संसद् पुनःस्थापना भए पनि ढिलोचाँडो चुनावमा जानुको विकल्प छैन । सर्वोच्च अदालतले संसद् ब्युताएपछि प्रधानमन्त्री केपी शर्मा ओली पनि यसैमा जोड दिइरहेका छन् – आफूलाई हटाए दुई तिहाइ ल्याउने उद्घोषका साथ । 

यसअघि संसद् भंग गरेपछि तत्कालीन प्रधानमन्त्री गिरिजाप्रसाद कोइराला (२०५१) र शेरबहादुर देउवा (२०५९) ले पनि प्रधानमन्त्री ओलीकै शैलीमा दुईतिहाइ बहुमत ल्याउने हुँकार गरेका थिए । सत्ताको आडमा चुनाव गराउँदा शक्तिको दुरुपयोग गरी मत परिणाम प्रभावित गर्न सकिन्छ भन्ने मानसिकता नेताहरुमा देखिन्छ । परिणाम भने संसद् भंग गर्ने प्रधानमन्त्रीको विपक्षमा गएको छ । 

राजनीतिक वृत्तमा आश र त्रासले चुनावी परिणाममा प्रभाव पार्ने पञ्चायतकालीन मानसिकता अझै हटेको छैन । अरु जे जे भए पनि चुनावअघि सत्ताको नेतृत्वमा आफैँ पुग्नै पर्छ नभए पनि प्रतिद्वन्द्वीलाई पुग्न चुनाव गर्न दिनु हुन्न भन्ने मानसिकताका कारण २०६९मा बहालवाला प्रधानन्यायाधीश खिलराज रेग्मीको अध्यक्षतामा चुनावी गरकार बनाउन सबैको सहमति भएको थियो । 

 

 

 

 

यो आलेख सत्तामा बसेर चुनाव गराउनेले गर्न सक्ने धाँधलीको छर्लंग उदाहरण मानिने जनमत संग्रह (२०३७) मा पञ्चहरुले कसरी धाँधली गरे भन्नेमा केन्द्रित छ ।

राजा र बीपीबीच संवाद भएर जनमत संग्रह घोषणा भयो । त्यसपछि तपाईँलाई राजीनामा गराई किन सूर्यबहादुर थापालाई प्रधानमन्त्री बनाइयो भन्ने लेखककोे प्रश्नमा पूर्वप्रधानमन्त्री विष्टले प्रष्ट जवाफ दिएनन् । एकोहोरो हाँसेर यतिमात्र भने– ‘यही प्रश्न बीपीले मेरै घरको बैठक कक्षमा राख्नु भएको थियो ।’

राष्ट्रिय पञ्चायतका पूर्वअध्यक्ष नवराज सुवेदीका भनाइमा चुनाव घोषणा हुँदा ‘बहुदलपक्ष उत्साहित थिए भने पञ्चहरुमा निराशा व्याप्त भएको थियो । सूर्यबहादुरजी प्रधानमन्त्री हुँदा पञ्चहरुमा आशा जाग्यो ।’

सूर्यबहादुर : ‘जनमत नहुन्जेलसम्म कति रकम चाहिन्छ भन्नुस् । 

नवराज : करिब तीन करोड पचास लाख जति भए पञ्चायत जिताउन सकिन्छ ।’ 

त्यो दिन व्यापारीबाट सहयोग उठाउने सहमति गर्दै छलफल सकियो । उद्योगी व्यवसायीसँग कुरा गर्ने जिम्मेवारी प्रधानमन्त्री थापाले सुवेदीलाई दिए । तर, भनेजस्तो सहयोग मिलेन । अन्त्यमा प्रधानमन्त्री थापाले भने ‘नवराजजी, कुनै एक व्यापारी समाउनुस्, कुन सर्तमा दिन्छ सोध्नुस् र एकै जनासँग साढे तीन करोड लिने व्यवस्था गर्नुस् ।’

तिनताका हिजोआजजस्तो दुई नम्बरी धन्दाबाट पैसा कमाउने धेरै थिएनन् । नेपालभित्र यस्तो धन्दामा भारतीय नागरिक चोथमल जाटियाको एक छत्र राज चल्थ्यो । 

सुवेदीले तिनै जाटियासँग कुरा गरे । त्यो क्षण सुवेदीले लेखकलाई यसरी सुनाए – ‘मैले जाटियासँग पञ्चायत जिताउन सहयोग चाहियो भने । उनले भने मन्त्रीज्यू तपाईँ र प्रधानमन्त्री थापाज्यूलाई त्यो पनि पञ्चायत जिताउन खाली साढे तीन करोड चाहिएको छ । यो त साह्रै लाजमर्दो कुरा भयो । म आजै दिन सक्छु तर पैसा दिने भएपछि मैले केही सुविधा पाउनुपर्छ ।’ 

सुवेदीमार्फत् प्रधानममन्त्री थापाले पञ्चायत जिताउन व्यापारी जाटियाका तीन सर्त स्वीकार गरे । 

१. उनलाई नेपाली नागरिकता दिने, 

२. काठमाडौंभित्र ठूलो कटन कारखाना खोल्न दिने र  

३. सर्पको छाला निर्यातका लागि अनुमति दिने । 

प्रधानमन्त्री निवास बालुवाटारमै प्रधानमन्त्री थापा र सुवेदीले आफ्ना तीन सर्त स्वीकार गरेपछि ती व्यापारीले भनेका थिए – ‘तपाईँ दुई जनाले जनमतसंग्रहपछि मेरो काम गरिदिने जिम्मा लिनुहुन्छ भने साढे तीन करोड होइन, पञ्चायतलाई जति चाहिन्छ, जति बेला चाहिन्छ, म नै सबै रकमको व्यवस्था गरिदिन्छु । 

पञ्चायत जिताउन मन्त्रीको हैसियतमा खटिएका सुवेदीले लेखकसँग भनेका छन् तिनले दिल खोलेर सहयोग गरे । हरेकपटक उनको घरबाट पैसा ल्याउने म नै थिए । साँच्चै भन्ने हो भने उनको सहयोगविना पञ्चायतलाई जिताउन असम्भव थियो । तर, चुनावलगत्तै उनको मृत्यु भइहाल्यो । उनको माग सरकारले पूरा गर्नु परेन । 

दरबार र पञ्च मिलेर साम, दाम, दण्ड भेदको नीति अपनाउँदासमेत पञ्चायतको पक्षमा सवा चार लाख मतमात्र बढी पर्‍यो ।

२०३७ बैसाख २० गते भएको मतदानको परिणाम जेठ १ गते घोषणा गरियो । ‘पञ्चायतको पक्षमा २४ लाख, ३३ हजार ४५२ (५४.७९) र बहुदलको पक्षमा २० लाख ७ हजार ९६५ (४५.२१ प्रतिशत) मत पर्‍यो । ३ लाख ७२ हजार ६९ मत बदर भए ।

तत्कालीन गृह सचिव तेजबहादुर प्रसाईले आफ्नो जीवनीमा लेखेका छन् – ‘पञ्चायतले जितेकै होइन तर धेरै मान्छे शंका गर्छन् ।

जुम्ला हुम्लाको मतपेटिका गृहसचिव पठाएर ल्याइयो । म सचिवको हैसियतले लागे । भोट पहेलोमा हाल भने । म कर्मचारी थिए, पञ्चायत जिताउने सरकारको नीति थियो, म त्यतै लागेँ । तर पञ्चायतले जितेको होइन ।’
