नेपालका राजनीतिक दलहरुले अधिकारका लागि पटकपटक क्रान्ति गर्न र त्यसलाई सफल बनाउन सके । तर राजनीतिक परिवर्तनबमोजिम राज्य सत्ता सञ्चालन गर्नु र क्रान्तिको प्रतिफल आम जनतासम्म पुर्याउन उनीहरुका लागि सधैँ चुनौतीको विषय बनिरह्यो । विसं २००७ ले एक सय चारवर्षे राणाशासनको अन्त्य गरी मुलुकमा प्रजातन्त्र स्थापना गर्यो । तत्कालीन परिस्थिति, जनतामा शिक्षा र चेतनाको अभाव तथा सत्ता र शक्ति हत्याउने राजाको चरम महत्वाकाङ्क्षाका कारण १० वर्ष नपुग्दै २०१७ सालमा क्रान्तिका उपलब्धिमाथि कुठाराघात भयो । राजनीतिक दलहरुमाथि प्रतिबन्ध लाग्यो, जनताका प्रजातान्त्रिक अधिकार हरण गरिए, प्रेसमाथि कडा ‘सेन्सरशिप’ सुरु भयो । २०४६ सालको जनआन्दोलनले तीन दशक लामो पञ्चायती व्यवस्था अन्त्य गरी मुलुकमा प्रजातन्त्र पुनःस्थापना गर्यो ।
यो अवधिमा तीनवटा आमनिर्वाचन भए । दलहरुबीचको अस्वस्थ्य प्रतिस्पर्धा, असंसदीय क्रियाकलाप, सत्ताको हानाथाप, कुशासन, राजनीतिक नेतृत्वको इमान्दारिता र नैतिकतामा आएको ह्रासले जनतालाई निराश बनायो । त्यही अवसरको उपयोग गर्दै नेकपा माओवादीले सशस्त्र विद्रोह सुरु गर्यो । यस क्रममा माओवादी र राज्य दुवै पक्षको चेपुवामा परेर १७ हजार निर्दोष नागरिकले अनाहकमा ज्यान गुमाउन बाध्य भए ।
जनताले दलहरुलाई साथ दिए । २०६२/६३ सालको ऐतिहासिक जनआन्दोलनले प्रतिनिधिसभा पुनस्र्थापना गरी जनताका अधिकार फिर्ता गर्न राजालाई बाध्य बनायो । पुनस्र्थापित संसद्बाट राजाका अधिकार कटौती गर्दै मुलुकले संविधानसभाको निर्वाचनको यात्रा तय गर्यो । नेपाली इतिहासमा पहिलोपटक निर्वाचित संविधानसभाको पहिलो बैठकले राजतन्त्रको अन्त्य गरी मुलुकलाई सङ्घीय लोकतान्त्रिक गणतन्त्र घोषणा गर्यो । राजा ज्ञानेन्द्रको हठका कारण मुलुक गणतन्त्रमा गयो । संविधानसभाको पहिलो बैठकले २०६५ जेठ १५ मा मुलुकलाई सङ्घीय लोकतान्त्रिक गणतन्त्रसहित राजतन्त्र अन्त्यको घोषणा गर्दै बिना रक्तपात दुई सय ३८ वर्ष लामो शाहवंशीय राजतन्त्रलाई बिदा गरिदियो ।
अबको बाटो
विसं २०६३ अघि प्रजातन्त्र, मानवअधिकार र राजनीतिक स्थिरता मुलुकका प्रमुख मुद्दा थिए । यो अवधिमा २००४, २००७, २०१५, २०१९, २०४७ र २०६३ सालमा गरी छवटा संविधान लागू भए । यीमध्ये पहिलो राणा प्रधानमन्त्रीले दिएका थिए भने बाँकी पाँचवटा संविधान राजाबाट जारी भएका थिए । २००७ को राजा/प्रजाको संयुक्त प्रजातान्त्रिक आन्दोलनपछि अहिलेसम्म जारी भएका संविधानअनुसार राजनीतिक नेतृत्व चल्न सकेनन् । बरु त्यसपछिका हरेक दशक कसरी हातमा सत्ताको बागडोर लिने र शासन गर्ने भन्नेमै बिते ।
चुनौती
प्रजातन्त्रका लागि क्रान्ति गर्न, जनतालाई सडकमा उतार्न र विरोधीको कटु आलोचना गर्न नेपालका राजनीतिक दल र नेतृत्व सफल साबित भए पनि प्रजातान्त्रिक आचरण र व्यवहारको पालनामा पूर्णतः असफल देखिएको छ । जनप्रतिनिधिहरुको सर्वोच्च संस्था संसद् प्रभावकारी बन्न नसक्नु, राजनीतिक दलहरुबीचको भागबन्डाका आधारमा न्यायाधीशहरुको नियुक्ति गरी न्यायालयलाई कमजोर बनाइनुले न्याय क्षेत्र कमजोर बन्न पुगेको छ । संवैधानिक निकायहरुको नियुक्तिमा दलीय हस्तक्षेपले लोकतान्त्रिक अङ्गहरु कमजोर भएका छन् ।
नयाँ र समृद्ध नेपालको सपना बाँडिएकामा विकास, सुशासन र भ्रष्टाचार नियन्त्रणमा सरकार असफल साबित देखिएको छ । शिक्षा, स्वास्थ्य, सार्वजनिक यातायातजस्ता जनताका आधारभूत आवश्यकतासमेत पूरा नहुँदा जनतामा नैराश्यता आउनु स्वाभाविक नै हो । अनि राष्ट्रको चौथो अङ्ग पत्रकारिताको विश्वसनीयता र भूमिकामाथि प्रश्न उठ्न थालेको छ । यी इत्यादि कारणले प्रजातान्त्रिक शासन व्यवस्थाप्रति जनतामा जुन भरोसा र विश्वास थियो, त्यसमा निराशा पैदा हुनु भनेको पक्कै पनि राम्रो सङ्केत होइन ।

खासगरी नयाँ पुस्तामा राजनीतिप्रति देखिएको विचलन, अविश्वास र अनास्थाले भोलि मुलुकलाई कतातिर लैजाँदैछ भन्ने विषय महत्वपूर्ण बनेको छ । वर्षौं दुःखकष्ट सहेर राजनीति गरेका दल र तिनका नेताहरु बिस्तारै अलोकप्रिय बन्ने र क्षणिक सस्तो प्रचारसहित नयाँ बहाव ल्याउन सकेका दलहरुप्रति आकर्षण बढ्ने गरेको जुन अवस्था छ, त्यसले मुलुकलाई कता पुर्याउँछ भन्ने प्रश्न उब्जिएको छ ।
