एकातिर संसदवादी दलले चलाएको आन्दोलन, अर्को तिर शेरबहादुर देउवा नेतृत्वको जननिर्वाचित सरकारलाई बर्खास्त गरेर राजाले चलाएको शासन । २०६१ असोज १८ मा प्रधानमन्त्री देउवालाई अपदस्त गरेपछिका दिनमा राजनीतिक दलसंग दुरी बढेको बेला तत्कालीन राजा ज्ञानेन्द्र शाहले २०६२ मा नगरपालिकाको निर्वाचन गराए । त्यो चुनाव प्रमुख राजनीतिक दलहरूले बहिष्कार गरे । राप्रपा सहित राजा समर्थित केही दलले चुनावमा भाग लिएको त्यो चुनावमा
५८ मध्ये २२ वटा नगरपालिकामा निर्विरोध भएको घोषणा गरियो ।
