायमाझीको नेतृत्व कम्युनिस्ट पार्टीका संस्थापक पुष्पलाललाई स्वीकार्य भएन । 

यसरी २०१९ सालमा पुष्पलाल पक्षले बनारसमा महाधिवेशन गर्‍यो । पहिलोपटक कम्युनिस्ट विधिवत् पार्टी फुट्यो । नेता मानन्धरले लेखकसँग भने– दुर्भाग्य, एकपटक फुटेपछि नेपालका कम्युनिस्ट पार्टीमा फुटको सिलसिला रोकिएन ।
