राजा त्रिभुवनका निजी सचिव माथेमा लेख्छन् – ‘महाराज रुनुभएको आवाज आयो र रेडियो बन्द भयो । राजाबाट हुकुम भयो – महाराज केही गर्न खोज्छ तर धेरै डरपोक छ, भाइहरुदेखि डराएर बोल्न सकेन ।

तस्वीरमा चार प्रधानमन्त्री छन् । देव्रे तिरबाट क्रमशः बीपी कोइराला, मातृकाप्रसाद कोइराला,नेहरु (भारतका प्रधानमन्त्री) र पद्मशमशेर राणा (जो राणा शासनको अन्तिम कालखण्डका प्रधानमन्त्री हुन्) ।पद्मशमशेरलाई रुञ्चे प्रधानमन्त्रीका नामले समेत चिनिन्छ । शहरी विकासमन्त्री रामकुमारी झाँक्रीले मन्त्रालयबाट विदा हुने क्रममा आँशु वगाएको तस्वीर र भिडियो सामाजिक सञ्जालमा भाइरल छ । मन्त्री झाँक्रीले किन त्यसो गरिन उनैले बताउलिन् । यो आलेख भने रुञ्चे प्रधानमन्त्री पद्मशमशेर माथि केन्द्रीत छ । 

राणा शासनको अन्तिम कालखण्डको कुरा हो । जंगवहादुरले शुरु गरेको शासनसत्ता सय वर्ष पुग्दै थियो । तिनताका उता भारत भर्खरै अंग्रेजको उपनिवेशवाट मुक्त भएको थियो । त्यसको प्रभाव नेपालमा पर्ने नै भयो । बीपी कोइरालाको पहलमा खुलेको नेपाली राष्ट्रिय कांग्रेसको पहलमा २००३ सालमा विराटनगरका मजदुरहरुले गरेको आन्दोलनले राणाहरुलाई समेत सुधारको वाटोमा जान दवाव परेको थियो । प्रधानमन्त्री पद्मशमशेर तुलनात्मक रुपमा सुधारवादी थिए । श्री ३ को कुर्सीमा वस्ना साथ उनले म जनताको नोकर हु भनेका थिए । मोहनशमशेर लगायत धेरै कट्टरपन्थी राणाहरुलाई उनको काम कारवाही चित्त वुझेको थिएन । 
महाराज विस्तारै जनतालाई अधिकार दिदै जाने पक्षमा थिए । सुवर्ण शमशेर र महावीर शमशेर जस्ता पढे लेखेका राणाहरुलाई उनले सल्लाहकार वनाएका थिए । भारतीय संविधानविद् श्रीप्रकाशको नेतृत्वमा टोली वनाएर संविधानको मस्यौदा वनाई नेपालको वैधानीक कानून २००४ घोषणा गरे । नेपालको पहिलो त्यो लिखित संविधानमा संसदको व्यवस्था थियो । जनतालाई मौलिक हक दिने कुरा थिए । 
तर आफ्नै परिवारका कट्टरपन्थी राणाहरु कुनै हालतमा अधिकार नदिने वरु खुकुरीको वलमा अरु सय वर्ष शासन लम्व्याउने भनेर महाराजमाथि दवाव वढाई रहेका थिए । यो आलेख सुधारवादी महाराज पद्मशमशेरको शासनकाल कसरी शुरु भएर छिट्टै उनले भाग्नु प-यो भन्ने विषयमा केन्द्रीत छ । 
शताब्दी पुरुष सत्यमोहन जोशीले तिनताका नोकरी सुरु गरिसकेका थिए । २००४ जागिरदारका नाममा उर्दी भयो –  मंसिर १४ गते सबै भारदार र जागिरवाला सिंहदरबारमा जम्मा हुनु । त्यस्तो उर्दीले धेरैलाई के हुन लागेको हो भनेर सशंकित बनाइसकेको थियो । विसं २०७२ को भूकम्पलगत्तै शताब्दी पुरुष जोशीले लेखकलाई सुनाएका थिए – सबै जागिरे सिंहदरबारमा हाजिर भए । म एउटा कुनामा बसेर रमिता हेरिरहेको थिएँ ।

गाइँगुइँ सुनियो महाराज राजपाट छोडेर स्वामी बन्ने रे / केही समयपछि गेरु वस्त्रमा महाराज जुद्धशमशेर देखा परे । अनि सुरु भयो – जय जयकार । क्षणभरमै महाराजको घोषणासभा सुरु भयो । जोशीले त्यो क्षण सम्झिए – भाइ भारदारहरुबीच जुद्धशमशेर मुख्तियार पद्मशमशेरको टाउकोमा श्रीपेच लगाइदिए ।
मारकाट र भाइबन्धुको हत्याबाट शक्ति हत्याउने राणाहरुका लागि त्यो एक शान्तिपूर्ण सत्ता हस्तान्तरण थियो । 
त्यस दिन जुद्धले भनेका थिए – ल भाइ अब म जान्छु । तिमी राजकाज राम्रोसँग चलाउनू । प्रजाको हेरविचार गर्नू । रामराज्य चलाउनू ।
केही समय अघिसम्म हर बखत जुद्धको चाकडी गर्ने जति सबै पद्मतिर लागे । गेरुवस्त्रधारी जुद्धशमशेर बग्गी चढेर सिंहदरबारबाट बाहिरने तरखरमा थिए । नयाँ महाराज पद्मशमशेर दाजुको खुट्टामा ढोगेर डाँको छाडेर रुन थाले । शिरमा श्री ३ महाराजको श्रीपेच परेदेखि रुन थालेका उनी धेरैबेरसम्म रोइरहे । 
अरु प्रधानमन्त्रीको तुलनामा पद्म आर्थिक रुपले कमजोर थिए । धन बाँड्ने मामिलामा पनि पछि नै थिए । शक्ति र धनको उन्माद चढेका राणाहरु माझ आफूलाई कमजोर ठान्थे । 
उच्च तहका भारदारहरुले कुनै प्रकारको षड्यन्त्र गर्न नपाउन् भन्नका लागि हरेक दिन साँझ र बिहान दुई पटक प्रधानमन्त्री र रोलवाला राणाजीको दरबारमै पुगेर चाकरी गर्नुपथ्र्यो, संस्कार नै त्यही थियो । तर, आर्थिकरुपमा कमजोर भएका कारण प्रधानमन्त्री हुनुअघि पद्मशमशेरको दरबारमा पाइला नहालेका धेरै भारदार थिए । 
यस प्रसंगमा सरदार भीमबहादुर पाँडे लेख्छन् – रोलवाला राणाहरु ‘सिलेक टोपीमा ठूलाठूला हिरा जडेका ब्याज र ‘चेष्टर फिल्ड’ कोट लगाई बडेबडे मोटरकारमा सवार हुन्थे । तर, पद्मशमशेर ‘ढाकाको टोपी, मामुली खद्दरको लामो कोट लगाउँथे र प्रधानमन्त्री नहुँदासम्म ‘टी’ मोडलको पुरानो फोर्डकार चढ्थे ।
निजी बसोवासका लागि बनाइएको सिंहदरबारमा दुई दशकभन्दा बढी बसेपछि चन्द्र शम्शेरले अब उप्रान्त जो प्रधानमन्त्री हुन्छ ऊ सिंहदबारमा बस्नेछ भनेर सरकारलाई डेढ करोडमा बेचिदिएका थिए । त्यसपछि प्रधानमन्त्री हुनासाथ सिंहदरबार सर्ने चलन सुरु भयो । तर पद्मशमशेर प्रधानमन्त्री भएपछि पनि १ हजार ३५० कोठाको सिंहदरबार सरेनन् । विशालनगरको आफ्नै दरबारमा बसे । राजकाज चलाउनका लागिमात्र सिंहदरबार जाने र आउने गर्न थाले ।
राजा त्रिभुवनका सचिव दयारामभक्त माथेमाले लेखेका छन् – सरकारबाट बारम्बार हुकुम भएको मैले सुनेको छु ।
पद्मशमशेरले केही गर्न त खोज्छ तर एकदम डराउँछ ।
पद्मशमशेर सत्तामा आएपछि प्रजातान्त्रिक सुधारको प्रयास सुरु भयो । उनले उच्च शिक्षा हासिल गरेका सुवर्णशमशेर र महावीर शमशेरलाई सल्लाहकारका रुपमा नियुक्त गरेका थिए । देशलाई क्रमशः उदार बाटोमा लैजान चाहन्थे उनी । प्रधानमन्त्रीको दाहिने हात मानिने हजुरिया जर्नेलमा थिए  आधुनिक विचारधाराका कृष्णशमशेर । 
अर्कातिर अनुदार राणाहरु कुनै हालतमा सुधार हुन नदिने अडानमा थिए । चन्द्रशमशेरको २८ वर्षे शासनकालमा हजुरिया जर्नेल भै शासन प्रशासन बुझेका मोहनशमशेरले यस समूहको नेतृत्व गरिरहेका थिए । 
पद्मशमशेर प्रधानमन्त्री भएलगत्तै २००३ को अन्त्यतिर विराटनगर जुटमीलका मजदुरहरुले नेपालमै पहिलोपटक संगठित आन्दोलन सुरु गरे । एकै दिनमा चार पाँच हजारको जुलुस लाग्न थालेपछि राणाहरु आत्तिए । काठमाडौंबाट फौज पठाएर आन्दोलनकारीलाई पक्राउ गरियो । तीमध्ये बीपी, गिरिजा, तारिणी, मनमोहन अधिकारी, विकु आदि थिए । उनीहरुलाई विराटनगरबाट २१ दिनको बाटो पैदलै हिँडाएर काठमाडौं ल्याई पद्मशमशेरको विशालनगरस्थित दरबारमा राखिएको थियो । 
विद्रोहीलाई कडा कारबाही गर्ने वा चेतावनी दिएर छोडिदिने भन्ने विषयमा राणाहरुबीच ठूलो बहस चल्यो । मोहनशमशेर कडाइका साथ जानुपर्छ भन्ने पक्षमा थिए तर पद्मशमशेर भने आइन्दा त्यस प्रकारको काम नगर्ने सर्तमा सबैलाई रिहा गर्न चाहन्थे । कट्टरपन्थी पक्षको कडा विरोध हुँदाहुँदै पनि उनीहरुलाई जेलमा हैन सुविधा सम्पन्न बंगलोमा थुनियो ।
यस प्रसंगमा पूर्व प्रधानमन्त्री गिरिजाप्रसाद कोइरालाले लेखकलाई सुनाएका थिए – सान्दाइलाई छुट्टै राखिएको थियो । म, मनमोहन, तारिणीदाइ, विकु जाउलाखेलको एउटा बंगलामा थियौँ । खानका लागि एकदमै राम्रो व्यवस्था थियो । हरेक प्रकारका कपडा दिइएको थियो । बन्दी भए पनि त्यो जेलजस्तो थिएन । हिजोआज सुविधा सम्पन्न होटलमा बसेजस्तो । सबै सुविधा थियो । खाली त्यो घर कम्पाउन्डबाट बाहिर जान दिइँदैनथ्यो । 
मजदुर आन्दोलनसम्म आइपुग्दा महाराज पद्मशमशेर राणा शासनलाई जस्ताको तस्तै अघि बढाउन सकिँदैन भन्नेमा पुगिसकेका थिए । भारतबाट अंग्रेज फिर्ता जाने निश्चित हुनु त्यसको एउटा मुख्य कारण थियो । 
त्यसैले जनतालाई अधिकार दिँदै जानुपर्छ भन्ने बिन्दुमा पुगिसकेका थिए पद्मशमेशेर । उता मोहनशमशेर र बबर शमशेरहरु त्यसरी अधिकार दियो भने आफ्ना पुर्खाले ल्याएको शासन समाप्त हुन्छ भन्ने ठान्थे । जनतालाई अधिकार दिनुहुन्न बरु आफ्ना पुर्खाले सय वर्ष पहिले सुरु गरेको राजकाज तरबारको बलमा सय वर्ष अरु चलाउनुपर्छ भन्ने गर्थे । 
विसं २००४ को कुरा हो । हाल नेपाल विद्युत् प्राधिकरण रहेको स्थान -रत्नपार्क- मा ठूला ठूला लाउड स्पिकर लगाएर जनताले सुन्न पाउने गरी रेडियोको व्यवस्था गरियो । 
नागरिक अधिकार दिनका लागि महाराजले सम्बोधन गर्ने चर्चा थियो । महाराजबाट के घोषणा होला ? सबैलाई चासो हुने नै भयो । 
तिनताका नारायणहिटी दरबारमा पिँजडाको चराजस्तो बन्दी रहेका राजा त्रिभुवन पद्मशमशेरको सम्बोधन सुन्न आतुर थिए ।
आफ्ना सहयोगी दयारामभक्त माथेमालाई रेडियो खोल्न लगाई भाषणको प्रतीक्षामा थिए राजा । महाराजको भाषण सुन्न भनेर टुँडिखेल आसपास पनि ठूलो संख्यामा सर्वसाधारण उत्सुकताका साथ प्रतीक्षारत थिए । 
ठीक समयमा महाराज पद्मको भाषण सुरु भयो । ‘मेरा प्यारा प्रजा’ उच्चारण गर्नासाथ उनी रुन थाले । राजा त्रिभुवनका निजी सचिव माथेमा लेख्छन् – ‘महाराज रुनुभएको आवाज आयो र रेडियो बन्द भयो । राजाबाट हुकुम भयो – महाराज केही गर्न खोज्छ तर धेरै डरपोक छ, भाइहरुदेखि डराएर बोल्न सकेन ।’
चार पाँच पटक महाराजबाट आज भाषण हुँदैछ भनेर प्रचार गरिएको थियो । तर, भाषण गर्नुअघि नै ‘रुवाइ फुस्किने गर्नाले भाषण कार्यक्रम रद्द गरिएको सूचना जारी गरिहाल्नु पर्ने अवस्था  आइहाल्यो । उनको यस्तो व्यवहारले सुधारवादी भए पनि निर्णय क्षमता नभएका कारण पद्मशमशेरबाट केही हुन्न भन्ने चर्चा शिक्षित युवाबीच चलिरहेको थियो । जति हल्ला चलेको थियो त्यसभन्दा धेरै चलाइएको थियो मोहनशमशेर गुटका तर्फबाट । 
भारतवाट आमन्त्रित संविधानविद् श्रीप्रकाशको टोलीले तयार गरेको मुलुकको वैधानिक कानुन लागु गर्ने प्रतिबद्धता महाराज पद्मको थियो । अर्कोतिर मोहनशमशेर समूह कुनै हालतमा अधिकार दिनुहुन्न र संविधान लागु गर्नुहुन्न भन्ने दबाब बढाइरहेको थियो । यस समूहको तर्क थियो –‘वैधानिक कानुन लागू भए श्री ३ को वार्षिक तलब तीन लाख तोकिनेछ र तीन लाखे महाराज भएर बस्नुपर्छ । यस्तै भनेर उनीहरु सुधारको आलोचना गर्थे ।
देशको राजस्व प्रधानमन्त्रीको निजी ढुकुटी सरह हुने त्यस जमानाका लागि बजेट पेस गर्ने, जनतालाई मौलिक हक दिने, विधायिका बनाउने, आम चुनाव गराउनेजस्ता घोषणा महाराजले गरेका थिए । कट्टरपन्थी राणाहरुमा राजनीतिक सुधार गरे राणा शासन नै रहँदैन भन्ने त्रास थियो । त्यसैले उनीहरु पद्मशमशेरलाई तर्साएर, धम्क्याएर सत्ताच्युत गर्ने षड्यन्त्रमा थिए । चन्द्रशमशेरका छोराहरुबाट आफ्नो हत्या हुनसक्ने डर स्वयं पद्मशमशेरलाई थियो ।
महाराजले प्रधानमन्त्री भएको दुई वर्षपछि २००४ साल माघ १३ गते विशालनगर दरबारमा मुलुकको पहिलो संविधान घोषणा गरे । संविधान घोषणा गरी महाराज पद्म भारततिर लाग्ने र मोहनशमशेर प्रधानमन्त्री हुने अनि वैशाख १ गतेबाट संविधान लागू गर्ने सहमति त्यसअघि नै बनिसकेको थियो । ‘सभालाई संवोधन गरेपछि विशालनगर दरबारको झ्यालबाट सभा विसर्जन गर्दा उनी क्वाँक्वाँ रोएका थिए ।
दुई वर्षअघि दाजु जुद्धशमशेरले शिरमा आफ्नै हातले ३ चाँद लगाई ६२ वर्षीय पद्मशमशेरलाई श्री ३ महाराज बनाएका थिए ।
त्यतिबेला आशिष दिँदै उनले भनेका थिए – ‘नेपालमा राम राज्य ल्याएस् ।’ महाराज जुद्धशमशेरले जंगिलाठ मोहनशमशेरलाई अर्ती दिएका थिए – ‘भरतले गरेकोजस्तै सेवा दाजुको गरेस् ।
