तैपनि, देउवा बदलिएका छैनन् । कम्युनिस्ट सरकारका पालामा भ्रष्टाचारका ठूलाठूला घटना भएका छन् तर प्रतिपक्षी दल भने सरकारका गलत कामको सशक्त विरोध गर्नुको साटो दूधको साक्षी बिरालो झैँ बनेको छ । कोरोना महामारीमा सरकार यसरी अकर्मण्य रहँदा पनि औपचारिकताका लागि एकाध वक्तव्य निकाल्नुबाहेक चुपचाप छ । लाग्छ, नेपाली कांग्रेस विपक्ष नभएर सत्ताकै अभिन्न अंग हो ।
अहिले देउवा लेख्छन् । पहिलो पटक २०४८ सालमा सुदुरपश्चिमको डडेल्धुरावाट विजयी भएर गृहमन्त्री हुदासम्म पत्रपत्रिकामा उनको नाम छापिन्थ्यो शेरवहादुर देउपा ।
विसं २०३० तिरको कुरा हो । नेविसंघ अध्यक्षको हैसियतमा शेरबहादुर देउवा (अहिले नेपाली कांग्रेसका सभापति) पञ्चायती व्यवस्थाविरुद्धको आन्दोलनमा सक्रिय थिए । यस प्रसंगमा बीपीका छोरा श्रीहर्ष कोइरालाले २०७५ माघ १४ गते लेखकलाई सुनाएका छन् – बीपीले एकदमै भर गरेका युवामध्ये (देउवा) हुनुहुन्थ्यो, त्यत्तिकै मेहनती पनि । तिनताका पार्टी चरम आर्थिक संकटमा थियो । शेरबहादुरजी कहिले नेपाल त कहिले भारतका विभिन्न भागमा घुमेर सँगठन गर्न सक्रिय हुनुहुन्थ्यो । प्रवासी नेपाली र भारतका विभिन्न भागमा काम गर्ने मजदुरहरु माझ संगठन विस्तार गर्नुहुन्थ्यो । उनीहरुबाट हरेक महिना एक एक रुपैयाँ उठाएर पार्टी चलाउन मासिक ६० हजार रुपैयाँ बीपीलाई दिनुहुन्थ्यो ।
तिनताका बीपीको नेतृत्वप्रति देउवाको ठूलो भरोसा थियो । साहित्यकार कृष्ण धरावासीसँगको अन्तर्वार्तामा कांग्रेस नेता चक्र वास्तोलाले भनेका छन् – बनारसमा बीपी निकट रहेर काम गर्नेहरूमध्येका एक पुराना कांग्रेसी थिए, सुदूरपश्चिमका अर्जुन कठायत । बीपीका हरेक गतिविधिमा नेपाल र भारतका जासुसको चियोचर्चो हुने नै भयो । त्यसैले गोप्य काममा बीपीले कठायतलगायत विश्वासपात्र मात्र खटाउनुहुन्थ्यो । तिहारको समय थियो । दिदीको हातबाट टीका थाप्न शेरबहादुरजी रेलबाट यात्रा गर्दै हुनुहुन्थ्यो । प्लेटफर्मसम्म उहाँलाई पुर्याउन गएका बेला कठायतले शेरबहादुरजीलाई सोधे । उनीहरुको वार्तालाप सम्झिँदा मलाई अहिले पनि रमाइलो लाग्छ ।
कठायत : शेरबहादुरजी सबै कुरा ठीक छ तर मैले बीपीको (कुनै) एउटा कुरा बुझ्नै सकिन ।
देउवा : के कुरा बुझेनौ ।
कठायत : (....)
देउवा : ल त्यतिमात्र । हामीले केही नबुझेर त चलिरहेछ । तिमीले किन बुझ्नु पर्यो । पर्दैन । खुरु खुरु काम गर ।
तिनताका देउवाको एउटै लक्ष्य थियो पञ्चायतको अन्त्य र प्रजातन्त्र बहाली । न सुविधाभोगी जीवन चाहिएको थियो न सत्ताको महत्त्वाकांक्षा नै थियो ।
विसं २०४६ सालको जनआन्दोलनबाट पञ्चायती व्यवस्था अन्त्य भएपछि सम्पन्न पहिलो संसदीय चुनाव (२०४८) मा सुदूरपश्चिमका सबै १८ सिटमा कांग्रेसलाई विजयी बनाएपछि गिरिजाप्रसाद कोइराला नेतृत्वको सरकारमा उनी गृहमन्त्री भए । त्यतिन्जेलसम्म पार्टीमा देउवाको खासै आलोचना हुने गरेको थिएन ।
यसैबीच डा. आरजु राणासँग देउवाको विवाह भयो । नवदम्पतीलाई बधाई दिँदै कांग्रेसका तत्कालीन सभापति कृष्णप्रसाद भट्टराईले भनेका थिए – ल शेरबहादुरजी बधाई छ । हिजोसम्म तपाईँ हाम्रो मानिस हुनुहुन्थ्यो । अबदेखि आरजुको हुनुभयो ।
राणासँग वैवाहिक बन्धनमा बाँधिएसँगै राजनीतिमा देउवा सफलताको शिखरमा उक्लिँदै गए ।
विसं २०५१ को मध्यावधि निर्वाचनसम्म आइपुग्दा गणेशमान सिंह, कृष्णप्रसाद भट्टराई र गिरिजाप्रसाद कोइरालाबीचको झगडाले कांग्रेस कमजोर थियो । त्यही वातावरण देउवाको सत्तारोहणका लागि अनुकूल बन्यो । समकालीन शैलजा आचार्य र रामचन्द्र पौडेललाई उछिन्दै उनी संसदीय दलको नेता र प्रधानमन्त्री बने ।
प्रधानमन्त्रीका रुपमा सत्ताको बागडोर सम्हालेपछि देउवामाथि संसदीय व्यवस्था नै विकृत बनाएको आरोप लाग्यो । सांसदहरुलाई महंगा गाडी खरिद गर्न भन्सार सुविधामा दिइयो । सरकार टिकाउन आफ्नै सांसदलाई होटलमा थुन्ने र उपचारको बहानामा एकै पटक धेरै मन्त्री बैंकक पठाउने काम भए । सांसदहरुको किनबेच सुरु भयो ।
त्यसपछिका दिनमा कृष्णप्रसाद भट्टराईलाई भावी प्रधानमन्त्रीका रुपमा अघि सारेर २०५६ को चुनावमा कांग्रेसले बहुमत ल्यायो । तर, नौ महिना नपुग्दै उनलाई अपमानजनक रुपमा सत्ताच्युत गरी तत्कालीन सभापति कोइराला सत्तामा पुगे । विपक्षीमात्र होइन, पार्टीभित्रै पनि कोइरालाको चरम विरोध हुँदैथियो । कांग्रेसको आन्तरिक कलहबाट फाइदा उठाउँदै दरबार २०४६ सालपछि गुमेको अधिकार पुनःस्थापित गर्ने दाउमा थियो । यस क्रममा माओवादीविरुद्ध सेनाले असहयोग गरेपछि (होलेरी काण्ड) दरबारसँग खटपट भयो र कोइराला राजीनामा दिन बाध्य भए ।
लाभ देउवालाई नै भयो । कोइराला विरोधी समूहको नेतृत्व लिने आँट गरे । यसरी दोस्रोपटक देउवा सत्तामा पुगे । अनि सभापति कोइराला र उनका बीच चुलिएको विवादको सिकार भयो संसद् । देउवाले पार्टी र सरकारका मन्त्रीसँग समेत परामर्श नगरी हठात् संसद् भंग गरिदिए । राजाकै सल्लाहमा देउवाले नेपाली कांग्रेस फुटाएर नेपाली कांग्रेस (प्रजातान्त्रिक) बनाए । त्यसको चार महिनामै राजाले देउवालाई सत्ताच्युत गरी दिए । राजाको त्यो कदमविरुद्ध संसद्मा रहेका दलहरू आन्दोलनमा गए । पछि देउवाको प्रजातान्त्रिक कांग्रेस पनि आन्दोलनमा मिसियो ।
दरबार आन्दोलन तुहाउने खेलमा थियो । आन्दोलको बीचमै राजाले सूर्यबहादुर थापाको राजीनामापछि शेरबहादुर देउवा प्रधानमन्त्री नियुक्त भए । त्यति बेलै दरबारको पश्चिम गेटमा पत्रकारहरुसँग उनले भनिदिए ‘गोर्खाली राजाबाट न्याय पाएँ ।’ तर, तिनै देउवालाई दोस्रोपटक अपदस्थ गरी २०६१ माघ १९ मा राजा ज्ञानेन्द्रले कार्यकारी अधिकार आफ्नो हातमा लिए ।
चुनावै हुननसक्ने बेलामा संसद् भंग गर्दा प्रजातन्त्र दरबारमा बुझाएको आरोप देउवामाथि लाग्यो । विसं २०४६ सालमा स्थापना भएको प्रजातन्त्र पुनर्बहालीका लागि २०६२–०६३ को जनआन्दोलन कुर्नु प¥यो । यसरी २०५९ मा देउवाले फुटाएको कांग्रेस २०६४ को संविधानसभा निर्वाचनको पूर्व सन्ध्यामा एक भयो । पार्टी सभापतिमा गिरिजाप्रसाद कोइरालासँग चुनाव हारेका देउवा सुशील कोइरालासँग पनि पराजित भए ।
जीवनको अन्तिम समयसम्म पनि सुशील भन्ने गर्थे – हैन देउवालाई पार्टी बुझाउने ? उनको हातमा गयो भने कांग्रेस समाप्त हुन्छ । लेखकसँगको कुराकानीमा पनि कोइरालाले यस्तो अभिव्यक्ति दिएका थिए । त्यतिबेला मलाई लाग्थ्यो – चुनाव जितिसकेपछि पनि बूढा आफ्ना प्रतिद्वन्द्वीप्रति कति अनुदार भएका ?
आफ्ना राजनीतिक गुरु गिरिजाप्रसाद र अग्रज सुशील कोइरालासँग चुनाव हारेका देउवाले निरन्तर पार्टी नेतृत्वमा प्रतिस्पर्धा गरिरहे ।
पार्टीलाई विधान बमोजिम चलाउने र कसैमाथि अन्याय हुन नदिने एजेन्डा लिएर तत्कालीन कार्यवाहक सभापति रामचन्द्र पौडेललाई हराएर देउवा कांग्रेसको सभापति भए । तर, कार्यकाल सकिँदासमेत प्रतिबद्धता बमोजिमका काम नगरेको आरोप उनले खेप्नु परिरहेको छ ।
पार्टीको विधानबमोजिम एक वर्षभित्र बनाउनु पर्ने विभाग कार्यकाल सकिएपछि धमाधम गठन गरिएका छन् । सभापति चुनिएपछि देउवालाई विगतमा भएका कमी कमजोरी सच्याएर गुमेको साख पुनःस्थापित गर्ने मौका थियो । तर, पछिल्लोपटक पनि सभापति र प्रधानमन्त्रीका हैसियतमा उनले आफूमाथि लागेको दाग मेटाउन सकेनन् ।
बरु, उल्टै वरीयता मिचेर जयबहादुर चन्दलाई प्रहरी महानिरीक्षक बनाउन गरेको प्रयास, प्रधानन्यायाधीश सुशीला कार्कीविरुद्ध महाअभियोग प्रकरण र चितवनको भरतपुरमा तत्कालीन माओवादी अध्यक्ष पुष्पकमल दाहालकी छोरी रेणु दाहाललाई मतदान गर्न कार्यकर्तालाई दिएको निर्देशन र जिताउन भएको धाँधलीको समर्थन गरेर देउवाले लोकतन्त्रकै धज्जी उडाए । परिणाम कांग्रेस नराम्रोसँग पराजित भयो । संसद्मा प्रमुख प्रतिपक्षको हैसियतमा एक तिहाइ पनि नपुग्ने गरी खुम्चियो ।

राणाशाहीको अन्त्य र प्रजातन्त्र स्थापनाको उद्देश्यका साथ साढे सात दशकअघि विसं २००६मा स्थापना भएको नेपाली कांग्रेसले त्यसयता मुलुकमा भएका सबै लोकतान्त्रिक परिवर्तनको नेतृत्व गर्यो । सत्तामा हुँदा होस् वा प्रतिपक्षमा मुलुकको राजनीति प्रायः उसकै वरपर नै घुमिरह्यो । विसं २००७ सालको क्रान्ति, २०३६ सालको जनमत संग्रह, २०४६ र २०६२–०६३ को जनआन्दोलन, माओवादीसँगको शान्ति वार्ता, संविधान सभा निर्वाचन र गणतन्त्रको स्थापना अनि संविधान सभाबाट संविधान यी सबै युगान्तकारी परिवर्तन संस्थागत कांग्रेसकै नेतृत्वमा भए ।
देशको प्रजातान्त्रिक आन्दोलनमा सधैँ अग्रणी भूमिका खेलेको एउटा जीवन्त पार्टीको महाधिवेशनको पूर्वसन्ध्यामा त्यसका बारे बहस हुनु अस्वाभाविक हैन । त्यसमाथि आधा दर्जन बढी नेताले सभापतिमा दाबी गर्दै आफ्नो पक्षमा लबिङ सुरु गरिसकेको अवस्था छ । पार्टी नेतृत्वको दौडमा सभापति देउवासहित वरिष्ठ नेता रामचन्द्र पौडेल, महामन्त्री शशांक कोइराला, उपसभापति विमलेन्द्र निधि, पूर्वमहामन्त्री प्रकाशमान सिंहमात्र हैन अघिल्लो महाधिवेशनमा सर्वाधिक मत पाएका केन्द्रीय सदस्य शेखर कोइराला र पूर्वउपसभापति गोपालमान श्रेष्ठ पनि देखिएका छन् ।
कांग्रेसको महाधिवेशन इतिहासमा सभापतिका लागि एकैपटक यति धेरै प्रत्याशी देखिएको सायद यो नै पहिलो पटक हो । तैपनि कांग्रेसको भविष्य के हुने ? कतै यो लोप हुने त होइन ? भन्ने चिन्ता र चासो शुभचिन्तक र कार्यकर्ताबाट व्यक्त भइरहेको छ । सभापतिका अधिकांश प्रत्याशीले देउवाले काम गर्न नसकेको आरोप त लगाएका छन् तर भावी दिनमा पार्टीको गुमेको साख कसरी पुनःस्थापना गर्ने भन्ने प्रष्ट खाका कसैले दिइसकेका छैनन् ।
कांग्रेसमा क्यान्सरका रुपमा गाँजिएको व्यक्तिवादी चरित्र, गुटबन्दी, पदका लागि हुने खुला बढाबढ, इमानदार कार्यकर्तालाई पाखा लगाएर दासहरुलाई स्थापित गर्ने होडबाजी र गाउ“देखि केन्द्रसम्मै चलेको सुकिलामुकिलाको हालीमुहाली अन्त्य गरी पार्टीलाई सिद्धान्त र विधिका आधारमा अघि बढाउने मार्गचित्र कसैले अघि सारेका छैनन् ।
अहिलेसम्मको अवस्था हेर्दा कांग्रेसभित्रको होडबाजी नीतिभन्दा पनि नेताहरुको व्यवस्थापनमा केन्द्रित देखिन्छ । पार्टी सञ्चालन विधि र कार्यशैलीमा आमूल परिवर्तन नगर्दासम्म चुनावी प्रक्रियाबाट जो सुकै सभापति बने पनि देउवाकै नयाँरुप हुने निश्चित छ ।
