गणेशमान सिंहलगायतका नेताहरु बीपी नै सभापति हुनुपर्छ भन्ने अडानमा थिए । आफूलाई सभापति बन्न दबाब दिइरहेका गणेशमानलाई सम्झाउँदै बीपीले भनेका थिए –गणेशमानजी, हाम्रो लक्ष्य नेपालमा क्रान्ति हो, सभापति होइन, पार्टी निर्माण ठूलो र अहम् विषय हो । हामीले पदको निम्ति लक्ष्यलाई बिर्सनु हुँदैन ।
मुलुकको पुरानो प्रजातन्त्रवादी पार्टी नेपाली कांग्रेको १४ औं महाधिवेशनको मिति (भदौं) नजिकिदै गर्दा नेतृत्वका लागि तीव्र प्रतिस्पर्धा सुरु भएको छ । यसविच खास गरी उपसभापति विमलेन्द्र निधी, महामन्त्री डा. शसांक कोइराला र पूर्व महामन्त्री प्रकाशमान सिंहले वढाएको सकृयताले कांग्रेसवृत्तलाई तरंगित बनाएको छ । यो अभियान अघि वढेमा पार्टीमा विद्यमान तीन गुट (देउवा, पौडेल र सिटौला) को समिकरण तोडिने, सभापति शेरवहादुर देउवा र वरिष्ठ नेता रामचन्द्र पौडेल दुवैलाई विस्थापित गर्ने सम्भावना देखिएको छ । कतिपयले नेता पुत्रहरुको गठवन्धन भनेर आलोचना गरे पनि अधिकांश कार्यकर्तामा भने निधि, कोइराला र सिंहको गठवन्धनले आसा जोगाएको छ ।
महाधिवेशनसम्म आई पुग्दा कांग्रेस भित्रको समिकरणले कुन रुप दिने हो हेर्न वाकी नै छ ।
अहिलेसम्म सभापति देउवा, वरिष्ठ नेता पौडेल, उपसभापति निधी, महामन्त्री कोइराला, पूर्वमहामन्त्री सिंहका अतिरिक्त, केन्द्रीय सदस्य डा। शेखर कोइराला, सुजाता कोइराला, गोपालमान श्रेष्ठ, डा। रामशरण महत, अर्जुननरसिंह केसी, कृष्णप्रसाद सिटौला र कल्याण गुरुङसहितका नेताले सभापतिमा दाबी गरिरहेका छन् ।
तैपनि, अघिल्लो निर्वाचनमा बेहोर्नु परेको हार, पार्टीभित्रको आन्तरिक लोकतान्त्रिक अभ्यास, प्रमुख प्रतिपक्षी दलको हैसियतमा खेलेको भूमिकाको समीक्षा गरी भावी लक्ष्य र रणनीति के हुने भन्ने बारे कुनै नेताले ठोस अवधारणा भने अघि सारेको पाइँदैन । नत भावी दिनमा कांग्रेस कसरी अघि वढ्ने भन्ने मार्गचित्र वारे वहस भएको देखिन्छ । अघिल्लो पुस्ताले केही गरेन भनेर आलोचना गर्ने युवा पुस्ता समेत बैचारिक वहस भन्दा कुन नेतालाई समाएर आफ्नो पद सुनिश्चित गर्ने भन्नेमै केन्द्रीत देखिन्छ । नेतृत्वका लागिमात्र होडवाजी गर्ने हो भने जो सुकै सभापति भए पनि कांग्रेसको अधोगति रोकिनेछैन । बरु नेपालको पहिलो राजनीतिक दललाई प्रजापरिषद्को बाटोमा जानबाट कसैले रोक्न सक्नेछैन ।
यो आलेख कांग्रेस स्थापना र उसले लिएको लक्ष्य अनि नेताहरुको त्यागका विषयमा केन्द्रित छ ।
विसं २००३ असोजको कुरा हो । अंग्रेजहरुको उपनिवेशबाट भारत मुक्त हुने निश्चित भइसकेको थियो । यता अंग्रेजहरुकै आड भरोसामा नेपालमा राणा शासन टिकेको थियो । तिनताका तुलनात्मकरुपमा नरम शासक पद्शमशेर सत्तामा थिए । राणाहरुको कोपभाजनमा परी पिता कृष्णप्रसाद कोइरालालाई देश निकाला गरिएपछि भारत प्रवासमा रहँदै आएका बीपी त्यहाँको स्वतन्त्रता आन्दोलनमा सक्रिय थिए । झन्डै तीन वर्ष भारतीय जेलमा बसेर छुटेपछि उनी नेपालमा प्रजातन्त्र ल्याउनका लागि राजनीतिक संगठन बनाउने गृहकार्य गर्दै थिए ।
भारत अंग्रेजको पञ्जाबाट मुक्त नभएसम्म नेपालबाट राणा शासन हटाउन सकिँदैन भन्ने विश्वास बीपीमा थियो । त्यसैले पनि अंग्रेजहरु फर्किने निश्चित भएपछि उनी राजनीतिक दल बनाउने अभियानमा शुभचिन्तकहरुसँग छलफल गरिरहेका थिए ।
यस क्रममा बीपीले राणाविरुद्ध लड्ने संगठन बनाउन सहमत हुनेहरुले आफूसँग सम्पर्क गर्नु भन्ने सन्देशका साथ जारी गरेको वक्तव्य २००३ साल असोज १६ गते ९२ अक्टुवर १९४६० शुक्रवार सर्च लाइट पत्रिका ९पटना० मा सम्पादकलाई चिठीका रुपमा प्रकाशित भयो ।
उनको त्यही वक्तव्य नै नेपाली कांग्रेस स्थापनाको आधार बन्यो ।
राष्ट्रिय कांग्रेस गठनका लागि बीपीको अपील
अनि २००३ साल कात्तिक ५ गते वनारसमा ‘अखिल भारतीय नेपाली राष्ट्रिय कांग्रेस’ को स्थापना भयो । सभापति बनाइए सुब्बा देवीप्रसाद सापकोटा ।
कार्यसमितिमा बालचन्द्र शर्मा उपसभापति, कृष्णप्रसाद भट्टराई महामन्त्री, प्रचारमन्त्री गोपालप्रसाद भट्टराई चयन भए भने सदस्यहरुमा वटुकप्रसाद भट्टराई, नारायणप्रसाद भट्टराई र नरेन्द्र रेग्मी थिए । समितिले नेपाली राष्ट्रिय कांग्रेसको अधिवेशनका लागि तयारी गर्यो ।
भारतका विभिन्न भागमा अध्ययनरत विद्यार्थी, प्रवासी नेपालीसहित देशका विभिन्न भागबाट आएका करिब २०० प्रतिनिधिहरुको भेलाले २००३ साल माघ १२ र १३ गते नेपाली राष्ट्रिय कांग्रेसको स्थापना गर्यो । कलकत्ताको भवानीपुरमा राष्ट्रिय कांग्रेसको सम्मेलन सुरु हुने दिन हिन्दु मुसलमान दंगा फैलिएकाले पाँच जनाभन्दा बढी मानिस भेला हुन नपाउने गरी सरकारले निशेधाज्ञा जारी गरेको थियो । त्यस दिनको स्मरण गर्दै कांग्रेसमा गान्धीवादी नेताका रुपमा चिनिएका रामहरि जोशीले लेखकसँग भनेका थिए – म बीएको जाँच दिने तयारीमा थिए । त्यही बेला राष्ट्रिय कांग्रेसको सम्मेलन भयो । निकै मुस्किलले सभास्थल पुगियो । दंगामा यति हिन्दु र मुसलमान मारिए भन्ने खबर सुन्दा त्राहीमाम भएका थियौं।
सम्मेलनमा नेपाल प्रजापरिषद्को सदस्यका रुपमा भाग लिएका गणेशमान सिंह पनि राष्ट्रिय कांग्रेसको संस्थापक बने ।
प्रजापरिषद्को पर्चा काण्डमा पक्राउ परी जन्मकैदको सजाय पाएका सिंह जेलबाट भागेर त्यहाँ पुगेका थिए । उनको त्यो साहस नेपालीहरु माझ व्यापक चर्चाको विषय बनेको थियो । तिनताका सिंह जुनसुकै उपायबाट पनि राणा शासन हटाउनै पर्छ भन्ने एक सूत्रीय अडानमा थिए । उनी भन्ने गर्थे – सबैभन्दा पहिला राणा प्रधानमन्त्रीलाई बम वा गोली हानेर उडाउनुपर्छ ।
सिंहको ध्यान पैसा जम्मा गर्ने, हतियार किन्ने, राणा शासक मार्ने र प्रजातन्त्र बहाली गर्नेमा मात्र केन्द्रित थियो । सिक्किम हुँदै तिब्बतमा व्यापार गर्ने दुई युवा व्यापारीलाई बेलुका नौ बजेदेखि बिहान ४ बजेसम्म आफू राणाको जेल तोडेर भारतसम्म आइपुगेको कथा सुनाएर ८ हजार दक्षिणा जम्मा गरेको प्रसंगको ‘मेरो कथाका पानाहरु’मा उल्लेख गरेका छन् ।
त्यो रकम सिंहले पार्टी संगठन निर्माणका लागि भनेर बीपीलाई हस्तान्तरण गरेका थिए । यसरी राष्ट्रिय कांग्रेस जन्मियो । तर, नेतृत्वको टुंगो लागेको थिएन । पार्टी बनाउन पहल गरेकाले बीपी स्वाभाविकरुपमा सभापतिका हकदार थिए । तर, उनको लक्ष्य पार्टीको सभापति हुनेमात्र थिएन । राणा शासन अन्त्यका लागि वातावरण बनाउनु थियो । त्यसैले जेलमा रहेका नेपाल प्रजापरिषद्का सभापति टंकप्रसाद आचार्यलाई अध्यक्ष बनाइयो । यद्यपि, आचार्यले न राष्ट्रिय कांग्रेसको सदस्यता लिएका थिए न त त्यसको निर्माणमा उनको भूमिका नै थियो ।

त्यसपछि नेपाली राजनीतिमा परिवर्तनका घटना तीव्र गतिमा भए । राष्ट्रिय कांग्रेसकै नेतृत्वमा पहिलो पटक विराटनगरमा मजदुर आन्दोलन भयो । प्रधानमन्त्री पद्मशमशेरले सुधारको घोषणामात्र गरेनन् भारतबाट संविधानविद् श्रीप्रकाश नेतृत्वको टोली बोलाएर नागरिकलाई अधिकार दिन मुलुकको पहिलो संविधान ‘नेपालको वैधानिक कानुन, २००४’ लागू गर्ने घोषणा गरे ।
तिनताका राणा परिवारभित्रै तीव्र असन्तोष बढी रहेको थियो । रोलक्रममा रहेका मोहनशमशेर र बबर शमशेरहरु खुकुरीको बलमा पुर्खाले कायम गरेको जहानियाँ शासन तरवार चलाएर भए पनि अरु सय वर्ष लम्याउनु पर्ने पक्षमा थिए । अर्को समूह समयानुकूल जनतालाई अधिकार दिँदै जानुपर्छ भन्नेहरूको थियो ।
यसैबीच सुवर्णशमशेर र महावीर शमशेरहरुले नेपाल प्रजातन्त्र कांग्रेसको स्थापना गरे । यो पार्टीमा राणा शासकको शक्ति र मानसिकता राम्रोसँग बुझेका मानिसहरु नै थिए ।
दुवै कांग्रेसको एउटै उद्देश्य थियो – राणाशाही अन्त्य गरी राजाको वैधानिक नायकत्वमा प्रजातान्त्रिक शासन व्यवस्था स्थापना गर्ने । राष्ट्रिय कांग्रेससँग जनबल थियो, आय स्रोत र साधन थिएन, अर्कोतर्फ प्रजातन्त्र कांग्रेसमा स्रोत र साधन त थियो जनबल थिएन । यही पृष्ठभूमिमा नेपाली राष्ट्रिय कांग्रेस र नेपाल प्रजातन्त्र कांग्रेसबीच एकीकरण गर्ने सहमति बन्यो ।
विसं २००६ साल चैत्र २७ गते कलकत्ताको चौरंगीस्थित महावीरशमशेरको टाइगर सिनेमा हलमा एकता महाधिवेशन बोलाइयो ।
तीन सय प्रतिनिधिले भाग लिएको सम्मेलनमा बीपीले भनेका थिए – संस्थाको नाम जे राख्नुस्, सभापति जसलाई बनाउनुस्, त्यो मेरो चासोको विषय हैन । हाम्रो मुख्य लक्ष्य राणा शासन हटाउनु हो । लगत्तै सुवर्णले भने – मलाई कुनै पद चाहिँदैन । खाली मेरो भनाइ छ – हामीले तत्काल सशस्त्र क्रान्ति गर्नुपर्छ । शान्तिपूर्ण आन्दोलनबाट राणा शासन अन्त्य सम्भव छैन ।
लामो छलफलपछि पार्टीको नाम नेपाली कांग्रेस राख्ने सहमति भयो । नेपाली राष्ट्रिय कांग्रेसबाट राष्ट्रिय र नेपाल प्रजातन्त्र कांग्रेसबाट प्रजातन्त्र शब्द हटाइयो ।
अधिकांश प्रतिनिधि बीपीलाई नै सभापतिका रुपमा हेर्न चाहन्थे । तर, महावीर शमशेरलगायत केहीले बीपीको स्वभाव लचिलो नभएका कारण संक्रमणकालीन अवस्थामा समन्वय गर्न सक्ने व्यक्तिलाई जिम्मेवारी दिन उचित हुने धारणा राखे ।
योगदान र व्यक्तित्वका हिसाबले बीपी सभापति हुनुपर्ने थियो । उनी आफैँ चाहिँ जो सुकै सभापति भए पनि मुलुकबाट राणा शासन जानुपर्छ र प्रजातन्त्र आउनुपर्छ भन्ने मान्यता राख्थे । उता गणेशमान सिंहलगायतका नेताहरु बीपी नै सभापति हुनुपर्छ भन्ने अडानमा थिए । आफूलाई सभापति बन्न दबाब दिइरहेका गणेशमानलाई सम्झाउँदै बीपीले भनेका थिए –गणेशमानजी १ हाम्रो लक्ष्य नेपालमा क्रान्ति हो, सभापति होइन, पार्टी निर्माण ठूलो र अहम् विषय हो । हामीले पदको निम्ति लक्ष्यलाई बिर्सनु हुँदैन ।

राजा त्रिभुवनले भारतीय दूतावासमा शरण लिएकै राति कांग्रेसको मुक्ति सेनाले वीरगञ्जमा आक्रमण गरी आफ्नो कब्जामा लियो । जहाजबाट देशभर पर्चा छरिए । पूर्व मेचीदेखि पश्चिम महाकालीसम्मका अधिकांश क्षेत्र मुक्ति सेनाले कब्जा गरेपछि राणा सरकारको सातो गयो ।
यसरी राष्ट्रिय कांग्रेस बनेको चार वर्ष पुग्दा नपुग्दै एक सय चार वर्षे राणा शासन अन्त्य भई मुलुकमा प्रजातन्त्र बहाली भयो ।
