अन्त्यमा कोइरालाले भने — यहाँबाट पठाएको मस्यौदामा कमा, फुलस्टप पनि परिवर्तन भयो भने हामीलाई स्वीकार्य हुनेछैन । महर्जनले भने —विश्वास गरिबक्सियोस् कुनै फेरबदल हुनेछैन ।
जनआन्दोलन (२०६२–०६३) उत्कर्ष पुग्ने बेलामा कर्फ्युको अवज्ञा गरेर काठमाडौंलगायत देशका प्रमुख सहरहरु दिनहुँजसो आन्दोलनकारीको भिडले सडक ढाक्न थालेको थियो । हामी ती घटनाको समाचार बनाउन तल्लिन हुन्थ्याैँ । मानिसहरु कताबाट कसरी ओइरिन्थे थाहै हुँदैनथ्यो । सहरमा कहिल्यै नदेखिएका मान्छेहरु धेरै थिए । तिनै ताका कांग्रेस एमालेको झन्डामुनि हतियारसहितका माओवादी लडाकुले आश्रय लिएका छन् भन्ने गृहमन्त्री कमल थापाको दाबी चर्चाको शिखरमा थियो ।
आन्दोलनमा उर्लिएको जनसागर नियन्त्रण गर्ने क्षमता र साधन श्रोत सुरक्षाकर्मीसँग थिएन । ठाउँ ठाउँमा सुरक्षाकर्मी र प्रदर्शनकारीबीच हुने झडप टेलिभिजनमा प्रसारण गर्ने प्रतिष्पर्धा नै चलेको थियो । आन्दोलनकारीहरु भन्थे – मिडियाको पहुँच नभएका ठाउँमा सुरक्षाकर्मीबाट बढी नै बल प्रयोग हुन्छ ।
कफ्र्युको बेवास्ता गरेर मानिस सडकमा आउनेक्रम बढेपछि शाही सरकार अत्तालियो । अनिमात्र वार्तामार्फत समस्याको हल गर्ने तयारी सुरु भयो ।
त्यहीबीच (२०६३ वैशाख ६ गते) भारतीय प्रधानमन्त्री मनमोहन सिंहको विशेषदूतका रुपमा कांग्रेस आईका नेता डा. करण सिंह नेपाल आइपुगे ।
सिंहले राजा ज्ञानेन्द्र, नेपाली कांग्रेसका सभापति गिरिजाप्रसाद कोइराला, एमाले महासचिव माधवकुमार नेपाललगायतका नेताहरुलाई भेटेर आन्दोलनको निकासबारे परामर्श गरे । सिंहकै सल्लाहअनुसार राजाले वैशाख ८ गते शाही घोषणामार्फत माघ १९, २०६१ को शाही “कु“ बाट आफ्नो हातमा लिएको कार्यकारी अधिकार फिर्ता गर्दै जनआन्दोलनरत सात दलीय गठबन्धनलाई सरकार बनाउन आह्वान गरेका थिए ।
त्यो शाही घोषणाले जनआक्रोश रोक्न सकेन । बरु झन् बढ्यो । राजधानी काठमाडौंलगायत देशभर व्यापक प्रदर्शन भए ।
भोलिपल्ट वैशाख ९ गते बिहान सभापति कोइरालाले राजाको घोषणाबारे छलफल गर्न महाराजगन्जस्थित निवासमा कांग्रेसका केही नेतालाई बोलाएका थिए ।
त्यहीँ कोइरालाले भने– अमेरीकी राजदूत जेम्स एफ मोरिआर्टी आएका थिए । राजाको यही घोषणालाई निकास र मौका ठानेर अघि बढ्न सल्लाह दिएर गए ।
राजाले प्रतिनिधिसभा पुनःस्थापना गरी राज्यशक्तिको स्रोत नेपाली जनता भएको घोषणा नगरेसम्म आन्दोलन नरोकिने जबाफ आफूले मोरियार्टीलाई दिएको पनि उनले सुनाए ।
मोरियार्टी कोइराला निवासबाट फर्किँदै गर्दा सडकमा भीषण प्रदर्शन सुरु भइसकेको थियो । लगत्तै सात दलीय गठबन्धनको बैठक पनि कोइराला निवासमै बोलाइएको थियो ।
कोइराला र अमेरिकी राजदूतबीच भएको भेटवार्ता बारे कांग्रेस प्रवक्ता अर्जुननरसिंह केसी पत्रकारहरुलाई जानकारी गराउँदै थिए । त्यहीबीच अन्य दलका नेता कोइराला निवास आउने क्रम जारी थियो । गेट बाहिर राजाको घोषणा खारेज गर्नुपर्ने मागसहित चर्का नारावाजी चल्दै थियो ।
हामी त्यहीँ छाैं । बैठक सुरु भएको छैन । राजासँग संझौता नगर भन्दै ठूलो संख्यामा प्रदर्शनकारीहरु कोइराला निवासको मूल ढोकामा जम्मा भए ।
वैशाख ९ गतेको कुरा हो । त्यति नै बेला युरोपेली संघका राजदूतहरु एक साथ सात दलको बैठक कक्षमै पुगेर आन्दोलन रोक्न दबाब दिए । उनीहरुले पनि मोरियार्टीकै जस्तै शाही घोषणा मानेर सत्तामा जान सुझाए ।
सत्तामा सहभागी हुन विदेशीहरुले दिएको सल्लाहलाई बेवास्ता गर्दै दलहरुले सम्पूर्णरुपमा जनआधिकार फिर्ता नभएसम्म आन्दोलन नरोकिने घोषणा गरे । त्यसअनुसार वैशाख १२ गते राजधानीको पूरै चक्रपथ मानव सागरले घेर्ने र सातै दलका शीर्ष नेताहरुको नेतृत्वमा चक्रपथका प्रमुख स्थानमा सभा गर्ने निर्णय भयो ।
महाराजगञ्जमा कांग्रेस सभापति गिरिजाप्रसाद कोइराला, सितापाइला सद्भावना पार्टी (आनन्दीदेवी)का उपाध्यक्ष भरतविमल यादव, कलंकीमा एमाले महासचिव माधव नेपालले सम्बोधन गर्ने कार्यक्रम राखियो ।
स्थिति भयावह हुनसक्ने आकलन गरी यहीबीच दरबारले सम्पर्क सूत्रमार्फत दलहरुलाई वार्ताका लागि प्रस्ताव पठायो ।
राजाका प्रमुख सचिव पशुपतिभक्त महर्जन र राष्ट्रसंघका नेपाल प्रमुख म्याथु कहानेलाई दलहरुसँग सहमतिको वातावरण बनाउने जिम्मेवारी राजाले दिएका थिए । उनीहरुमार्फत राजाको सन्देश पाएपछि नेपाली कांग्रेसका तर्फबाट सभापति कोइरालाले उनीहरुसँग कुरा गर्ने जिम्मेवारी डा. रामशरण महतलाई दिए । अर्कोतर्फ एमाले महासचिव नेपालसँग पनि दरबारले सम्पर्क गरी राजाले कस्तो वक्तव्य दिए आन्दोलन रोकिन्छ भन्ने विषयमा कुरा गरेको थियो ।
महासचिव नेपालले नेता भरतमोहन अधिकारीको कलंकीस्थित घरमा राजाका प्रमुख सचिव महर्जनलाई बोलाए । त्यहीँ एमालेका तर्फबाट राजाले पढ्ने वक्तव्यको कपी दिइयो ।
वैशाख १० गते दिउँसो कांग्रेस सभापति कोइराला आफैँले साना दलका नेताहरुलाई फोन गरी भनेका थिए– तपाईं कहीँ नगई २४ सै घन्टा घरमै बसिरहनु होला । कुनै पनि बेला फोन सम्पर्क गर्नुपर्ने हुन्छ ।
वैशाख ११ गते दिउँसोतिर कांग्रेस सभापति कोइरालाको निवासबाट निजी सचिव बालकृष्ण दाहालले फोन गरी कांग्रेस नेताहरु सुशील कोइराला, अर्जुननरसिंह केसी, महेश आचार्य, डा. रामशरण महत, रामकृष्ण ताम्राकार, चक्र बाँस्तोला, आमोद उपाध्याय, कृष्ण सिटौलालगायत राजधानीमा उपलब्ध सबै केन्द्रीय सदस्यलाई महाराजगन्जमा बोलाए ।
बन्द भएकाले धेरै नेताहरु पैदलै महाराजगन्ज पुगे । उपसभापति सुशील कोइरालालगायतका केही नेता समाज डेन्टल हस्पिटलको मोटरमा चढेर गएका थिए ।
कोइराला निवास पुगेपछि मात्र धेरै नेतालाई थाहा भयो दरबारले कस्तो वक्त्तव्य दियो भने आन्दोलन रोकिन्छ भनेर सम्पर्क स्रोतमार्फत नेपाली कांग्रेस र एमाले नेताहरुसँग सम्पर्क गरेको रहेछ । राति शाही घोषणा आउने हल्ला चलिसकेको थियो ।
एकतातिर दरबारसँग वार्ता भइरहेको थियो भने अर्कोतर्फ आन्दोलनको तयारी पनि जारी नै थियो । सद्भावनाका उपाध्यक्ष भरतविमल यादवले बेलुका सात बजे कोइरालालाई फोन गरेर म सीतापाइलाका लागि हिँडौ भनेर सोधे । बाह्र गते सीतापाइलामा हुने भनिएको जनसभाका लागि यादव मुख्य वक्ता थिए ।
कोइरालासँग भएको कुराकानी सुनाउँदै यादवले लेखकसँग भनेका छन् — गिरिजाबाबुले भन्नुभयो अहिले नजानुस्, कुरा नमिले राति ११ बजेसम्म हिँड्नु होला । अहिले घरमै बस्नुस् । राति नौ बजे गिरिजाबाबुको फोन आयो – ल कुरा मिल्यो । ११ बजे राजाको सम्बोधन हुँदैछ । टेलिभिजन हेरेर बस्नुहोस् ।
त्यति बेला कांग्रेस, एमालेका नेताहरु राजाले वाचन गर्ने शाही घोषणाको मस्यौदा तयार गर्दै थिए । राजाका तर्फबाट प्रमुख सचिव पशुपतिभक्त महर्जन पनि त्यहीँ पुगे । उनले भने– सरकारबाट हुकुम भएको छ । यहाँहरुबाट जे भनिबक्सिन्छ मौसुफ त्यसैअनुरुप अघि बढ्न तयार होइबक्सिन्छ । लामो छलफलपछि मस्यौदा तयार भयो ।

सरकारले कर्फ्यु आदेश र निषेधाज्ञा लगाउन सक्ने ठानेर कान्तिपुर टेलिभिजनका तर्फबाट हामी पनि दलहरुले घोषणा गरेबमोजिम महाराजगन्ज, कलंकी सातदोबाटोको कार्यक्रम कभर गर्न राति नै त्यहीँ आसपास बसेका थियौँ । म र उपेन्द्रमान सिंह महाराजगन्जस्थित कोइराला निवास अगाडि एउटा होटलमा बसेका थियौँ ।
साथमा क्यामराका अतिरिक्त रेडियो सेट, युटीएलको टेलिफोन सेट पनि थियो । मैले कोइराला निवासको गेटमा गएर कोइरालाको निजी सुरक्षा अधिकारी महेन्द्र मरासीनीलाई सम्पर्क गरी भोलिको तयारी बारे जानकारी मागे । उनले भने – तपाईंहरु ढुक्कसँग सुत्नुस् आज राति नै प्रतिनिधिसभा पुनःस्थापना हुन्छ ।
आफूलाई झन् खुल्दुली भयो । होटलमा आएँ । सुत्न सकेकै होइन । एकैपटक अफिसको रेडियो सेटमा आवाज सुनियो – किलो वन किलो वन । स्टान्डबाई अल स्टेसन । अहिले ११ बजे राजाको सम्बोधन आउँदैछ । त्यो आवाज प्रबन्ध निर्देशक कैलाश सिरोहियाको थियो ।
त्यसपछि म फेरि खुरुर्र दौडिएर कोइराला निवासको गेटमा पुगे । त्यो बेला राजाका प्रमुख सचिव महर्जन पनि त्यहीँ रहेछन् । मरासिनीले भने – मैले भने नि तपाईंहरु जानुस् । टेलिभिजन हेरेर बस्नुस् । म फर्किएर होटलमै आएँ ।
रातको ठीक ११ बजे टेलिभिजनमा राजा ज्ञानेन्द्र देखिए । राजाले २०५९ जेठ ८ गते विघटन भएको प्रतिनिधिसभा पुनःस्थापना गरे । अनि जनताको नासो जनतामै फिर्ता गरेको घोषणा सुनाए ।
राजाले कोइराला निवासमा तयार भएको मस्यौदा जस्ताको तस्तै वाचन गरेका थिए । शाही घोषणाको सुरुमा “प्यारा देशवासीहरु“ र अन्त्यमा “श्रीपशुपतिनाथले हामी सबैको कल्याण गरुन् । जय नेपाल“ भन्ने शब्दमात्र थपिएको थियो ।
क्षणभरमै सहरभर नारावाजी सुरु भयो – लोकतन्त्र जिन्दावाद ! जिन्दावाद !!
