बीपीसँगको वार्तालाप स्मरण गर्दै मजगैया भन्छन्, ‘राजसंस्थालाई चुट्कीको भरमा फाल्न सक्नेले उसैले बनाएको मानिसलाई फाल्न कति समय लगाउला ? हाम्रो देशको राजनीतिक स्थिरता के होला ?’ त्यो सुनेर मजगैयाले भनेछन्, ‘त्यसो भए सान्दाइ त्यति बेलै राजसंस्था फालेर गणतन्त्रमा हामी जान्नौं किन भन्नुभएन त ? मेरो चेहरातर्फ एकोहोरो हेर्दै बीपीले भन्नुभयो— मैले हुन्न भनेको भए उसले अर्को पात्र खोज्न सक्थ्यो । त्यो त झन् मुलुकको हितमा हुने थिएन ।’
राजनेता कस्तो हुनु पर्छ र नेपालको भूराजनीतिक संवेदनशीलता कस्तो छ भन्ने कुरा बृत्तचित्रले देखाउछ । बीपीलाई मुलुकको पहिलो राष्ट्रपति बन्न प्रस्ताव गरियो, तत्कालीन समयमा उहाँदे देशको अस्थित्व संकटमा पर्न सक्ने आंकलन गरी त्यो प्रस्ताव अस्वीकार गर्नु भयो । समयको माग हो देशमा गणतन्त्र आयो । तीन जना राष्ट्रपति हुनु भयो । सबैले यो बृत्तचित्र हेर्नु भएको छ ।
२०३३ साल पुस १६ गते आफ्ना गणेशमान, शैलजा आचार्य, रामबाबु प्रसाई, खुमबहादुर खड्का र नीलाम्बर पन्थीका साथ बीपी स्वदेश फर्किए । खड्का भन्छन्, ‘बीपीको अनुहारमा चिन्ता कहिल्यै झल्किँदैनथ्यो । सधैं हंसमुख चेहरा । तर गणेशमानजीकोमा अलि–अलि थाहा हुन्थ्यो ।’ काठमाडौं विमानस्थलमा अवतरण गर्नासाथ सबै यात्रु ओरालेर विमानलाई सीधै रनवे नजिक बनाइएको अस्थायी टेन्टसम्म पुर्याइयो । छ जनालाई केही बेर त्यही टेन्टमा राखियो ।
अनि बीपी र गणेशमानलाई सोझै सुन्दरीजल पुर्याइयो । सुन्दरीजल त्यही बन्दीगृह हो जहाँ २०१७ साल पुस १ को शाही ‘कु’ पछि बीपी र गणेशमानले लगातार आठ वर्ष बिताएका थिए ।
त्यस दिन बुवा गणेशमानलाई लिन विमानस्थलको ट्राफिक कन्ट्रोल रुमसम्मै पुगेका प्रकाशमान भन्छन्, ‘भेट्न त के देख्नसमेत पाएनौं । कहाँ लगे, के गरे थाहै भएन ।’ दरबारले सोध्न भनेर पहिल्यै थमाएका प्रश्नको सूची बोकेर अञ्चलाधीश सूर्यप्रसाद श्रेष्ठत्यसै दिन सुन्दरीजल पुगे । अनि बीपीको बयान रेकर्ड गरी सीधै पोखरामा रहेका राजा वीरेन्द्रकहाँ पठाइदिए । ८५ वर्षीय श्रेष्ठले लेखकलाई सुनाए, ‘एउटा प्रश्न मलाई अझै याद छ । विमान अपहरणबाट लिएको तीस लाख भारतीय रुपैयाँ कहाँ खर्च गर्नुभयो, बीपी बाबु ? भनेर सोध्दा उहाँले भन्नुभएको थियो– जनताको पैसा जनताले खर्च गरे अञ्चलाधीश ।’
दुवै नेतालाई कडा सैनिक निगरानीमा राखिएको थियो, परिवारजन र आफन्तलाई समेत भेट्न नदिएर ।
अर्कोतर्फ सूर्यबहादुर थापासहित केही पञ्चले बीपीलाई फाँसी दिनुपर्छ भन्ने अभियान उचालेका थिए । बीपीले भनेका छन्, ‘राजा र हामीबीचको सहमतिप्रति एउटा तत्त्व सशंकित छ, त्यो हो भारत ।’ फेरि सुन्दरीजल पुस्तकमा बीपी लेख्छन्, ‘थापा प्रधानमन्त्री हुँदा र त्यसपछि पनि धेरै समय भारतका एजेन्ट थिए ।’
आफूहरूमाथिका गम्भीर अभियोग प्रतिवाद गर्ने विषयमा दुवै नेतासुन्दरीजल बन्दीगृहभित्र छलफल गरिरहेका हुन्थे । बीपीले भनेका छन्, ‘हदैसम्मको खराब स्थिति आयो भने भविष्यका लागि हाम्रो भनाइको एउटा प्रामाणिक अभिलेख हुनेछ । र, भविष्यको प्रजातान्त्रिक लडाइँको धागो समात्न यो पथप्रदर्शक र प्रेरणा दिने राजनीतिक दस्तावेज हुनेछ ।’
बन्दीगृहको बाहिरको सूचनाबाट दुवै पूर्णत: अलग थिए । यता दरबार बीपीको मुद्दा हेर्ने न्यायाधीशको खोजीमा थियो । काठमाडांैमा रहेका प्राय: न्यायाधीशले मुद्दा हेर्न रुचि नदेखाएपछि नारायणी अञ्चलका न्यायाधीश जनकमान श्रेष्ठलाई हटौंडाबाट रातारात काठमाडांै झिकाइयो ।
न्यायाधीश श्रेष्ठ (काठमाडौंका प्रथम मेयर) भन्छन्, ‘अञ्चलाधीश नन्दबहादुर मल्लले भने, तपाईंलाई तत्काल काठमाडांै पठाउनू भन्ने गृहमन्त्रीको आदेश छ ।’ तर खबर ल्याउने प्रहरी अधिकारीलाई श्रेष्ठले भनिदिए, ‘म स्वतन्त्र न्यायपालिकाको न्यायाधीश हुँ । गृहमन्त्री त के प्रधानमन्त्रीले भने पनि जान्नँ । मलाई मेरै प्रधानन्यायाधीशको आदेश चाहिन्छ ।’
त्यही राति प्रधानन्यायाधीश नयनबहादुर खत्रीको आकाशवाणी आइहाल्यो । अनि राति ११ बजे नै उनी काठमाडांैका लागि हानिए । भोलिपल्टै उनलाई मुद्दा हेर्ने जिम्मेवारी दिई सिंहदरबारस्थित पुतली बगैंचामा विशेष अदालत खडा गरियो ।
बीपीकै आह्वानमा भएको सशस्त्र क्रान्तिसँग जोडिएका मुद्दामा क्याप्टेन यज्ञबहादुर थापा र भीमनारायण श्रेष्ठलाई सर्वोच्च अदालतले मृत्युदण्डको सजाय सुनाइसकेको थियो । र, त्यही मुद्दामा बीपी र गणेशमानले खटाएको थापाको बयान थियो । न्यायाधीश श्रेष्ठले लेखकलाई सुनाए, ‘बीपीलाई मृत्युदण्ड हुने निश्चितजस्तै थियो । बयान र मिसिल पनि त्यसै गरी ठिक्क पारेर राखिएको रहेछ ।’ सुनुवाइ सुरु नहुँदै २०३३ सालको मध्यचैततिर बीपी र गणेशमानलाई अदालतले मृत्युदण्डको सजाय सुनाइसकेको खबरले सनसनी फैलियो । बीपीकै सहोदर भाइ गिरिजाप्रसाद कोइरालाले पत्रकार सम्मेलन मार्फत यस्तो जानकारी दिएका थिए । संसारभरबाट बीपीको रिहाइका लागि दबाब बढ्न थाल्यो ।
त्यसपछि मात्र सरकारी वकिलको टोली बीपीको बयानका लागि सुन्दरीजल पुग्यो । तर बीपीले आफ्ना वकिलको अनुपस्थितिमा बयान दिन इन्कार गरे । अनि गणेशराज शर्मा, कृष्णप्रसाद भण्डारी र कुसुम श्रेष्ठले उनको कानुनी प्रतिरक्षा गर्ने टुंगो लाग्यो ।
२०३४ वैशाख १४ गतेदेखि तीन सातासम्म विशेष अदालतमा चलेको बयानका क्रममा बीपीले आफ्नो संलग्नता नरहे पनि पार्टी सभापतिको हैसियतले कांग्रेसका नाममा भएका सबै घटनाको नैतिक जिम्मेवारी लिने बताए ।
बीपीको स्वास्थ्य बिगिँ्रदै थियो । उपचारमा संलग्न डा. मृगेन्द्रराज पाण्डे बिरामीको मनोबल घट्छ भनेर बीपीलाई उनको रोग बताउँदैनथे । डा. पाण्डेको हाउभाउबाट बीपीलाई चाहिँ आफ्नो मुटु ठीक छैन कि भन्ने लागिसकेको थियो । यस्तैमा एक दिन उनको देब्रे आँखाको १५ मिनेटसम्म दृष्टि गुम्यो । दुई महिनामा उनलाई यस्तो लक्षण देखिएको यो तेस्रोपटक थियो ।
यस्तैमा एक दिन बीपीलाई थुनामा राखिएको प्रहरी तालिम केन्द्रको सुरक्षा पहरा हट्यो । क्षणभरमै आईजीपीका साथ जनरल शेरबहादुर मल्ल देखा परे । जनरल मल्लले भने, ‘अहिलेको अवस्थामा राजा र तपाईंका बीच भेट हुनु दुवैको हितमा छैन । तपाईंको कुनै सन्देश छ भने मलाई भन्दा हुन्छ ।’ बीपीले मल्लसँग भने, ‘म राजाबाहेक अरू कसैसँग सन्देश पठाउँदिनँ । सत्तामा त्यस्ता निहित तत्त्व र विदेशी शक्ति पनि छन्, जो हाम्राबीच कुनै समझदारी चाहँदैनन् । हामीलाई विभाजित राखिराख्न चाहन्छन् । मलाई थाहा छ राजाको वरिपरिका मानिसमध्ये धेरैले आफ्नो दुनो सोझिने हो भने देशलाई धोका दिन बेर लगाउँदैनन् ।’
जनरल मल्ल बाहिरिएपछि मात्र शिविरको पहरा फर्कियो ।
उता शाही चिकित्सक डा.पाण्डे बीपीलाई थुनामा राख्ने राजालाई सत्य सूचना दिएरमन हलुङ्गो बनाउन चाहन्थे । लामो प्रयासपछि २०३४ साल जेठ २५ गते बेलुकी डा. पाण्डेले राजाको दर्शनभेट पाए । त्यस दिन उनलाई राजाले सधैं भेट्ने गरेको भन्दा छुट्टै बैठक कक्षमा राखियो । ४० वर्षअघिको त्यो क्षण सम्भिँmदै डा. पाण्डे भन्छन्, ‘प्रमुख सचिव रञ्जनराज खनाल, एडीसी र म मात्र छौं । सरकारबाट हुकुम भयो ल भन डाक्टर के भएको बीपीलाई । मैले भने अवस्था क्रिटिकल छ । तत्काल उपचार भएन भने जुनसुकै बेला उनलाई प्यारालाइसिस हुन सक्छ ।’ राजाले उनलाई प्रश्नको पर्रा छोडे— तिमी कसरी भन्न सक्छौ ? तिमीसँग के सामान थियो र ? तिमी कति प्रतिशत ‘स्योर’ छौ । डा. पाण्डे सम्झिन्छन्, ‘मैले भने सरकार ९८ प्रतिशत । राजाबाट फेरि हुकुम भयो तिमीलाई कति विश्वास छ । मैले भनें ९८ प्रतिशत ।’
राजा वीरेन्द्रको आदेशमा बीपीलाई दरबार ल्याउन प्रमुख सचिव रञ्जनराज खनाल आफंै प्रहरी तालिम केन्द्रतर्फ हुइँकिए । खनालले लेखकसँग भनेका छन्, ‘म पुग्दा बीपी तयारी अवस्थामा थिए । सायद एडीसी मार्फत पहिले नै खबर पुगेको हुनुपर्छ । मेरै मोटरमा उनलाई दरबार ल्याए ।’
डा. पाण्डे सम्झिन्छन्, ‘मौलपोस सुरुवालमा मख्ख पर्दै दरबार आएका बीपीले मलाई देखेर भन्नुभयो— अहो डाक्टर साप तपाईं पनि !’ राजाले बीपीको रोगबारे बताइदिन राजाको आदेशपछि डा. पाण्डेले भने, ‘तपाईंको...छ । जुनसुकै बेला प्यारालाइज हुन सक्छ ।’
राजाले भने, ‘बीपी तिम्रो स्वास्थ्य निकै खराब रहेछ ? डा. पाण्डेको कुरा सुनिहाल्यौ । ‘सरकार मेरो स्वास्थ्यभन्दा देशको स्वास्थ्य झन् खराब छ,’ बीपीले राजनीतिक कुरा गर्ने मनसाय राखे । यो बुझेर राजाले भने, ‘तिमीलाई स्वास्थ्यको कुरा गर्न बोलाएको हो । पहिले स्वास्थ्यलाभ गरेर आऊ, अनि कुरा गरौंला । राजासँग एक घण्टा कुरा गरेर बीपी प्रसन्न मुद्रामा बाहिरिए ।’
मध्यरातमा बीपी राजाको आदेशमा उपचारका लागि रिहा भए । ‘उपचार कहाँ गराउन उचित हुन्छ, निर्णय उनैलाई गर्न दिनू । प्रधानमन्त्रीलाई यसबारे जानकारी गराउनू ।’ राजाको आदेश स्मरण गर्दै पाण्डे भन्छन्, ‘बीपी बाहिरिँदा रातको १२ बजिसकेको थियो ।’
बीपीको रिहाइपछि डा. पाण्डेसँग क्रुद्ध प्रधानमन्त्री तुलसी गिरीले भोलिपल्ट उनलाई सिंहदरबार बोलाएर धम्क्याए, ‘राजालाई चाहिने, नचाहिने कुरा लगाएर राजनीति गर्ने । ख्याल गर्नू, बीपीलाई तपाईंले भनेकै रोग देखिएन भने । बीपीकै ठाउँ पठाइदिन्छु ।’ शाही चिकित्सक पाण्डेले बीपीको राजनीतिक उचाइतर्फ संकेत गर्दै जवाफ दिए, ‘डाक्टरसाप त्यो ठाउँमा तपाईं त कहिल्यै पुग्नुहुन्न भने मेरो त कुरै नगरौं ।’
उता, राजा र बीपीबीच के सहमति भयो भनेर दिल्लीलाई रिपोर्टिङ गर्न नपाउँदा भारतीय दूतावासमा छटपटी सुरु भयो । डा. पाण्डे सुनाउँछन्, ‘राजदूत फोनमा भन्न थाले— डाक्टरसाप मेरो स्वास्थ्य जाँच गरिदिनुपर्यो, हर्ट एट्याक नै होलाजस्तो छ ।’ यसपछि डा. पाण्डे झनै डराए, प्रधानमन्त्री गिरीले थुन्ने थम्की दिएकै थिए । ‘राजदूतलाई भेट्यो भने त झन् भारतीय एजेन्टकै बिल्ला लाइदिने पो हुन् कि ? म अर्कै डाक्टरलाई देखाउन सल्लाह दिएर उम्किएँ,’ उनी भन्छन् ।
स्वास्थ्यलाभ गरी बीपी स्वदेश फर्किने समय पारेर पटनामा नेपाली कांग्रेसको सम्मेलन बोलाइयो । २०१७ सालपछि कांग्रेसीहरूको त्यो नै पहिलो ठूलो जमघट थियो । पहिलो संसद्का सभामुख कृष्णप्रसाद भट्टराईलाई बीपीले कार्यबाहक सभापतिको जिम्मेवारी दिए । कांग्रेस नेता केबी गुरुङ भन्छन्, ‘नेपाल फर्किने बेला पटनामा बीपीको व्यापक सम्मान भयो । सोसलिस्टहरूले बीपी नेपाल नजाऊ हामी तिमीलाई प्रधानमन्त्री बनाएर पठाइदिन्छौं भनेका थिए । बीपीले भन्नुभयो— तिमीहरूले बनाएर पठाइदिएको प्रधानमन्त्री तिमीहरूको हुन्छ, नेपालको हुँदैन ।’ २०३४ कात्तिक २३ गते नेपाल फर्किएका बीपीलाई गिरफ्तार गरी सीधै विशेष अदालतमा हाजिर गराइयो ।
राजा र बीपी मिल्ने डरले कट्टरपन्थी पञ्चहरूको सातो गएको थियो । उनीहरू जुनसुकै मूल्यमा मेलमिलाप भाँड्न चाहन्थे । केही समयको अन्तरालपछि उपचारको सिलसिलामा बीपी पुन: अमेरिका गए । यता २०३५ माघ २६ गते क्याप्टेन थापालाई कमला नदी किनारमा र श्रेष्ठलाई कोसीमा गोली हानी मारियो । राजाबाट गम्भीर धोका भयो भनेर प्रजातन्त्रवादीहरू सशंकित थिए ।
अमेरिकाबाट फर्किने बेला बीपीको बिदाइमा पटना विमानस्थलमै पुगेका चन्द्रशेखर र कपूरी ठाकुर (विहारका मुख्यमन्त्री) सहितका नेताले भनेका थिए, ‘बीपी तिमी यहीं बस । नेपाल नजाऊ । हामी बहुदल घोषणा गराइदिन्छौं । बीपीले भने— तिमीहरूले घोषणा गरेको बहुदल तिमीहरूको हुन्छ हाम्रो हुँदैन ।’
आशंका र संशयका बीच पुन: राजा र बीपीको भेट भयो । राजासँगको त्यो वार्तालापबारे बीपीले कांग्रेस नेता केबी गुरुङले सुनाएका थिए, ‘बीपी यु नो, युआर टकिङ विथ द किङ अफ द कन्ट्री ।’ जवाफमा बीपीले भनेछन्, ‘अफकोर्स, योर मेजेस्टी इज अल्सो टकिङ विथ पिपुल्स रिप्रजेन्टेटिभ ।’
बीपी र राजा जुधाएर आफ्नो स्वार्थ पूरा गर्ने दाउमा विदेशी र स्वार्थी पञ्चहरू लागेकै थिए । यस्तै अन्योलका चलिरहँदा राजतन्त्रको अन्त्य गरी बीपीलाई नेपालको पहिलो राष्ट्रपति हुने वातावरण बनाइदिने प्रस्ताव लिएर कोही व्यक्ति जयबागेश्वरीस्थित उनको निवासमै पुग्यो ।
विश्वासिलो भएका कारण बनारसदेखि नै कांग्रेस नेता बलदेव मजगैयासँग बीपी भन्नै नहुनेबाहेक सबै विषयमा खुलेर कुरा गर्थे ।’
पूर्वमन्त्री मजगैया भन्छन्, ‘यो कुरा कसैलाई सेयर गरेको थिइनँ । बीपीले आफूलाई राष्ट्रपति बनाइदिने प्रस्ताव आएको सुनाएपछि मैले सोधें— सान्दाजु त्यो व्यक्ति नेपाली, भारतीय वा अमेरिकी हो कि अरूनै कोही हो । उहाँले भन्नुभयो— तीमध्ये कोही पनि होइन । मैले दुईपटक त्यो मानिसबारेमा बुझ्न खोजें, तर उहाँले बताउनुभएन । बीपीसँग थप सोध्ने आँट त्यो बेला ममा आएन ।’
प्रस्ताव लिएर आउने मानिसलाई बीपीले भनेछन्, ‘यति ठूलो निर्णय गर्नुअघि साथीहरूसँग छलफल गर्न मलाई कम्तीमा ४८ घण्टा चाहिन्छ ।’
त्यो बेला बीपीले दरबारलाई गुन लाए भन्ने हल्ला व्यापक चलेको थियो । शशांक भन्छन्, ‘सायद राजासँग कुनै प्रकारले बीपीको संवाद भएको हुनुपर्छ ।’
संयोग नै भनौं । बीपीलाई राष्ट्रपति बनाइदिने प्रस्ताव आएको ४८ घण्टाभित्रै जनमतसंग्रह घोषणा भयो । अनि राष्ट्रवादी छविका प्रधानमन्त्री कीर्तिनिधि विष्टलाई राजीनामा गराइयो र भारत निकट मानिएका सूर्यबहादुर थापा प्रधानमन्त्री बने ।
जनमतसंग्रह घोषणालगत्तै गणतन्त्रको प्रस्ताव गर्ने उही व्यक्तिले बीपीलाई सोध्यो, ‘के निर्णय गर्नुभयो त बीपी ।’ बीपी उसलाई भने, ‘जनमतसंग्रह घोषणा भयो अब हामी चुनावमै जान्छौं ।’
