राजा वीरेन्द्रको वंशनाश भएपछि प्रधानमन्त्री गिरिजाप्रसाद कोइरालाले अधिराजकुमार ज्ञानेन्द्रलाई राजा बनाउन हदैसम्म सहयोग गरे । राजाको वंश नाश हुने गरी भएको दरवार हत्यकाण्डको विषय छलफलका लागि संसदमा प्रवेश गराएनन् । कारण संवैधानीक राजतन्त्रलाई विवादमा ल्याउनु हुदैन भनेर । ज्ञानेन्द्रलाई राजा बनाए । दाम चढाए । नारायणहिटीको गद्दिमा पुगेपछि उनै ज्ञानेन्द्र निर्वाचित प्रधानमन्त्रीलाई अपमानीत गरेर प्रजातन्त्र सिध्याउने खेलमा लागे । अन्तः उनकै पालामा राजसंस्था सदाका लागि विदा भयो, २०६५ जेठ १५ मा । त्यो पनि आफ्नै हठले । शाहवंशका अन्तिम राजा ज्ञानेन्द्र सामान्य नागरिक बनेको पनि पन्ध्र वर्ष वढी भयो । यो आलेख राजतन्त्र अन्त्य गरी मुलुकमा गणतन्त्र कार्यान्वयन गर्ने ऐतिहासिक कालखण्डका केन्द्रीत छ ।
मुलुकले गणतन्त्रतर्फको यात्रा तय गर्दै थियो । त्यो महायात्राका सारथि थिए, उमेरले साढे आठ दशक नाघेका वयोवृद्ध प्रधानमन्त्री गिरिजाप्रसाद कोइराला । प्रजातन्त्रका लागि कसैसँग सम्झौता नगर्ने छविका उनी आफ्नो साढे छ दशकको राजनीतिक जीवनकै शिखर थिए ।
कोइराला शान्ति प्रक्रियाको नेतृत्व गर्दै माओवादीलाई प्रजातान्त्रिक धारमा ल्याएर संविधान सभा चुनावमार्फत गणतन्त्रतर्फको यात्रा तय गरिरहेका थिए । तिनैताकाको कुरा हो, मैले कान्तिपुर टेलिभिजनका लागि कोइरालासँग लामो अन्तर्वार्ता लिने अवसर पाएँ । जुन कान्तिपुर टेलिभिजनमा छ महिनासम्म प्रसारण भयो ।
त्यस क्रममा मैले सोधेको थिएँ– गिरिजाबाबु तपाईको मनमा राजा फाल्नुपर्छ भन्ने भावना कहिलेदेखि आयो ?
कोइरालाले भनेका थिए– २०४६ सालको जनआन्दोलनबाट प्रजातन्त्र स्थापना भएपछि बनेको संविधानले राजाका अधिकार कटौती ग-यो । त्यही बिन्दुबाट राजा वीरेन्द्र प्रजातन्त्रवादी शक्तिलाई फुटाउने, एकआपसमा जुधाउने र गुमेको शक्ति पुनस्र्थापना गर्ने रणनीतिमा सक्रिय भए । म प्रधानमन्त्री हुँदाका कैयौं पटक राजासँग बाझाबाझ भएको छ ।
प्रजातन्त्र कमजोर बनाउने दरबारिया रणनीतिअन्तर्गत माओवादीको जन्म भएको र त्यसलाई भारतले मलजल गरेको बताएका थिए उनले ।
कोइरालाको भनाईमा प्रजातन्त्र माथि ‘कु’ गर्ने दरबारको योजना वीरेन्द्रकै पालादेखि बनेको हो । माओवादी विद्रोह उत्कर्षमा पुगेका बेला सरकार असफल भएको देखाएर ‘कु’ गर्ने रणनीति थियो । त्यही विषयमा राजा वीरेन्द्र र उनका भाइ ज्ञानेन्द्रबीच द्वन्द्व चर्किएको थियो । ज्ञानेन्द्र छिटो सत्ता हातमा लिनुप(यो भन्ने । वीरेन्द्रचाहिँ हतार गर्नुहुन्न, बिस्तारै बिस्तारै गर्नुपर्छ भन्ने मान्यता राख्थे । त्यही विवाद चलिरहँदा दरबार हत्याकाण्ड भइहाल्यो ।
कोइरालाले भन्थे– हुन त राजा वीरेन्द्र भएको भए पनि एक दिन प्रजातन्त्र माथि ‘कु’ त हुन्थ्यो हुन्थ्यो तर यति छिट्टै राजसंस्था अप्ठेरोमा पर्ने अवस्था नआउन सक्थ्यो ।
हत्याकाण्ड नै गणतन्त्रको प्रस्तानबिन्दु रहेको धेरैको बुझाई छ । राजा वीरेन्द्रको वंशनाश भएपछि जनता माझ बदनाम छवि बनाएका उनकै माइला भाइ ज्ञानेन्द्र राजा बने । आमजनता उनलाई दाजु–भाउजूको हत्या गरी गद्दीमा पुगेको भन्ने ठान्थे ।

ज्ञानेन्द्र गद्दीमा आसीन भएको ढेड महिना नपुग्दै माओवादीले रोल्पाको होलेरी चौकीमा आक्रमण गरी ७२ प्रहरीको अपहरण गरे । त्यो घटनामा प्रधानमन्त्री कोइराला सेना परिचालन गर्न चाहन्थे । राजाले निर्वाचित प्रधानमन्त्रीलाई सहयोग गरेनन् । सेना परिचालन गर्ने सरकारको निर्णय कार्यान्वयन हुन दिएनन् । बरु प्रधानमन्त्री कोइरालालाई अपमानित गरी राजीनामा गर्न बाध्य बनाए । प्रधानमन्त्रीका रूपमा राजा ज्ञानेन्द्रसँगको अन्तिम वार्तालाप कोइरालाले लेखकलाई यसरी सुनाएका थिए ।
ज्ञानेन्द्र : पीएम तपाईंलाई त जनताले भ्रष्टाचारीभन्दा रहेछन् नि । राजीनामा दिने बेला भएन ।
कोइराला : जनताको कुरा के गर्ने सरकार । सरकारको क्रेडिबिलिटी कम छ । एम्बिसन हाई छ । जनता सरकारलाई के भन्छ म पनि भन्दै हिँडौँ । दाजु–भाउजूलाई मारेर गद्दीमा पुगेको भन्छन् ।
त्यहाँबाट फर्किएलगत्तै कोइरालाले राजीनामा गर्नुभयो । यस प्रसङ्गमा कोइरालाले भन्नुभएको छ– मेरो राजनीतिक जीवनकै त्यो ब्लन्डर हो । राजाले असहयोग गरेको कुरा मैले टुँडिखेलमा गएर जनतालाई भनिदिनु पथ्र्यो । त्यहाँनेर म चुकेँ ।
त्यही घटनाले जीवनभर संवैधानिक राजतन्त्रका हिमायती कोइरालालाई गणतन्त्रबारे सोच्न बाध्य बनाई दियो । जबकी उहाँका राजनीतिक गुरु ९दाजु० बीपीले भन्नुभएको थियो– राजसंस्था एउटा सम्मानित संस्था हो । जतिसुकै अप्ठेरो अवस्था आई परे पनि त्यसका विरुद्धमा नजानू ।
दाजुको त्यही वचनका कारण कोइरालाले दरबारको चरम अपमान सहेर भए पनि राजाको विरोध गरेका थिएनन् तर होलेरी घटनाले उहाँलाई संवैधानिक राजतन्त्रको विकल्पमा सोच्न बाध्य बनाई दियो । त्यस प्रसङ्गमा कोइरालाले लेखकसँग भनेका थिए – माओवादीले दिनहुँ दुर्गमका गाउँमा कांग्रेस कार्यकर्ता मारेको खबर आउँथ्यो । म त्यहाँ पुगेर उनीहरूको अन्तिम संस्कारमा भाग लिन चाहन्थेँ तर सुरक्षा निकायबाट खबर आइहाल्थ्यो, हजुर त्यहाँ गई दिनुभएन । हामीलाई सुरक्षा दिन गाह्रो हुन्छ ।
कार्यकर्ताका लागि जस्तोसुकै जोखिम उठाउन तयार हुने कोइरालाका लागि निरीह बनेर बस्नु पर्दाको त्यो क्षण अत्यन्त पीडादायी थियो । एकातिर राजाले गरेको अपमानबाट प्रतिशोधको भावना जागृत भइरहेको थियो । अर्कातिर राज्य र माओवादी विद्रोहीको हिंसा र प्रतिहिंसाको चपेटामा आमजनता परिरहेका थिए । कोइरालाले भनेका थिए– पार्टीको विधानबाट संवैधानिक राजतन्त्र हटाउने निर्णय लिनुअघि म कैयौं रात सुत्न सकिनँ । मेरो अन्तरआत्माले भन्यो । तिमीले कसका लागि राजनीति गरेको ? राजाका लागि ? वा जनताका लागि । अनि बीपीले भन्नुभएको कुरा सम्झिएँ । यदि तिमी कठिन घडीमा छौ र निर्णय लिन कठिन भइरहेको छ भने देशको एक मुठ्ठी माटो हातमा लिनु । अनि के गर्दा मुलुक र जनताको हित हुन्छ सोच्नु । अनि निर्णय लिनु, जनता मारिएका मारियै छन् । प्रजातन्त्र सङ्कटमा परिसक्यो । यस्तो अवस्थामा संवैधानिक राजतन्त्र जोगाउने कि मुलुक र जनता भनेर नै म त्यो कठोर निर्णयमा पुगेँ ।
त्यही बिन्दुबाट संवैधानिक राजतन्त्रबारे कोइरालाको मोह भङ्ग भयो । हिंसाको अन्त्य गरेरै छाड्ने सङ्कल्पका साथ उहाँले पार्टी केन्द्रीय समितिको बैठकबाट सभापतिको हैसियतमा माओवादीसँग वार्ता गर्ने जिम्मेवारी लिए । सरकारले आतङ्ककारी घोषणा गरेको माओवादीसँग सहमतिको हात अघि बढाए । दिल्ली पुगेर माओवादी नेता पुष्पकमल दाहाल र बाबुराम भट्टराईलाई भेटे । सात संसद्वादी दलहरूलाई साथमा लिएर माओवादीसँग बाह्रबुँदे सम्झौता गरे । माओवादीलाई शान्तिपूर्ण राजनीतिक मार्गमा अवतरण गराए ।
बाह्रबुँदे सहमतिमार्फत संसदवादी र माओवादीले संयुक्त नारा तय गरे– निरङ्कुश राजतन्त्रको अन्त्य र पूर्ण प्रजातन्त्रको स्थापना । कोइरालासँग भएको छलफल स्मरण गर्नुहुँदै माओवादी अध्यक्ष प्रचण्डले लेखकसँग भनेका छन्– पहिलो भेटमा मैले भनेको थिएँ–गिरिजाबाबु हामी शान्तिपूर्ण प्रतिस्पर्धामा आउन तयार छौँ । तपाईंहरू गणतन्त्रमा आउनुप(यो । त्यो बेला उहाँले भनेको सम्झिन्छु– अहिल्यै गणतन्त्र नभनौँ । अन्तमा जाने त्यहीँ हो । त्यसैले बाह्रबुँदे सहमतिलाई हामीले गणतन्त्र भन्ने व्याख्या ग¥यौँ । उहाँहरू पूर्ण प्रजातन्त्र भन्न थाल्नुभयो । बाह्रबुँदे सहमतिपछि कोइरालाको नेतृत्वमा सात संसद्वादी दलले चलाएको आन्दोलन २०६२–२०६३ उत्कर्षमा पुग्यो । राजा ज्ञानेन्द्र सत्ता विघटित प्रतिनिधि सभा पुनस्र्थापना गर्न बाध्य भए ।
पुनस्र्थापित प्रतिनिधि सभाको पहिलो बैठक २०६३ साल वैशाख १५ राजाको प्रतीक राजदण्ड हटाएर सुरु भयो । अनि जेठ ४ गते प्रतिनिधि सभाले एउटा विशेष घोषणामार्फत राजा ज्ञानेन्द्रलाई अधिकारविहिन बनाएर नारायणहिटी दरबारको खोपीमा सीमित गरिदियो । दरबारसँगको सम्बन्ध विच्छेद गरी शाही नेपाली सेनालाई मन्त्रिपरिषद्को मातहतमा ल्याइयो र त्यसको नाम परिवर्तन गरी नेपाली सेना बनाइयो । संसद्को घोषणाबमोजिम राजसंस्था निलम्बन भएकाले राष्ट्राध्यक्षको काम प्रधानमन्त्री कोइरालाले गर्न थालि सकेका थिए ।
एकातिर देश गणतन्त्रतर्फ उन्मुख हुँदै थियो, अर्कातिर राजा ज्ञानेन्द्र राजसंस्था जोगाउन अन्तिम बल गरिरहेका थिए । जनतामा राजा र युवराज ९पारस० को छवि राम्रो थिएन । बेला ‘बेबी किङ’ अर्थात् राजाका नाबालक नाति हृदयेन्द्रलाई राजा बनाउने चर्चा सुरु भयो ।
राष्ट्रिय पञ्चायतका पूर्वअध्यक्ष विश्वबन्धु थापाले ‘बेबी किङ’ को प्रस्ताव आफ्नो आईडिया भएको लेखकलाई सुनाएका थिए । आफूसँगको सल्लाहबमोजिम नै प्रधानमन्त्री कोइरालाले विराटनगरबाट राजा र युवराजले गद्दी त्यागे ‘बेबी किङ’ राख्न सकिने अभिव्यक्ति दिएको थापाको भनाइ छ ।
त्यो अभिव्यक्तिपछि पनि प्रधानमन्त्रीले विभिन्न सम्पर्क स्रोतमार्फत राजासँग संवाद गर्न खोजे । एउटै कामका लागि एकै पटक धेरै मानिस परिचालन गर्ने उनको वानी थियो । नाति हृदयेन्द्रलाई राजा बनाएर राजतन्त्र जोगाउन सकिन्छ भन्ने बुझाई थियो ।
तर राजा ज्ञानेन्द्रले त्यो प्रस्तावलाई ठाडै अस्वीकार गरिदिए । ‘बेबी किङ’ राजतन्त्र उन्मूलनको पहिलो कदम हो भन्ने बुझाई राजा ज्ञानेन्द्रको थियो । दरबारविरुद्वको त्यो षड्यन्त्रमा भारतीय हात रहेको र भारतीयहरूको इसारामै त्यो प्रस्ताव आएको उनले ठाने । थापाले भनेका छन्– त्यतिखेरको अवस्था कस्तो थियो भने माओवादी र एमाले दुवै राजा फाल्ने पक्षमा थिए । कांग्रेसले निर्णय गर्न बाँकी थियो । म गिरिजाबाबुलाई भेट्न गएँ । तपाईंहरू बीपीको लाइन मान्छौँ भन्नुहुन्छ, बीपीको लाइन त मेलमिलाप हो । उहाँ राजा फाल्ने पक्षमा हुनुहुन्थ्यो भनेर सम्झाउने प्रयास गरेँ तर गिरिजाबाबु भन्न थाल्नुभयो– यो राजाले बीपीलाई थुन्यो । मलाई अनेक मुद्दा लगाउन खाजेको छ । कहिले के, कहिले के भन्छ । छोडिदेउ राजाको कुरा । गिरिजाप्रसाद कोइरालाले मात्रै मानेको भए पनि राजतन्त्रको पक्षमा वातावरण बन्ने अवस्था थियो ।
