नेपाल राष्ट्र बैंकका प्रथम गर्भनर, प्रथम अर्थ सचिव हिमालयशमशेर राणा (२०७९ माघ २२) को निधनसंगै नेपालको प्रजातान्त्रिक आन्दोलनका कैयौं तथ्य लोप भएका छन् । अन्वेषण समुहले २०७६ मा राणासंग लामो भिडियो अन्तवार्ता गर्ने अवसर पाएको थियो । त्यही अन्तर्वाताका आधारमा खुकुरी दलले (२००७) तत्कालीन गृहमन्त्री बीपी कोइरालाको निवासमा गरेको आक्रमण बारे तत्कालीन अर्थ सचिव राणाको अनुभव यो अंकमा प्रस्तुत गरेका छौ ।
हामी ललीता निवास (अर्थमन्त्री सुवर्णशमशेरको निवास, हाल नेपाल राष्ट्र बैंकको केन्द्रीय कार्यालय) मा थियौं । चन्द्रशमशेरको परिवारले खडा गरेको गोर्खा दलमा अठपहरियाहरुको वाहुल्यता थियो । उनीहरु खुकुरी नचाएर टोल टोलमा आतंक मञ्चाई रहेका थिए । त्यस्तो उपद्रोबाट बच्न कांग्रेसीहरुले टोल रक्षा समिति बनाएका थिए । एक दिन अपरान्ह्र दुई वजेतिर म मन्त्रालयमा काम गर्दै थिए । एक जना दुव्लो गोरो (सीआईडी) मानिस आएर भन्यो । भरतशमशेरलाई सुनुवार कप्तानले जेलवाट छोडिदियो । जेलका हाकीम सुनुवार राणा भक्त थिए ।
दुई वजे टुडिखेलमा सेनाको परेड चल्थ्यो । उनीहरुको योजना के रहेछ भने कवाज खेलिरहेका सेनालाई भड्काएर साथ लिने र कु गर्ने । ति सीआईडीले भने भरतशमशेरले राष्ट्रिय सेनालाई आफ्नो पक्षमा ल्याई सके । राष्ट्रिय सेनाको टोली कांग्रेसका मन्त्रीहरुलाई गिरफ्तार गर्न भनेर आईरहेका छन् । अर्थमन्त्री सुवर्णजी लन्च खान भनेर वेडरुम एरियामा जानु भएको थियो । म भित्र गए । यस्तो यस्तो खवर आयो भनेर जानकारी गराए ।
खवर आई सके पछि त यहा“ बस्नु भएन भनेर हामी त्यहा“बाट लैनचौर तिर गयौं । त्यहा“ रक्षा दल (नेपाली कांग्रेसको मुक्ति सेना) को हेडक्वाटर थियो । कसरी जाने ? संयोगले त्यही बेला बल्लभ शमशेर मोटर लिएर आई पुग्नु भयो । उहा“को सानो एमजी स्पोट्र्स कार चढ्यौं । सुवर्णशमशेरलाई बडिगार्ड र मैले विचको सिटमा लुकाएर लाजिम्पाट पु¥यायौं । हामी त्यहा“ आई पुग्दा त भरतशमशेरलाई समाई सकेका रहेछन् । भरतशमशेरलाई एउटा जीपमा राखेर सेनाको परेड चलेको स्थान टुडिखेल घुमाउने र राणाहरु प्रति वफादार सेनालाई हातमा लिएर कु गर्ने योजना रहेछ ।
जीप चढेर केही समय उनी टुडिखेल घुमे । प्रहरीले समाउनु पर्ने । पनाती जर्नेललाई समाउने कसको आट ? अन्तमा नकुलशमशेर भन्ने आनन्दशमशेरेको छोराले झम्टिएर भरतशमशेरलाई समाए र रक्षा दलको जिम्मा लगाई दिए । हामी रक्षा दलको हेडक्वाटर आई पुग्दा रक्षा दलका जवानहरुले उनलाई समाएर ल्याउदै गरेको देखियो । सम्झदा अचम्म लाग्छ, रक्षा दलका जवान भोटो र धोतीमा थिए । उनीहरुको ड्रेस समेत थिएन । देशमा राणा शासन फालेर प्रजातन्त्र ल्याउने फौजलाई त्यो हालमा राखिएको थियो ।
भरतशमशेर भक्तपुरे टोपी लगाएका छन् । सर कैदी ल्यायौं भने । म र सुवर्णजी हेरि रहेका छौ । भरतशमशेरले हात उठाएर भने जय गोर्खा । मलाई यिनीहरुले मिस विहेव गरे । म राजनीतिक मानिस मलाई पिटे । सुवर्ण शमशेर चुरोट तानेर हेरिहनु भयो । केही वोल्नु भएन । हत्तपत्त वोल्ने वानी पनि थिएन ।
एक जना अफिसले भन्यो ल यसलाई क्वाटर गार्डमा थुनि दे । गोदाम जस्तो रहेछ त्यही थुनिदिए भरतशमशेरलाई ।
बीपीलाई एट्याक गर्ने एक जना मानिसको लास त उहा“को बेडरुममै थियो । गोर्खा दलको आक्रमणबाट कसरी वच्ने भनेर बीपी, कृष्णप्रसाद भट्टराई लगायतका नेता नारायणहिटी दरवार पुगेका थिए । कालीवहादुर पल्टन त्यही थियो ।
बीपीहरु नारायणहिटी गएको सूचना पाए पछि हामीहरु पनि त्यतै तिर लाग्यौ । त्यहा“ अव के गर्ने भन्ने विषयमा छलफल भैरहेको थियो । गोर्खा दलका नेताहरुलाई समाउने कुरा भयो । प्रहरी निष्कृय जस्तो थियो । सेनालाई जिम्मा दिनु प¥यो ।
अव सेनापति छन्, केशरशमशेर चन्द्रशमशेरकै छोरा । बबरशमशेरकै भाई । उनमा भर पर्नु भएन भनेर किरण शमशेरलाई सेनाको दोस्रो कमाण्डको जिम्मा दिएर गोर्खादलका नेतालाई समाउने अधिकार दिइयो । किरणशमशेरले यो काम गर्न एक लाख चाहिन्छ भन्नुभयो । म अर्थ सचिव ।
मुलुकीखानाका हाकिमको घरमै गए, उनलाई लिएर डिल्लीवजार पुगे र एक लाख रुपैया आफ्नै हातमा ल्याएर वुझाए ।
त्यो वेलासम्म सिपाहीका लागि व्यारेक थिएन । उनीहरु डेरामा वस्थे । अकस्मात कुनै घटना भए सेनाका जवानहरुलाई घर घरमा गएर ल्याउनु पथ्यो । वाहिर खुवाउनु प¥यो । गाडी हायर गर्नु प¥यो । त्यो घटना पछि सेनालाई ब्यारेकमा राख्ने व्यवस्था हामीले मिलायौं ।
