त्यसपछिका दिनमा कृष्णप्रसाद भट्टराईलाई भावी प्रधानमन्त्रीका रुपमा अघि सारेर २०५६ को चुनावमा कांग्रेसले बहुमत ल्यायो । तर, नौ महिना नपुग्दै उनलाई अपमानजनक रुपमा सत्ताच्युत गरी तत्कालीन सभापति कोइराला सत्तामा पुगे । विपक्षीमात्र होइन, पार्टीभित्रै पनि कोइरालाको चरम विरोध हुँदैथियो । कांग्रेसको आन्तरिक कलहबाट फाइदा उठाउँदै दरबार २०४६ सालपछि गुमेको अधिकार पुनःस्थापित गर्ने दाउमा थियो । यस क्रममा माओवादीविरुद्ध सेनाले असहयोग गरेपछि (होलेरी काण्ड) दरबारसँग खटपट भयो र कोइराला राजीनामा दिन बाध्य भए ।
लाभ देउवालाई नै भयो । कोइराला विरोधी समूहको नेतृत्व लिने आँट गरे । यसरी दोस्रोपटक देउवा सत्तामा पुगे । अनि सभापति कोइराला र उनका बीच चुलिएको विवादको सिकार भयो संसद् । देउवाले पार्टी र सरकारका मन्त्रीसँग समेत परामर्श नगरी हठात् संसद् भंग गरिदिए । राजाकै सल्लाहमा देउवाले नेपाली कांग्रेस फुटाएर नेपाली कांग्रेस (प्रजातान्त्रिक) बनाए । त्यसको चार महिनामै राजाले देउवालाई सत्ताच्युत गरी दिए । राजाको त्यो कदमविरुद्ध संसद्मा रहेका दलहरू आन्दोलनमा गए । पछि देउवाको प्रजातान्त्रिक कांग्रेस पनि आन्दोलनमा मिसियो ।
