देउवाको अठार महिने कार्यकालमा संसदीय व्यवस्था निकै बदनाम भयो । छ छ महिनामा मन्त्रिपरिषद् पुनर्गठन भइरह्यो । सरकार टिकाउन, सांसदको किनबेचदेखि उनीहरूलाई होटलमा थुन्ने र मन्त्रीहरूलाई बैंकक पठाउनेजस्ता क्रियाकलाप भए । अन्ततः आफ्नै पार्टीका दुई सांसद मतदानमा (विश्वासको मत लिँदा) अनुपस्थित भएका कारण उनको सरकार ढल्यो । उनको पहिलो प्रधानमन्त्रीकालमा संसदीय व्यवस्था विकृत भयो । तर देउवा आफू भने राष्ट्रिय राजनीतिमा स्थापित भए ।
अघिल्लो संसदीय निर्वाचनमा तत्कालीन नेकपा (एमाले) का अध्यक्ष केपी शर्मा ओली भन्ने गर्थे- नेपाली कांग्रेसका तर्फबाट शेरबहादुर देउवा नै अन्तिम प्रधानमन्त्री हुनेछन् । अब कांग्रेसको औचित्य समाप्त भइसक्यो ।
ओली भाषणहरूमा प्रायः भन्ने गर्थे- कांग्रेसको चुनावी मुद्दा र विचार केही छैन । देउवा ज्योतिषीले मलाई आधा दर्जन पटक प्रधानमन्त्री हुन्छौ भनेका छन् । हामी नै जित्छौँ भन्दै मात्रै हिँडेका छन् । ज्योतिषीले मत दिने हो र ?जनताले कांग्रेसलाई हराइसके ।
निर्वाचन अवधिभर ओलीको अभिव्यक्ति चर्चाको शिखरमा त रह्यो नै चुनावी परिणामले समेतउनैको भनाइलाई बल पुग्यो । नेकपा गठबन्धनले दुई तिहाइकरिब स्थानमा अपार विजय पाउँदा नेपाली कांग्रेस संसद्को विशेष अधिवेशन बोलाउन वा प्रधानमन्त्री उपर अविश्वासको प्रस्ताव राख्न आवश्यक एक चौथाइभन्दा कम स्थानमा सीमित हुनपुग्यो ।
चार पटक प्रधानमन्त्री भएका कांग्रेस सभापति देउवा आफूले त निर्वाचन जिते तरउनको पार्टी भने कम्युनिस्ट गठबन्धन र देउवाका गलत निर्णय (खासगरी प्रधान न्यायाधीश सुशीला कार्कीमाथिको महाअभियोग र प्रहरी महानिरीक्षक नियुक्ति प्रकरण) का कारण कमजोर बन्न पुग्यो ।
जनादेश नपाएपनि संयोगले यति बेला सत्ता फेरि देउवाकै वरपर घुमिरहेको छ । दुईतिहाइ निकटको अपार विजय धान्न नसकेर नेकपा विभाजन भएसँगै दुवै पक्षका नेताहरू सरकारको नेतृत्वका लागि कांग्रेसलाईआमन्त्रण गरिरहेका छन् । कांग्रेसका तर्फबाट देउवा नै अन्तिम प्रधानमन्त्री हुने र अबका दिनमा अर्को कुनै कांग्रेसी नेताले देशको नेतृत्व गर्न नपाउने अभिव्यक्तिका कारण चर्चामा रहेका प्रधानमन्त्री ओलीले समेत सुरुकै दिनदेखि सरकार टिकाउन देउवाकै भर पर्नुपरेको देखिन्थ्यो ।
सर्वोच्च अदालतले संसद् पुनःस्थापना गर्दै तेह्र दिनभित्र अघिवेशन बोलाउन आदेश दिएपछि २७५ सदस्यीय प्रतिनिधिसभामा नया“ सत्ता समीकरणको गृहकार्य सुरु भएको छ । नेकपा दुई चिरा बनेको अवस्थामा कांग्रेसको समर्थनविना बहुमतको सरकार बन्ने सम्भावना छैन । फलस्वरूप सत्ताको साँचो देउवाकै वरपर घुमिरहेको छ । के साँच्चिकै ज्योतिषीको भविष्यवाणी जनमतभन्दा बलियो हुनेहो त ?
घटनाक्रमले के देखाउँछ ?
देउवाको सत्तारोहणलाई एकपकट फर्केर हेरौँ !
आफैंले गराएको मध्यावधि निर्वाचन (२०५१) मा कांग्रेसले बहुमत ल्याउननसकेपछि तत्कालीन प्रधानमन्त्री गिरिजाप्रसाद कोइरालाले संसदीय दलको नेतामा उमेदवारी नै दिएनन् । त्यसको लाभ त्यति बेलाका युवा भनिने पुस्ताका देउवालाई भयो । समकक्षी शैलजा आचार्य र रामचन्द्र पौडेललाई उछिनेर उनी दलको नेता बने ।
त्यसको केही समयपछि मुलुकका प्रथम कम्युनिस्ट प्रधानमन्त्री मनमोहन अधिकारीले आफूविरुद्ध संसद्मा दर्ता भएको अविश्वास प्रस्ताव सामना गर्नुको साँटो सदनै भंग गरिदिए । अल्पमतको सरकारको त्यो कदम असंवैधानिक भएको दाबीसहित देउवा सर्वोच्च अदालत पुगे ।
विसं २०५२ भदौ १२ गते सर्वोच्च अदालतले संसद् विघटन गर्ने प्रधानमन्त्रीको कदमलाई असंवैधानिक घोषणा गरी खारेज गरिदियो । अनि राष्ट्रिय प्रजातन्त्र पार्टी र नेपाल सद्भावना पार्टीको समर्थनमा देउवा पहिलो पटक प्रधानमन्त्री बने ।

यस घटनाबाटभट्टराई कोइरालासँग रिसाएका थिए । पार्टीको आन्तरिक कलह चुलीमा थियो र माओवादी विद्रोह पनि । दरबार र माओवादी दुवै कोइरालालाई कमजोर बनाउन चाहन्थे । कांग्रेसको आन्तरिक कलहले बलेको आगोमा घिउ थपिदियो । विसं २०५८ असारसम्म आईपुग्दा कोइरालालाई सत्ताच्युत गर्ने मिसनमा दरवार, माओवादीमात्र होइन कांग्रेसभित्र भट्टराई र देउवा समेत सक्रिय भए । माओवादीले असारको अन्तिम साता रोल्पाको होलेरीमा आक्रमण गरेपछि वातावरण कति धमिलोबन्यो भने कोइराला राजीनामा गर्न बाध्य भए ।
त्यही घटनाक्रमबाट दोस्रो पटक प्रधानमन्त्रीका रुपमा देउवाको सत्तारोहण भयो । दरबार कांग्रेसभित्र विवाद चर्काएर आफ्नो शक्ति बढाउने रणनीतिमा थियो । देउवासँग उसको सहकार्य कोइरालालाई हटाउने विन्दुसम्ममात्र थियो । यसैले २०५९ जेठ ९ गते देउवामार्फत सदन भंग गराउन सफल भएपछि दरबारका लागि उनको उपयोगिता समाप्त भइसकेको थियो । फलस्वरुप २०५९ असोज १८ गते निर्वाचन गराउन अक्षम भएको अरोपमा देउवालाई अपदस्थ गरी तत्कालीन राजा ज्ञानेन्द्रले आफ्नो चाहनाअनुरूप सरकार बनाउने र विघटन गर्ने खेल सुरु गरे । यस क्रममा लोकेन्द्रबहादुर चन्द, सूर्यबहादुर थापा र फेरिशेरबहादुर देउवालाई राजाले प्रधानमन्त्री बनाए ।
अनि२०६१ मघ १९ मा देउवालाई बर्खास्त गरी राजाले आफ्नै अध्यक्षतामा सरकार गठन गरे । त्यसपछि मात्र आफूलाई दरबारले प्रयोग गरेको महसुस देउवालाई भयो । अनि देउवाको पार्टी पनि संसद्वादी दलले चलाएको आन्दोलनमा मिसियो । त्यही जनआन्दोलनको बलमा संसद् पुनःस्थापना मात्र भएन, संविधान सभा निर्वाचनसमेत गरियो । अनि राजतन्त्र अन्त्य भई मुलुकमा गणतन्त्र स्थापना भयो ।
दोस्रो संविधानसभाबाट संविधान जारी भएपछि देउवा चौथो कार्यकालका लागि सत्तामा पुगे । स्थानीय तह, प्रदेशसभा र प्रतिनिधिसभा निर्वाचन उनकै कार्यकालमा भयो । तर कांग्रेस भने नराम्रोसँग पराजित भयो ।
पटकपटक अवसर पाए पनि इतिहासमा देउवाले छवि सुधार्ने प्रयत्न गरेनन् । तैपनि,सत्ता उनकै वरपर घुमिरह्यो ।
आखिर यसको रहस्य के छ त ? साँच्चै उनी राजग्रहमा जन्मेकाले यो अवसर पाएका हुन् त ?
प्रसंग २०४१ सालतिरको हो । दसैंतिहार सकेर कांग्रेसका शीर्ष नेताहरू गणेशमान सिंह, कृष्णप्रसाद भट्टराई रगिरिजाप्रसाद कोइरालाको टोली पश्चिम नेपालको भ्रमणमा थियो । पार्टीले निकट भविष्यमै सुरु गर्नेसत्याग्रहको तयारी दौडाहाको प्रमुख कारण थियो । टोलीमा शेरवहादुर देउवा पनि थिए । पोखरा हुँदै स्याङजा पुगेका नेताहरूलाई स्थानीय कार्यकर्ताले भने– ‘मायाटारमा एक जना ज्योतिष छन् । खुब मिलाउँछन् । एकपटक जाने कि? कार्यवाहक सभापतिले चासो देखाए । त्यो भ्रमण दलका एक सदस्य पूर्वमन्त्री रामकृष्ण ताम्राकारले २०६५ सालमा लेखकलाई त्यस दिनको कुराकानी विस्तृतमा सुनाएका थिए ।
भट्टराई : त्यस्तो मिलाउने ज्योतिष छन् भने त देखाउनै पर्यो । कि कसो बाबु?
कार्यकर्ता : हो किसुनजी ! लाहुरेहरूको त भिडै लाग्छ ।
भोलिपल्ट बिहानै कुवेर शर्माको ल्यान्डरोभर गाडीमा नेताहरू ज्योतिष कहाँ जाने कार्यक्रम बन्यो ।
यस प्रसंगमा कुवेर शर्मा आफ्नो स्मरणमा लेख्छन् – त्यस दिन ज्योतिषले भट्टराईलाई भनेका थिए – तपार्इँ सिंहदरबारमा सुनको थुप्रोमाथि बस्नुहुनेछ । तर अहिले बाटोमा एउटा सानो खड्गो छ । नभन्दै त्यसको पाच“ वर्षपछि भट्टराई प्रधानमन्त्री बने ।
विसं २०४६ सालको जनआन्दोलन सफल भएलगत्तैको कुरा हो । विसं २०४७वैशाख ६ गते राजा वीरेन्द्रले भट्टराईको अध्यक्षतामा अन्तरिम मन्त्रीमण्डल घोषणा गरे ।
अनि राष्ट्रिय, अन्तर्राष्ट्रिय मिडियामा उनको चर्चा चुलियो । सिद्धान्तबमोजिम सादगीपूर्ण जीवनयापन गर्ने भट्टराईसँग सम्पत्तिको नाममा पानी राख्ने माटाको एउटा सुराही, एउटा छाता, केही पुस्तक र एउटा बाकसबाहेक केही छैन ।
दोस्रो पटक २०५६ मा जीवनकालमै पहिलो पटक चुनाव जितेर भट्टराई प्रधानमन्त्री भए । ज्योतिषीले भने झैँ सुनको थुप्रोमै बसे तर सिंहदरबारबाट बेदाग बाहिरिए ।
स्याङजाका ती ज्योतिषलाई गणेशमान सिंह र गिरिजाप्रसाद कोइरालाले ग्रहदशा देखाउने चाहना राखेनन् । अनि पालो आयो देउवाको । उनको ग्रहदशा हेर्दै ज्योतिषीले भनेका थिए तपाई मुख्यमन्त्री हुनुहुनेछ । सत्ता तपाईँकै वरपर घुमी रहनेछ ।
त्यसयता देउवाले ज्योतिषीमा औधि विश्वास राख्दै आएको चर्चा कांग्रेसी वृत्तमा चल्ने गर्छ । ज्योतिषीको सल्लाहबमोजिम हातमा औँठी लाउन छुटाउँदैनन् उनी ।
संसद् विघटन र पुनःस्थापनाबाट सुरु भएको देउवाको सत्तारोहण फेरि अहिले पुनःस्थापनाकै कारण चुलीमा छ । राजनीति सम्भावनाको खेल हो ।वर्तमान राजनीतिक समीकरणमा आश्चर्यजनक फेरबदल नभए देउवा पाँचौं कार्यकालका लागि प्रधानमन्त्री बन्ने सम्भावना बढेको छ ।विगतका कमी कमजोरीबाट पाठ सिकेर देश र जनताका लागि ठोस काम गर्न सके देउवालाई आफ्नो धमिलिएको छवि सुधार्ने मौका हुनसक्छ ।
हैन भने इतिहासमा चार दर्जन प्रधानमन्त्री भए । तीमध्ये राम्रो काम गर्ने सीमित र केही बदनामको नाममात्र जनताले सम्झेका छन् । अवसरको उपयोग गर्न चुके देउवालाई भावी पुस्तालेमौका पाएर पनि बदनामीबाहेक केही गर्न नसक्ने प्रधानमन्त्रीका रुपमा स्मरण गर्नेछ ।
