राणा शासकको अन्याय अत्याचार चरम उत्कर्षमा पुगेपछि १९९३ साल जेठ २० गते टंकप्रसाद आचार्य, दशरथ चन्द, धर्मभक्त माथेमा, रामहरी शर्मा र जीवराज शर्मालगायतका युवाको पहलमा प्रजापरिषद् स्थापना भयो । राणा शासन अन्त्य गर्ने प्रतिज्ञा पत्रमा रगतले हस्ताक्षर गरेका यिनै युवाले चार वर्षपछि १९९७ साल असार ९ गते भोटेजात्राका दिन राति काठमाडौंका चोक गल्लीमा पर्चा छरे । 

राणाको अत्याचार र ज्यादतीविरुद्ध पहिलोपटक सार्वजनिकरूपमा छरिएको पर्चाले खैलाबैलामात्र मच्चाएन, शासक वर्गको आत्मबलै कमजोर बनाइदियो । 

‘पर्चा बाँड्नेहरुसँग ठूलो जनशक्ति र हतियार पनि छ भन्ने हौवा फैलिएको थियो । त्यसैले प्रजापरिषद्का सदस्य बारे सूचना दिने व्यक्तिलाई पा“च हजार इनाम दिने र जाहेर गर्ने मानिस प्रजापरिषद्कै सदस्य भएमा कारवाही नहुने बेहोराको इस्तिहार गोर्खापत्रमार्फत जारी गरियो । इनामको प्रलोभनमा परी शुक्रराज शास्त्रीका भाई रामजी जोशीले पोल खोलि दिएपछि सबभन्दा पहिला माथेमा पक्राउ परे । उनको घर तलासी लिइयो । त्यहा फेला परेको डायरीका आधारमा दशरथ चन्द, गंगालाल श्रेष्ठ, गणेशमान सिंह पक्राउ परे । 

पर्चा आन्दोलनले सय वर्षे हुकुमी राणा शासनको जग मज्जैले हल्लाई दियो । कहिल्यै आफ्नो विरोध नसुनेका राणाहरु अत्तालिए । शासकलाई साक्षात् भगवान विष्णुको अवतार मान्ने जनता बिस्तारै चेतनशील हुँदै थिए । 

आफ्नो गाथगादी ताकेको आरोपमा राजबन्दीलाई चरम यातना दिन थालियो । राणाकालको यातना बारे गणेशमान सिंहले भनेका छन् — ‘कोर्रा खादा, बिजुली लगाउँदा, हामीलाई झुन्ड्याउने वा गोली हान्ने कुरा चल्दासमेत कुनै पर्वाह हुँदैनथ्यो ।’ सजाय सुनाउनुअघि कडा यातनासहित कोर्रा लगाइन्थ्यो । नेपाल टेलिभिजनको कार्यालयको ठीक उत्तरपट्टि हाल सुरक्षा परिषद् रहेको स्थानमा (पुतली बगैँचा) राजवन्दीलाई दुई हात माथि ठड्याएर बाँसमा बाँधेर कोर्रा लगाउने गरिन्थ्यो । पिट्दा पिट्दै चरम अमानवीययातना दिइएपछि शहीद दशरथ चन्दले भनेका थिए — ‘मलाई मारे पनि म भूत भएर आएर राणालाई त खान्छु खान्छु  ।’

प्रजापरिषद्को हस्त लिखित पर्चा देखाउँदै केरकार गरेपछि चन्दलाई यातना दिइएको थियो । चन्दमात्र होइन प्रजापरिषद्का सबै सदस्यको हाल उही थियो । गंगालाललाई यातना दिइदाको स्मरण गर्दै गणेशमान सिंहले भनेका छन् — ‘चोकमा बास तैयार थियो । त्यसैमा गंगालाललाई बाँधेर दुईतिर दुई जनाले उचाल्ने र एउटा गोडामा कोर्रा हान्ने गर्न थाले । बाँसमा बाँधिएका गंगालाललाई उचाल्नेहरु थाकेर केही बेरपछि बाँसै नै छाडिदिन्थे । त्यसरी छाड्दा डोरी छिनेर बाँस र मानिस छुट्टिन्थे । त्यस बेला गंगालालको अवस्था गुलेली लागेर भुइँमा झरेको चराजस्तै हुन्थ्यो । जसरी चरा चुच्चो भुइँमा गाडेर र्‍याल काड्छ त्यसैगरी पछाडि फर्काएर हात बा“धिएका गंगालालको मुख भुइँमा जोतिन्थ्यो र मुख तथा नाकवाट र्‍याल र सिंगान एक साथ झर्न थाल्थ्यो । त्यसरी भुइँमा पछारिएको बेला लात्ती, जुत्ता, कोर्रा हान्न छाड्दैनथे।’

बेहोस भएपछि मात्र कुट्न छाडिन्थ्यो । आफूमाथिको यातना बारे गणेशमान सिंहले भनेका छन् — ‘ममाथि प्रहार हुनुभन्दा पहिलेदेखि नै कोर्रा पानीमा भिजाएर राखिएको रहेछ । त्यसको अर्थ कोर्रा हानेको ठाउ“मा त्यो ट्याप्प टासियोस् भन्ने हो । पिडु“लामा जब कोर्राको मार पर्थ्यो, त्यो खुट्टामा फनफन्ती बेरिएर छालामा च्याप्प टाँसिन्थ्यो । कोर्रा प्रहार गर्दा जति दुख्थ्यो, त्यसलाई तान्दा त्यसभन्दा बढी पीडा पुर्‍याउथ्यो ।’ उनलाई लगातार ६०३ कोर्रा हानेको एक सिपाहीले गनेका थिए । त्यसपछि कतिआंै कोर्रामा गणेशमान बेहोस भए थाहा छैन । ‘कोर्रा हान्ने दुई जना सिपाही एक साथ परिचालित थिए । दुवैले लय र ताल मिलाएर यसरी प्रहार गर्थे कि एउटाले कोर्रा हानेर तान्न पाएको हुँदैन, अर्कोले प्रहार गरिहाल्थ्यो । गणेशमानले भनेका छन् — ‘मैले लगाएको सुरुवाल च्यातिएर धुजाधुजा भयो । सुरुवालको कपडासँगै छालाको एकपत्र पनि उप्कियो । त्यसरी एकपत्र छाला उप्केको खुट्टाका लगातार र अनवरत कोर्रा प्रहार पर्दा आलोघाउमा नुन परेकोजस्तो प्राणान्तक पीडा हुन्थ्यो ।’
चरम यातनाबाट विद्रोहीलाई गलाउन नसकेपछि राजबन्दीलाई कस्तो कारवाही गर्ने भन्ने विषयमा राय लिन प्रधानमन्त्री जुद्धशमशेरले १९९७ साल माघ ६ गते सिंहदरवारमा इतिहासकै ठूलो भारदारीसभा बोलाए । अनि ‘प्रजापरिषद्का सबै सदस्यहरुलाई नेल, सिक्री र हतकडीका साथ सैनिकहरुको घेराबन्दीमा राणाहरुले फुटबल खेल्ने चौरमा राखियो । राणा र भारदारहरु पालमा थिए । प्रधानमन्त्रीको सुरक्षाका लागि हर हमेसा खटिने बिजुली गारत तम्तयार अवस्थामा थियो । प्रजापरिषद्को अभियानमा राजाको साथ सहयोग छ भन्ने सुइँको पाएकाले राजा त्रिभुवन, युवराज महेन्द्र, अधिराजकुमार हिमालयलाई पनि उपस्थित गराइयो ।
महाराज जुद्धशमशेर कडा सुरक्षा र बडो तामझामका साथ  सबैभन्दा अन्तिममा त्यहाँ पुगे । 

सभालाई सम्बोधन गर्दै जुद्वशमशेरले भनेका थिए । 

जुद्धशमशेर : भारदारहरु आज तिमीहरुको रायका लागि मैले बोलाएको हुँ । मेरा सामुन्य उभिएका तिनीहरुलाई हेर, प्रजापरिषद्का मानिस हुन् । ‘जनताको स्वीकृतिबाट हामीले सय वर्षदेखि चलाई आएको शासन यिनीहरुले उल्टाउने रे ? यस्ता देशद्रोहीहरुलाई के गर्ने ?’ हिन्दुस्तानका निच सोसलिस्टहरुको इसारामा हाम्रो गाथ गद्दी ताकिरहेका यी देशद्रोहीहरुलाई के कस्तो दण्ड दिनु पर्ला ?

सभा स्तब्ध भयो । कोही बोलेनन् । जुद्धशमशेर एकोहोरो बम्किइरहेका छन् । उनले राजा त्रिभुवनतिर हेर्दै भने — ‘यीनीहरु को हुन् थाहा छ ? हाम्रो चिहान खन्न आएका रक्तपात मण्डली हुन् ।’ जुद्धशमशेर आक्रोश पोख्दै थिए — ‘यो सब कुराको बीउ छर्ने चाहिँ ऊ त्यो शुक्रराज भन्ने ज्यापु हो । भारतमा एउटा गान्धी भन्ने छ नि त्यसैको लहलहैमा लागेर यहा उसैले रैती भड्काउने काम गरेको छ ।’ महाराजका कुरा बीचैमा काटेर शुक्रराज शास्त्रीले भने — ‘यो के तमासा हो महाराज ? यतिका भाइ भारदार राखेर उनीहरुको राय सल्लाह नबुझी हामीलाई देशद्रोहीको संगीन आरोप लगाउनु भएन ? हामीले पनि बोल्ने मौका पाउनुपर्छ ।’

महाराज बर्बराउँदै गए — ‘झन्डै कीराले हीरा बिगार्न लागेका थिए । यिनलाई के सजाय दिने तिमीहरु नै भन ।’ सभामा गुरु हेमराज र पण्डित सोमनाथलाई आमन्त्रण परिएको थियो । पण्डितले मनुस्मृतिका धार्मिक श्लोक वाचन गर्दै राय पेस गरे — ‘राजद्रोही ब्राह्मण नै किन नहोस् उसलाई मृत्युदण्ड दिन सकिन्छ सरकार ।’ सैनिकहरुका तर्फबाट राय पेस गर्दै कर्णेल यज्ञविक्रम धमलाले भने — ‘सरकार तरबार बक्सियोस् म आफैँ सबैलाई काटिदिन्छु ।’ मान्छे मार्नु, काट्नु राणाका लागि मुला काटेसरह मानिन्थ्यो । 

त्यो सभामा सबैभन्दा पहिला शुक्रराज शास्त्रीलाई सर्वस्वसहित फा“सीको सजाय सुनाइयो । अनि दशरथ चन्द, धर्मभक्त माथेमा र गंगालाल श्रेष्ठलाई ।  हिन्दू धर्मग्रन्थ मनुस्मृतिमा ‘ब्राह्मणलाई मृत्युदण्ड नदिनु भनिएकाले टंकप्रसाद र रामहरीलाई मृत्युदण्ड दिइएन । 

आचार्यका बारेमा फैसला सुनाउँदै बहादुरशमशेरले भनेका थिए — ‘बाहुन भएर बाचिस्, नत्र हेर, तेरो छाला काडेर चौटाचौटा पारेर कौवा, चील र गिद्वलाई ख्वाउथेँ, बुझिस् तर के गर्नु बाहुन भएर बाँचिस् ।’ ‘फत्तेबहादुर चिनियाँलाल, गणेशमान सिंह, हरिकृष्ण श्रेष्ठ, पुष्करनाथ उप्रेती, चुडाप्रसाद, कम्पाउण्डर चन्द्रमान डंगोल, गोविन्दप्रसाद, मुरलीधर, ‘बलबहादुर पाण्डे (१७ वर्ष)’लाई जन्मकैदसहित सर्वस्वहरणको सजाय सुनाइयो । त्यसैगरी जीवराज शर्मा, ‘धर्मरत्न यमी’ केदारमान व्यथित, चन्द्रमान मास्केलाई १८ वर्ष कैद र सर्वस्वहरण सजाय भयो । 

मृत्युदण्ड कार्यान्वयन गर्नुअघि गंगालाल, धर्मभक्त, दशरथ चन्द र शुक्रराज शास्त्रीलाई माफी माग्न भनियो । चारै जनाले जवाफ दिए — ‘हामीले केही बिराएका छैनौ, देश तिमीहरुको पेवा होइन ।’ कसैगरी माफी मगाउन नसकेपछि मृत्युदण्ड कार्यान्वयनको तयारी सुरु भयो । टेकु अस्पताल अगाडि मूलबाटामा शुक्रराजलाई झुन्ड्याइएको रुख अझै त्यस घटनाको साक्षीका रुपमा छ । फा“सी दिनुअघि शास्त्रीलाई अन्तिम इच्छा के छ भनेर सोधियो । शास्त्री भने — ‘पवित्र बाग्मतीमा स्नान गरी गीता पढ्न पाउ“ ।’ बागमतीमा स्नान गरी गीतावाचन गरे लगत्तै मध्यरातमा उनलाई झुन्ड्याइयो । 

राजा त्रिभुवनका नीजि सचिव दयाराम भक्त माथेमाले लेखेका छन् —‘शुक्रराजलाई मारेको हल्ला चलेपछि म दौडिँदै टेकु पुगेँ । रातो रंगको भोटो र गम्छा लगाएको मानिसलाई झुन्ड्याई राखेको छ । उसको छातीमा एउटा कागज छ । जसमा राणाको विरोध गर्नेलाई यस्तै सजाय हुन्छ भन्ने लेखिएको छ ।’ 

माघ १३ गते धर्मभक्त माथेमालाई हतार हतार जेल बाहिर निकालियो । पशुपति जाने बाटोमा पर्ने सिफलमा उनलाई झुन्ड्याउने तयारी गरिएको थियो । त्यसैले राति ८ बजे नै डिल्लीबजारतिरका सबै पसलहरु बन्द गर्ने उर्दी भयो । उनको आ“खामा पट्टी लगाएर दुवै हात पछाडि फकाई बाँधियो अनि राति १० बजेतिर लहरीमा राखेर ज्ञानेश्वर हुँदै उनलाई सिफल पुर्‍याइयो  । 

फाँसी दिनुअघि नरशमशेरले धर्मभक्तलाई तिम्रो अन्तिम इच्छा के छ भनी सोधे । जवाफमा उनले भनेका थिए — ‘राणा शासनको छिट्टै नै अन्त्य भएको हेर्ने इच्छा छ ।’ 

माघ १५ गते गंगालाल श्रेष्ठ र दशरथ चन्दलाई शोभा भगवती अगाडि विष्णुमति नदी किनारमा लगियो । सुरुमा चन्दको तिघ्रामा गोली हानियो । उनले चर्को स्वरमा भने — ‘तिघ्रामा गोली किन हान्छस् ? हिम्मत भए छातीमा हान् ।’ अनी पालो आयो गंगालालको । उनलाई कहीले तिघ्रा त कहिले कम्मरमुनि गोली हानेर तड्पाई तड्पाई मारियो । 

प्रजापरिषद्को विद्रोह अन्त्य भएको र बीउसमेत नासिएको खुसीयालीमा माघ दोस्रो साता मोहनशमशेरले ठूलो भोज आयोजना गरे । त्यस दिन उनले ‘राणा शासनको आयु अब अरु सय वर्षका लागि सुरक्षित भएको भन्दै खुसी साटासाट गरे ।  संयोग नै मान्नु पर्छ, त्यसको दस वर्षपछि मोहनशमशेरकै कार्यकालमा राणा शासन अन्त्य भयो ।
